Lakeview Industries The city engineer discussed Lakeview Industries Infrastructure Improvements and the ordering of Feasibility Report as well as scheduling a Public Hearing. The council reviewed the drafted resolution. The preliminary plat from Lakeview Industries were submitted to the city. The proposal is located directly north of the existing Fleet Farm facility requiring construction of a new city street, storm sewer, watermain and sanitary sewer to serve the current and future buildings to the north. Bid and design for street and utilities would be done by the city in the fall of 2018 with potential partial completion late in the fall and the balance of the work completed in the summer of 2019. Financing would be partially handled through a DEED Grant received by the city funding half of the projects costs. The balance would be funded through a Tax Increment Financing District.

The city planner reviewed the history relating to Lakeview Industries who has been seeking expansion identifying land in Carver as their new headquarters. The facility presently located in Chaska would be completely moved to the new Carver site with future expansion plans. The proposed site had already been annexed into the city. The default zoning is agriculture until proposed application for rezoning is submitted. The property was identified in the Comprehensive Plan as industrial. The project would fulfill the necessity for a diversified land use within the city. The council is requested to rezone the property. The land use and building are consistent with the city code. The staff completed the review of the Preliminary Plat working with the development team addressing city requirements. The consensus of the staff approved thus far of the plans and will continue working with the development team on their Final Plat application to be reviewed by the Planning Commission. Parking was also reviewed.

The city will be constructing a north/south road along the east property line of the Lakeview site. Access to the properties north of Mills Fleet Farm will be challenging. Commerce Drive will be the name of the new street allowing access to several surrounding property owners if they choose. Grant funding from the Department of Employment and Economic Development were applied for. Construction of the new street will coincide with the Lakeview project. Anticipated construction completion to be mid-year 2019. The existing collector has the capacity for the proposal. Park dedication is required and will be collected at the Final Plat stage. Significant buffering is proposed meeting requirements. Determination was made that there will be an increased traffic impact with the development.

Formal comments have been received from property owners. Property owners discussed concerns with the staff. The Planning Commission held a Public Hearing. Topics included land use guidance, zoning, environmental impact and screening. One property owner opposed the proposal stating opinion of commercial user was more fitted for property. The Planning Commission recommended approval of the Prelim- inary Plat for Lakeview Industries and recommended approval for rezoning property. The Planning Commission also approved the resolu- tion finding the proposed development program modification and Tax Increment Financing plan in conformance with the Comprehensive Plan and development of the community.

The Planning Commission discussed the rezoning and Preliminary Plat for Lakeview Industries. The city planner presented information relating to the rezoning request, the Preliminary Plat and the Tax Increment Financing review as they related to the Comprehensive Plan. Clarification was asked about industrial versus commercial/industrial zoning. Building size and expansion were reviewed. Access was reviewed. A north/south road would be constructed on the east property line with the proposed name of that street being Commerce Drive providing truck access to the site.

The Planning Commission held a Public Hearing. Neighboring property owners discussed their concerns and questions with the Planning Commission members. Concerns were expressed regarding lighting and environmental impacts. The extension of Dauwalter Road ( Com- merce Drive ) is not anticipated to connect with Creekridge Lane at this time. The topography of the area was discussed. The watershed district will be regulating the water run off. Another citizen voiced disappointment in allowing industrial business into “Freeway Commercial District”, as well as the residential development south of the highway. Had Chaska annexed the area, plan possibly would be something different. Suggestion was submitted to locate the facility further behind Fleet Farm. The 2030 Comprehensive Plan allotted area as comer- cial property. The term of ‘Freeway Commercial District’ was an unofficial panning term as a way to incite interest in the area. Another citizen expressed concern regarding pollution to the ground water. Truck traffic was also a concern. The objective was to limit the majority of the truck traffic to an 8 AM to 5 PM window. Another property owner recently moved to the area and cherishes the quiet area and does not want that quietness disrupted. Emergency training was inquired about if there were any type or prevention of any type of disaster.

The President of Lakeview Industries relayed their eagerness to preserve the area and willing to adjust to save mature trees. However, a new property owner to the east could potentially remove the trees. Truck traffic outside said hours was a rare occurrence. The facility is designed for fabrication and storage. Tenants would be temporary as the future plans are to reclaim the space in one to two years. Water jet cutting is done at the facility and the water gets reclaimed. Material remaining at the bottom of the tank is removed by specialized company.

The Planning Commission recommended approval by motion with all ayes of the Preliminary Plat for development of the proposed by Lakeview Industries. The city manager also presented information regarding the Tax Increment Financing for Lakeview Industries. The project aligns with the funding guidelines. Motion was made and carried with all ayes recommending approval of modification for Develop- ment District 1 and the TIF Financing Plan for development of Lakeview Industries.

