CAPITAL REGIONAL DISTRICT BYLAW NO.4OO1 **{<rß*{<t<{<{<*t<{<{<t<{<**{<{<{<>F{<i({<{<¡ti<{<*{<{<***{<*{<*r<**{<*t(,ß+*t(***t(*t<t**{.***i<t<{<X**t<{<+*{<t(**t(*r<t<**{<rßt<* A BYLAW TO ESTABLISH AN OFFICIAL COMMUNITY PLAN FOR SHIRLEY AND JORDAN RIVER +r<*{<t(t**{<{<**{<{<*{<*+{<i<{<{<i<{<{<{<t<{<****{<{<{<{<{<X<{<{<*+t(t(r(**t(**rß{<****{<{<{<{<{<**{<***{<*r<**+**{<t<{<{<t<**{<{<{< A WHEREAS the Capital Regional Board wishes to update the Community Plan for the Shirley and Jordan River area of the Regional District; B AND WHEREAS the residents of Shirley and Jordan River, the adjacent municipality and various external provincial and federal government agencies have reviewed this Community Plan; C AND WHEREAS this Community Plan has been considered in conjunction with the Capital Regional District's Financial and Capital Expenditures program and the Capital Regional District's Regional Growth Strategy; D AND WHEREAS Division 4 (Sections 472-478), Division 6 (Sections 484-487), Division 7 (Sections 488-491), and Division 8 (Sections 492-497) of lhe Local Government Act aulhorize the Capital Regional District to develop a bylaw to address all of the followrng rssues: ¡ The development of an Official Community Plan ¡ The establishment of Greenhouse Gas reduction targets o The designation of Development Permit Areas . The designation of Developme¡t Approval lnformation Areas . The designation of Temporary Use Permit Areas E NOW THEREFORE the Board of the Capital Regional District in open meeting assembled, enacts as follows: SECTION I GEOGRAPHIC AREA OF THE BYLAW This bylaw covers the area referred to as Shirley and Jordan River, which is a part of the Juan de Fuca Electoral Area within the Capital Regional District, as outlined on Map 1: Location Within the CRD, which is attached to and forms a part of this bylaw. SECTION 2 SEVERABILITY lf any section, subsection, sentence, paragraph, schedule, or map forming pafi of this bylaw is for any reason held to be invalid by the decision of any Court of competent jurisdiction, the section, subsection, paragraph, schedule, or map may be severed from the bylaw without affecting the validity of the bylaw or any portion of the bylaw or remaining schedules or maps. SECTION 3 INCORPORATION OF SCHEDULES AND MAPS Schedules "4" to "1" attached hereto are hereby made a part of this bylaw. SECTION 4 REPEAL OF BYLAWS The following bylaw is hereby repealed: The Capital Regional District Bylaw No. 3717, cited as the "Official Community Plan for Shirley/Jordan River Bylaw No 1,2010". SECTION 5 TITLE This bylaw may be cited for all purposes as the "Shirley - Jordan River Official Community Plan Bylaw No. 5,2018". TD227.B7K46 2004 333.91’04’0971128 C2004-960175-X Executive summary This project focussed on the delineation and classification of developed aquifers within the Capital Regional District of British Columbia (CRD). The goal was to identify and map water-bearing unconsolidated and bedrock aquifers in the region, and to classify the mapped aquifers according to the methodology outlined in the B.C. Aquifer Classification System (Kreye and Wei, 1994). The project began in summer 2003 with the mapping and classification of aquifers in Sooke, and on the Saanich Peninsula. Aquifers in the remaining portion of the CRD including Victoria, Oak Bay, Esquimalt, View Royal, District of Highlands, the Western Communities, Metchosin and Port Renfrew were mapped and classified in summer 2004. The presence of unconsolidated deposits within the CRD is attributed to glacial activity within the region over the last 20,000 years. Glacial and glaciofluvial modification of the landscape has resulted in the presence of significant water bearing deposits, formed from the sands and gravels of Capilano Sediments, Quadra and Cowichan Head Formations.

