 This past Thursday, the Bakersfield Police Department graduated 18 police officers from the police academy. They underwent a 24-week physically and mentally demanding academy. We thank all who contributed to the success of this group as coordinators, City staff, instructors, and community speakers. Families and friends joined together at Bakersfield College for this special occasion. They will begin a mini-academy, and then be on Field Training in approximately one month. We look forward to having them on the streets.

 AEG is pleased to announced that Seven-time Grammy winner and Pollstar’s three- time top female country touring artist, , will launch a new arena tour, The Tour 360, in Spring 2019.  National Night Out is an annual event that promotes and celebrates police- community partnerships. Various public safety displays and informational community booths were at the event. The BPD has hosted this event for 30 years, and enjoyed the inside temperatures for the very first time at Rabobank Convention Center this year. We had a record of attendees, with over 1,500 coming to support our police department, learn about safety and share information, and enjoy time together as a community.

 The Bakersfield Police Department held a graduation ceremony for the Junior Police Activity’s 2nd summer session. We celebrated over 40 high-school aged graduates at the Bridge Bible Church. This concludes the Junior Police Academy for 2018. Applications for next summer will open in the Spring. For more information, please contact Lt. Clayton Madden.

 For the second year in a row our local NBC affiliate, KGET-17, is partnering with the City of Bakersfield Animal Care Center for the national “Clear ” effort. The campaign officially began July 28th with reduced adoption fees leading up to the Clear the Shelters Day event on Saturday, August 18th from 8:00 a.m. –

2:00 p.m. at 201 South Mt. Vernon Avenue. On the day of the event, all adoption fees will be waived and all dogs and cats will be available including having all necessary shots, deworming and flea treatments, spay/neuter and microchip. Based on last year, this is a very popular event that includes food and activities along with a lot of animals looking for a forever home. In 2017, 304 pets were adopted during the campaign, with 167 on the day of the event.  Visit Bakersfield reports assisting a number of international visitors whose travel plans have changed because of the Yosemite fire. Summer regularly brings large numbers of international visitors to nearby national parks and many pass through Bakersfield. This week alone, Visit Bakersfield has assisted visitors from Denmark, Spain, Australia and the Netherlands who learned of Yosemite’s closure as they approached Bakersfield. These visitors stopped to ask for current travel information and suggestions for things to see and do. Those inquires have resulted in extra hotel nights in Bakersfield hotels and meals in local restaurants as these visitors realign their travel plans.

 I remain out of the office on vacation next week. Steve Teglia will staff the Council meeting and Chris Huot will be in charge next week.

Traffic Advisory

 Nighttime Lane Closures on Truxtun Avenue Next Week

Median construction for the Truxtun Avenue Operational Improvements project will require alternating nighttime lane closures, between Empire Drive and Elm Street, next week. The closures will affect both directions of traffic between the hours of 7 p.m. and 5 a.m., from Monday, August 13 through Friday, August 17. Only one lane will be open to traffic in each direction while this work is underway. Motorists who must travel through the area during these hours are advised to use an alternate route or allow sufficient time to reach their destinations.

Two lanes will remain open to daytime traffic, but motorists should slow down and watch for construction personnel and equipment while driving through this area.

 2018 Back to School Event & Skateboard Jam Hosted by Rezavor and The City of Bakersfield Recreation & Parks.

This event is free and open to the public and will be on August 11th, 2018 from 10:00 a.m. to 1:00 p.m. at Beach Park in Bakersfield, CA. Our mission is to provide children and teenagers with up to 500 backpacks filled with paper, pens, pencils and more school supplies for the upcoming 2018/2019 school year. There will be a Free Skate “Skate Jam” happening at the Beach Park Skatepark, open to the public for all ages. Rezavor will be handing out up to $1,000 worth of giftcards, skateboards, apparel and more to all skaters participating in the Free Skate “Skate Jam”. We will also be giving away free event t-shirts to the public.

City of Bakersfield Police and Fire will be on site for children to meet and get to know their local safety personnel. Many local dignitaries will also be there to say hello.

The line for the free backpacks and school supplies starts at Beach Park at 9:00 a.m. Distribution of backpacks and supplies will start at 10:00 a.m. on a first come first serve basis, while supplies last. One backpack and supplies per attendant. No backpacks or supplies will be given to attendants not present at the event. No exceptions will be made.

Free Event T-Shirts will be handed out at random throughout the event while supplies last.

There will be various food vendors on site from 10:00 a.m. to 1:00 p.m.

Free haircuts will be given to the public from 10:00 a.m. to 12:00 p.m. on a first come first serve basis. Haircut styles may be limited due to barbers request. Various local skate apparel shops will also be on site with free giveaways.

Completed: 1. East Brundage & Leeta Street 2. Prosperity Rose Av. & Berkshire CIP/CDBG Project Updates: • Jastro Park Picnic Shade Rehabilitation and ADA Improvements – All of the hardscape is completed. Project completed on August 9, 2018. • Jefferson Park Courts Rehab and ADA Improvements (CA State Parks Grant) – This project is going to Council on August 15, 2018. Budget Update: • 80 park reservations and a total of 5,262 guests in attendance for the month of June.