Editor note: in researching some information regarding the Lakeview Industries, I was surprised that no one has mentioned that this is a woman owned company. Their website states that they are small enough to care about your individual needs, yet large enough to handle large customer and large volume orders. Their mission statement is also posted on their website. Thought this information was interesting. Jack-O-Lantern Trail of Fun Two in one event! You are invited to join Carver County Parks and the Cities of Chaska and Carver for the Jack-o- Lantern Trail of Fun. If you plan on attending, then consider the pumpkin Carving Contest too. The Jack-o-Lantern Carving Contest involves entering your pumpkin for a chance to win prizes. Ribbons for best in show will also be awarded. All participants must register to have their pumpkin entered. Registration is free and you register at www.chaskacommunitycenter.com under activities titled “Jack-o-Lantern Carving Contest. The deadline for registration is October 15th. Then you drop off your pumpkins at the community center’s front desk on October 18th between noon and 2 PM. The Trail of Fun is scheduled for October 19th at 6 PM until 8:30 PM at the Chaska Athletic Park and is only $ 1 per person. Climb aboard the hay ride as they wander down the MN River Bluff regional trail. Along the way riders will be surrounded by Jack-o-Lanterns carved by the community. At the end of the trail there will be s’more’s cookout over an open fire, archery pumpkin shoot-out and lot more fun. Cash only at the gate. Live Free family event is planned for Saturday, October 27th at the Chaska Community Center from 4 PM to 6 PM. Questions, call the community center. There is plans for a Haunted House, DJ Dance, Spooky Crafts and Ghostly Games. Trunk and Treat Everyone ready for the 28th of October, that is a Sunday from 1 PM until 3 PM, the Carver Lions will be hosting the Trunk & Treat on Third Street, between Broadway and Oak Streets in Carver. There will be treats, lots of fun and bouncy houses. East Union Lutheran Church congregation is also hosting their Annual Trunk or Treat on Sunday, the 28th of October. Their website calendar highlights 4 PM. Trident Development The city planner discussed with the council the Trident Development Concept Plan and the Comprehensive Plan Amendment. The city planner reviewed the overview of past comments regarding the history of the property. The Planning Commission had drafted guiding principles for redevelopment of the site on Sixth Street. These guides included preference for senior living facility. Two proposals had been received to construct a two-story facility on the site. Shingobee recently partnered with Trident Development for redevelopment of the property. The proposal consists of a 70-unit senior facility including mix of assisted living and memory care spaces. The breakdown of the units would be twenty-one memory care units and 49 assisted living units. Recent project includes facilities in Fridley, Chaska, Maple Grove, Apple Valley and Chanhassen for Trident Development. There are also other facilities in the metro area. Trident partners with Tealwood Senior Living for property management once completed. Several senior facilities throughout the state are operated by Tealwood. Tealwood would be the management team in Carver. The project would also include a common dining room, commercial kitchen, administrative offices, wellness/fitness area and an outdoor recreation area.

Currently the property is zoned agriculture. Part of the development will include rezoning to a Planned Residential District. Possible reduced setbacks may be requested. Rezoning will likely occur with the Planning Commission and council at the same time as the Prelimin-ary Plat. Context with existing single-family residential development surrounding the site has been considered with development of the concept Plan. The proposed project will create continuity with the existing neighborhoods.

The property requires a Comprehensive Plan Amendment for the proposed project. Redevelopment of the site was not anticipated in the drafting of the 2030 plan. Identification for the drafted 2040 Design Carver future land use plan the proposal is considered high density. As part of the amendment process, adjacent communities and municipalities must be notified of changes to the current plan. The required time frame closed and there had not been any formal opposition comments received. The council will review the amendment and if favorable, the submission of an application will be submitted to the Metropolitan Council for their review and approval of the change. The Met Council must approve the amendment prior to the project seeking Preliminary Plat approval by the Planning Commission and the council.

“The site has required investigation and clean-up of hazardous materials on the site. The city received grant funding from the Department of Employment of Economic Development, Terracon and Carver County for the clean-up efforts. Site investigation has led to a Response Action Plan (RAP) that will address and mitigate all required mitigation. The Minnesota Pollution Control Agency will review the cleanup work completed on the site to ensure compliance with their regulations. Staff and the development team are working to ensure Environmental cleanup of the site is completed prior to work on the site.”

Access to the proposed facility on Sixth Street will be directly across from the Lylewood Parkway allowing for controlled traffic patterns. Discussion have been held regarding trails and sidewalks. Direct and improved access to the Community Park from the site have been encouraged. The city’s Fire Marshal’s evaluation of the Concept Plan indicated a fire access requirement around the entire building.

The Planning Commission hosted a neighborhood meeting pertaining to the project. Concerns of lighting, sounds from both, construction and operations were reviewed. Collectively the project was met with favorability. The Planning Commission held the required Public Hearing relating to the Comprehensive Plan Amendment. The commission recommended reguiding of the property from low-density to high-density.