    An Archive of Settler Belonging: Local Feeling, Land, and the Forest Resource on Vancouver Island by Kelly Black A thesis submitted to the Faculty of Graduate and Postdoctoral Affairs in partial fulfilment of the requirements for the degree of Doctorate of Philosophy in Canadian Studies with Specialization in Political Economy Carleton University Ottawa, Ontario © 2017 Kelly Black Abstract This dissertation explores the local, material, and affective processes of Settler (non-Indigenous) attachment to land on southern Vancouver Island, British Columbia. I describe these feelings for land as Settler belonging and my research is guided by a reflexive and interdisciplinary approach that seeks to “explain Settlers to ourselves.” Through original archival research and personal reflection, I argue that “(dis)possession,” a term that encompasses Settler efforts to take the land and belong to the land, is a generational process, one that is worked at over time in an effort to link the past with the present and serve future Settler belonging. Through a study of plants, forest resource extraction, roads and railways, park creation, and real estate development in the Cowichan Valley and Sooke-Juan de Fuca regions, I argue that Settler feelings for land manifest in locally specific and contradictory ways. I build upon studies of Settler colonialism and political economy in Canada by adapting the staples approach, as developed by Harold A. Innis, Mel Watkins, and others, to trace the intersection of belonging with the resource economy and the characteristics of Settler colonialism. This dissertation links historical and ongoing transformations in the relations of production, such as the conversion of private forestry lands into real estate, to reveal the ways in which belonging adjusts to political and economic changes that both assist and threaten its future.

    [PROPOSED] Species at Risk Act Recovery Strategy Series Adopted under Section 44 of SARA Recovery Strategy for the Dromedary Jumping-slug in Canada Dromedary Jumping-slug September 2009 About the Species at Risk Act Recovery Strategy Series What is the Species at Risk Act (SARA)? SARA is the Act developed by the federal government as a key contribution to the common national effort to protect and conserve species at risk in Canada. SARA came into force in 2003, and one of its purposes is “to provide for the recovery of wildlife species that are extirpated, endangered or threatened as a result of human activity.” What is recovery? In the context of species at risk conservation, recovery is the process by which the decline of an endangered, threatened, or extirpated species is arrested or reversed and threats are removed or reduced to improve the likelihood of the species’ persistence in the wild. A species will be considered recovered when its long-term persistence in the wild has been secured. What is a recovery strategy? A recovery strategy is a planning document that identifies what needs to be done to arrest or reverse the decline of a species. It sets goals and objectives and identifies the main areas of activities to be undertaken. Detailed planning is done at the action plan stage. Recovery strategy development is a commitment of all provinces and territories and of three federal agencies — Environment Canada, Parks Canada Agency, and Fisheries and Oceans Canada — under the Accord for the Protection of Species at Risk.     Juan de Fuca Electoral Area Community Parks Strategic Plan MESSAGE FROM THE CHAIR JUAN DE FUCA ELECTORAL AREA PARKS AND RECREATION COMMISSION Over the past 15 years, residents and representatives of the Sooke Electoral Area, and Juan de Fuca Electoral Area Parks and Recreation Commissions, have worked towards the vision of providing a network of community parks and trails throughout the Juan de Fuca area—that protects important natural features, species and habitats, as well as providing for a range of recreational opportunities for the communities. I am very pleased that after several years of preparatory work and engaging community members, the Parks and Recreation Commission’s Community Parks Strategic Plan is ready for implementation. This plan presents many challenges for us, but also a significant step forward in not only setting out a strategy for the development and use of our community parks and trails, but also ensuring their ongoing management and maintenance needs. This strategic plan, and where we have come to, would not have been possible without the hard work and dedication of volunteers, societies, organizations and local residents that have worked with us over the years. Also key have been the guidance and support of the Juan de Fuca Electoral Area elected officials, CRD staff and other Commissions. This is an achievement all should be proud of. Over the life of this plan our goal is to bring about noticeable improvements in how our community parks are acquired, developed and managed. Equally important will be sign and information strategies that will clearly identify where and what our community parks are, and the recreational opportunities we want to provide to residents and visitors.
