They underwent a 24-week physically and mentally demanding academy. We thank all who contributed to the success of this group as coordinators, City staff, instructors, and community speakers. Families and friends joined together at Bakersfield College for this special occasion. They will begin a mini-academy, and then be on Field Training in approximately one month. We look forward to having them on the streets. AEG is pleased to announced that Seven-time Grammy winner and Pollstar’s three- time top female country touring artist, Carrie Underwood, will launch a new arena tour, The Cry Pretty Tour 360, in Spring 2019. Sponsored by CALIA, the new tour will play Rabobank Arena in Bakersfield on Saturday, May 18th, 2019 at 7:00 PM. She will be joined on tour by special guests Maddie & Tae and Runaway June. Tickets for the show go on sale Friday, August 17th at 10:00 AM, and will be available at the Rabobank Arena Box Office, via phone at 888-929-7849, and online at AXS.com. General Information August 10, 2018 Page 2 National Night Out is an annual event that promotes and celebrates police- community partnerships. Various public safety displays and informational community booths were at the event. The BPD has hosted this event for 30 years, and enjoyed the inside temperatures for the very first time at Rabobank Convention Center this year. We had a record number of attendees, with over 1,500 coming to support our police department, learn about safety and share information, and enjoy time together as a community. The Bakersfield Police Department held a graduation ceremony for the Junior Police Activity’s 2nd summer session. We celebrated over 40 high-school aged graduates at the Bridge Bible Church. This concludes the Junior Police Academy for 2018. Applications for next summer will open in the Spring. For more information, please contact Lt. Clayton Madden. For the second year in a row our local NBC affiliate, KGET-17, is partnering with the City of Bakersfield Animal Care Center for the national “Clear the Shelters” effort. The campaign officially began July 28th with reduced adoption fees leading up to the Clear the Shelters Day event on Saturday, August 18th from 8:00 a.m. – General Information August 10, 2018 Page 3 2:00 p.m. at 201 South Mt. Vernon Avenue. On the day of the event, all adoption fees will be waived and all dogs and cats will be available including having all necessary shots, deworming and flea treatments, spay/neuter and microchip. Based on last year, this is a very popular event that includes food and activities along with a lot of animals looking for a forever home. In 2017, 304 pets were adopted during the campaign, with 167 on the day of the event. Summer regularly brings large numbers of international visitors to nearby national parks and many pass through Bakersfield. This week alone, Visit Bakersfield has assisted visitors from Denmark, Spain, Australia and the Netherlands who learned of Yosemite’s closure as they approached Bakersfield. These visitors stopped to ask for current travel information and suggestions for things to see and do. Those inquires have resulted in extra hotel nights in Bakersfield hotels and meals in local restaurants as these visitors realign their travel plans. I remain out of the office on vacation next week. Steve Teglia will staff the Council meeting and Chris Huot will be in charge next week. Traffic Advisory Nighttime Lane Closures on Truxtun Avenue Next Week Median construction for the Truxtun Avenue Operational Improvements project will require alternating nighttime lane closures, between Empire Drive and Elm Street, next week. The closures will affect both directions of traffic between the hours of 7 p.m. and 5 a.m., from Monday, August 13 through Friday, August 17. Only one lane will be open to traffic in each direction while this work is underway. Motorists who must travel through the area during these hours are advised to use an alternate route or allow sufficient time to reach their destinations. Two lanes will remain open to daytime traffic, but motorists should slow down and watch for construction personnel and equipment while driving through this area. General Information August 10, 2018 Page 4 2018 Back to School Event & Skateboard Jam Hosted by Rezavor and The City of Bakersfield Recreation & Parks. This event is free and open to the public and will be on August 11th, 2018 from 10:00 a.m. to 1:00 p.m. at Beach Park in Bakersfield, CA. Our mission is to provide children and teenagers with up to 500 backpacks filled with paper, pens, pencils and more school supplies for the upcoming 2018/2019 school year. There will be a Free Skate “Skate Jam” happening at the Beach Park Skatepark, open to the public for all ages. Rezavor will be handing out up to $1,000 worth of giftcards, skateboards, apparel and more to all skaters participating in the Free Skate “Skate Jam”. We will also be giving away free event t-shirts to the public. City of Bakersfield Police and Fire will be on site for children to meet and get to know their local safety personnel. Many local dignitaries will also be there to say hello. The line for the free backpacks and school supplies starts at Beach Park at 9:00 a.m. Distribution of backpacks and supplies will start at 10:00 a.m. on a first come first serve basis, while supplies last. One backpack and supplies per attendant. No backpacks or supplies will be given to attendants not present at the event. No exceptions will be made. Free Event T-Shirts will be handed out at random throughout the event while supplies last. There will be various food vendors on site from 10:00 a.m. to 1:00 p.m. Free haircuts will be given to the public from 10:00 a.m. to 12:00 p.m. on a first come first serve basis. Haircut styles may be limited due to barbers request. Various local skate apparel shops will also be on site with free giveaways.     COUNTRY CULTURE AND CROSSOVER: Narrative Representations of Gender and Genre Through Lyric, Music, Image, and Staging in Carrie Underwood’s Blown Away Tour Krisandra Ivings A Thesis Presented In Partial Fulfillment of the Requirement for the Degree Master of Arts in Music with Specialization in Women’s Studies University of Ottawa © Krisandra Ivings, Ottawa, Canada, 2016 Abstract This thesis examines the complex and multi-dimensional narratives presented in the work of mainstream female country artist Carrie Underwood, and how her blending of musical genres (pop, rock, and country) affects the narratives pertaining to gender and sexuality that are told through her musical texts. I interrogate the relationships between and among the domains of music, lyrics, images, and staging in Underwood’s live performances (Blown Away Tour: Live DVD) and related music videos in order to identify how these gendered narratives relate to genre, and more specifically, where these performances and videos adhere to, expand on, or break from country music tropes and traditions. Adopting an interlocking theoretical approach grounded in genre theory, gender theory, narrative theory in the context of popular music, and happiness theory, I examine how, as a female artist in the country music industry, Underwood uses genre-blending to construct complex gendered narratives in her musical texts. Ultimately, I find that in her Blown Away Tour: Live DVD, Underwood uses diverse narrative strategies, sometimes drawing on country tropes, to engage techniques and stylistic influences of several pop and rock styles, and in doing so explores the gender norms of those genres. ii Acknowledgements A great number of people have supported this thesis behind the scenes, whether financially, academically, or emotionally.

    OCTOBER 2019 SHELTERS IN THE FUTURE: A NATIONAL CONVERSATION Women’s Shelters Canada (WSC) developed the Shelters of the Future Project to examine the mul- tiple roles that violence against women (VAW) shelters and transition houses1 play in supporting and protecting women who are victims of violence. This was a three-year project funded by the Department for Women and Gender Equality (WAGE, formerly Status of Women Canada) from June 2016 to June 2019. One of the project’s main goals was to build a comprehensive nation- al profile of VAW shelters through a national survey and a national consultation process. To mark the end of the project, WSC planned a working meeting called Shelters in the Fu- ture – an opportunity for representatives from VAW shelters and partner organizations to come together to honour the past, exam- ine the present, and look to the future. Fifty participants gathered in Ottawa on May 2-3, 2019 to take part. An album of photos can be found here. 1Across the country, some provinces and territories use the term “shelter” while others use “transition house” to describe VAW resi- dential and outreach facilities and services.