The council reviewed the information involving the property on Sixth Street. Motion was made and carried with all ayes adopting the resolution approving the Comprehensive Plan Amendment reguiding the Sixth Street property from low density residential to high density residential.

Meridian Fields The Planning Commission reviewed the final Plat request for Meridian Fields. Property is located south of Highway # 212, west of Jonathan Carver Parkway and northwest of the elementary school. Property consists of approximately forty-six acres and recently annexed into the City of Carver. The net density for the property is about three units per acre. The Comprehensive Plan current zoning includes the property proposal is agriculture/single family, north of Fleet Farm, commercial, south, agriculture/low density single-family township, east, agriculture/commercial township and west, agriculture/medium density residential township.

The proposal has been reviewed for various requests including the concept plan, annexation, Comprehensive Plan Amendment, Preliminary Plat and rezoning with both the Planning Commission and the council. The Final Plat application includes eighty-three single-family homes with access from an extension of Minnesota Drive. The Planning Commission is asked to review Phase One of the development with thirty-six lots. The forty-seven lots will be reviewed at a later date. An existing property owner adjacent to the site will continue residency and not interested in being included in the development at this time. A plan has been prepared if in the future the property owner is interested in the future. The Final Plat is the last step in the development process and consistent with the city code.

An agreement has been entered regarding the access into the development from an extension of Minnesota Drive. This agreement will allow access into Meridian Fields through private property that is currently in the township. Street naming within the development has been a point of conversation at the city council level. The names had changed from the Preliminary Plat time. The street names included are Meridian Curve, Fields Drive, Dauwalter Circle and the extension of Minnesota Drive west of Jonathan Carver Parkway. Dauwalter is a current street name but staff is working on considerations. The city and the county continue working on the traffic study for Jonathan Carver Parkway. The consulting team have reviewed the Meridian Fields project as part of the development process. Sidewalks and trail will be included. Utilities will be extended.

The city planner submitted the information for the Final Plat request for Meridian Fields to the Planning Commission for discussion. Was a roundabout planned at Minnesota Drive and Fields Drive? The city planner responded that a study identified that this would clog quickly and that a controlled four-way was a better option. The present service road has been ghost platted anticipating access in the future will not be necessary. A sound barrier has not been indicated. When Highway #212 is widened an independent noise study may be conducted at that time. Currently there is not a tree preservation plans for the property. Minnesota Drive will serve the Meridian Fields property. The property owner resides on the property will remain. There are thirty-six lots proposed for the development in Phase I and forty-seven lots for Phase II. The intersection design was discussed. Motion was made and carried with all ayes by the Planning Commission recommending approval of the Final Plat for Meridian Fields.

The city planner discussed the Final Plat for Meridian Fields with the council reviewing the resolution approving the Final Plat. The develop- ment had previously been reviewed by the council and the Planning Commission member for various requests involving the concept plan, annexation, Comprehensive Plan Amendment, Preliminary Plat and rezoning.

This project includes eighty-three single-family homes with access from an extension of Minnesota Drive. At this time, the council is consider- ing the Phase I development with the Phase II portion to be reviewed in the future for Final Plat. The Final Plat approval is the final step in the development process for Phase I. There are several outlots throughout the property. Five outlots will be maintained by the city which is typical. Two other outlots will be transferred to the owner with the exception property remaining through construction. An agreement is in place allowing access into the Meridian Fields site through their property currently within the township. Street naming has been a point of conversation. Once the levy is certified, it cannot be increased. The Truth-in-Taxation hearing is held in December to determine the final levy and budget.

Carver’s Occassional Shops The dates for the Occassional Shops in Carver for October and November are all over the board. This can be attributed to the season. There is Halloween, deer hunting, harvest events, private hay rides, parties, ValleyScare, ScreamTown, Trail of Terror events etc, Thanksgiving, Christmas right around the corner and everyone abuzz to forget summer has passed. And then to make life even more interesting, not all the shops have a set schedule. The occassional shop dates normally are October 18th through the 21st, and November’s dates are the 15th through the 18th. November shop owners are featuring special events, November 3rd hosts “Save-A-Buck” Saturday, and November 24th is “Small Business Day” Saturday and Carver’s Second Annual Christmas in Gazebo Park.

Don’t forget Daylight Savings Ends November 4th. Fall back on hour. Yea, we gain back that hour we lost in spring.

Rosehips and Willow typically is open every other week. She will be open Wednesday, October 3rd through the 6th, October 17th through 21st and then she will be hosting her “Open House” event on November 1st through the 4th and remain open until 8 PM. The shop will be closed for Thanksgiving; however, the weekend will be open to receive guests warmly. From that point, the shop will be open every week, starting on Wednesday through Saturday every weekend until Christmas. All Things Fabulous, stop in and meet Taffney who is open every week Wednesday through Saturday at 10 AM until 5:30 PM. Thursday, October 4th.
