The salmon farm uses lights for safe navigation, health and safety on farm structures and for fish health and well being including to manage fish maturation. Sanford is very supportive of the night sky initiative, and in preparation has already started to make significant changes on the salmon farms to reduce and mitigate light spill such the sort of bulb we use and the direction of the light. We will continue to do these improvements, but seek amendments to the Plan so as to specifically recognise the need and role of lights for fin fish management. Changes 8 and 9 – general comment Definitions and Schedule 5 We ask that the proposed wording in a policy and rule be amended, see below. I seek the following decision from the local authority: T24Consult Page 2 of 3 2 Policy URB8 Amend the policyto recognise that Big Glory Bay is an established marine farming zone where lights are used for fin fish farm management, health and safety and safe navigation. Rule FRZ5 – General Standard Amend the text so that it reads: Lighting on Stewart Island/Rakiura (excludes offshore islands), with the exception of lights for maritime and aviation navigational aids and fin fish farming, shall meet the following ……. And include in the Note: lights for fin fish farmingand lights for navigation aids are to comply with Maritime and Civil Aviation regulations and bylaws and are not required to comply with this rule. In 1966 Les and Olive acquired Fiordland Travel Ltd, with its Te Anau Glow-worm Caves and Milford Track Lake Transport operation and began trading as Fiordland Travel Limited. Continued expansion followed with the purchase of the vintage steamship “TSS Earnslaw” in Queenstown in 1969 and with the establishment of cruises in Milford Sound in 1970. In 1974 a launch was relocated to Doubtful Sound and the company commenced operating coaches on the Wilmot Pass enabling Doubtful Sound cruises to recommence after the completion of the Manapouri Power Station. In 1984 a luxury coach service was introduced linking Queenstown to the company’s Manapouri, Te Anau and Milford Sound excursions which over the decades has expanded to service both day and overnight excursions in Fiordland. Since 2002 Fiordland Travel Ltd has operated all its tourism excursions under the ‘Real Journeys’ brand and in 2006 changed its company name to Real Journeys Limited. In 2004 Stewart Island Experience was established and the company commenced operating ferry services to Stewart Island. In 2013 Real Journeys launched the Go Orange brand; purchased Cardrona Alpine Resort and the 155-hectare property at Walter Peak which Real Journeys previously leased for over two decades. Then in 2015 Real Journeys purchased the International Antarctic Centre in Christchurch and in 2016 Real Journeys took over 100% ownership of Queenstown Rafting and purchased Kiwi Discovery which are now operated under the Go Orange brand. In 2018 Go Orange purchased Queenstown Water Taxis and Thunder Jet. In October 2018 the Wayfare group was established and each brand acquired by Real Journeys Limited now operates under its own General Manager, as its own entity. The Wayfare group of companies remains in private, family ownership and is now the largest tourism operator in the region with operational bases in Christchurch, Milford Sound, Te Anau, Manapouri, Queenstown, Wanaka and Stewart Island. The company currently operates 30 vessels (19 RJs) and approximately 50 coaches across the group; Real Journeys employs about 500 staff during the peak summer months and in excess of 1000 staff across the group; and 980,000 passengers travelled with Real journeys in the last 12 months, and 1.6 million across the group. Our Submission a. In principle Real Journeys supports Plan Change 1 Dark Skies – Stewart Island / Rakiura as we believe the Rakiura Dark Skies proposal is a great initiative for Rakiura because it will help preserve the intrinsic values of the area and hopefully attract more visitors to the Island. b. Nevertheless we want to ensure that the safety of our Stewart Island Ferry and Wild Kiwi Encounter operations are maintained in the hours of darkness. During the shortest days each year the Stewart Island ferries are being tied up, let go, loaded and unloaded in the dark; accordingly we require the Halfmoon Bay wharf to be flood lit during these times to ensure passengers and freight can be embarked and disembarked safely. c. We also operate Kiwi spotting tours from 1 September until 31 May each year (in future this tour maybe operated year round) and this activity necessarily needs to be undertaken in the dark as Kiwi mainly come out in the hours of darkness to forage. Consequently the wharf at Little Glory Cove needs to be flood lit when we are tying up or letting the lines go; disembarking and embarking passengers. Such lighting is supplied by vessel flood lights and the lights are only used when coming alongside or departing the wharf and when disembarking and embarking passengers. d. Flood lighting is required at the Halfmoon Bay wharf when the Kiwi Spotting Tour vessel returns to Halfmoon Bay Wharf to disembark passengers and return the vessel to our Halfmoon Bay mooring. Lighting is also required for the vessel crew to get safely from the mooring and row back ashore to Oban.