PARKS UPDATES Area 1 o Contractor began installing new landscaping along McKee & Akers Rd. o Replaced lateral irrigation line on east side of So. Chester from La France to Belle Terrace Way. Kaiser Permanente Sports Village o City staff assumed mowing operations for Phase 3 on 7/13/18. o Final walk through with contractor and Public Works for maintenance period of Phase 3 held on 7/17/18 & 7/19/18. Trees Trimmed for the Month of July: o Area 1: • Jewetta at Sundance Way • Behind 7306 Carnegie Ct @ Snow Rd. • Behind 11626 Pacific Harbor @ Reina • Snow Rd. between Waldorf and Calloway o Area 2: • Trees were trimmed on Auburn and Eissler streetscapes. Other Duties th o Staff delivered three mobile restrooms to TPRW for the 4 of July fireworks show and concert. Pressure washed the amphitheater and cleared the creek of algae. o Staff removed nearly 400 bags of trash after the Fourth of July event over two days. o Staff cleaned Aera Park after the Fourth of July fireworks event from fall out debris in the parking lot. Staff also reinstalled shade structures and sanded ruts in field. th o Movies in the park held at the Park at River Walk on July 27 . Staff cleaned the amphitheater and stage prior to this event. RECREATION

Total monthly attendance for all programs, reservations and volunteers combined for the month of July totaled 112,398 as compared to last year’s total of 111,465.

Aquatics/Attendance: 47,621 47,621 compared to 46,449 in 2017 which is a 3% increase due to slightly higher recreation swim numbers at McMurtrey, Jefferson and Silver Creek Pools.

McMurtrey Aquatic Center: • Monthly attendance at the McMurtrey Aquatic Center was 26,651 compared to last year’s 26,391. • 100 Mile Club: The 100 Mile Lap Swim Club is currently made up of 399 active members that swam 14,187 miles through the month of July. The club has swum a combined total of 183,377 miles. • City Championship Swim Meet: The annual City Championship Swim Meet was held on July 21st at McMurtrey Aquatic Center with the following teams competing: two McMurtrey teams, two Silver Creek teams, one Martin Luther King Jr. team, and one Jefferson team. Participants received 1st, 2nd, and 3rd placed medals and ribbons for 4th through 16th place. • Family Fun Night: The tropical themed Family Fun Night was held on Friday, July 27th at McMurtrey Aquatic Center from 6 to 9 p.m. Approximately 452 people enjoyed the slides, diving boards, played games, and won prizes at the “Rethink Your Drink” and Water Safety Booths. • Lifeguard Olympics: Aquatic staff participated in Lifeguard Olympics on July 2nd and 3rd at McMurtrey Aquatic Center. McMurtrey had four teams, Silver Creek had two teams, and Jefferson and M.L.K. each had one team as they competed against each other in various life-saving drills. After two days of competition, M.L.K. staff came in first place and received a pizza party to celebrate their victory. • Parent & Me Pool Time: On July 20th from 10:00 to 11:30 a.m. parents and their young children had the opportunity to enjoy the McMurtrey Aquatic Center activity pool in a smaller setting. Fifty-two (52) participants took advantage of this special water playtime.

Jefferson Pool: • Total attendance for the month of July was 4,833. Although the $1 entry fee was reinstated last year, Recreation Swim has had consistently high attendance. • The Patriotic themed Wacky Friday took place on July 13th at Jefferson Pool. Just over 100 people enjoyed public swim along with themed games and healthy beverage and water safety activities.

Silver Creek Pool: • Total attendance at Silver Creek Pool for the month of July was 12,123 compared to last year’s 11,841. • The Patriotic themed Wacky Friday took place on July 27th at Silver Creek Pool. Twenty-five participants enjoyed public swim along with themed games and healthy beverage and water safety activities.

MLK Pool: • Total attendance at Dr. Martin Luther King Jr. Pool for the month of July was 4,014. Last year’s attendance was 3,668. The increase in attendance attributed to an increase in swim lesson participants. • The Patriotic themed Wacky Friday took place on July 6th at M.L.K. Pool. Seventy-eight (78) people enjoyed public swim along with themed games and healthy beverage and water safety activities.

Aquatic Grant Activities: • First 5 Kern Grant Make A Splash- Staff conducted a Parent CPR and First Aid Training on July 28th. Nine participants received American Red Cross certifications free of cost thanks to First 5 Kern grant opportunities. The Make A Splash discounted swim lessons began on July 9th for Session 3 and July 23rd for Session 4 with all 525 openings filled to 100% capacity. • Kaiser Permanente Operation Splash Grant- Many recipients of Operation Splash Grant utilized their discounted swim lesson, discounted Jr. Lifeguard class, and Operation Splash Summer Season Pass in the month of July. Thanks to Kaiser Permanente funding, each guardian who observed swim lessons in the month of July received water safety and healthy beverage related education and resources to take-home and share with their families. • American Red Cross Centennial Campaign- Numerous American Red Cross grant recipients utilized their $5 discounted lesson in the month of July at Jefferson and M.L.K. pools. This grant offered to Camp King participants and income eligible adults and youth under the age of 18. Another wonderful component of the grant was discounted Junior Lifeguarding opportunities for income eligible youth. • Donations: $2,037.50

Athletics/Attendance: 30,590 • Total attendance for July was 30,590 compared to 32,166 last July. This 5% decrease attributed to six less teams participating in the Summer Softball League as compared to the previous summer. Athletic Programming • Adult Softball – There are 138 teams in the Summer League with 84 Men’s and 54 Coed. • Youth Basketball - Youth Basketball Camp held for one week this month at Silver Creek Park. The focus of the camp is to introduce 6 - 14 year olds to the fundamental skills and strategies of basketball. Fourteen (14) youth enrolled in this camp.

Dr. Martin Luther King, Jr. Community Center/Attendance: 5,696 • Attendance decreased slightly from July 2017 due to fewer participants in the weight room in the mornings. • Camp King – was a huge success once again with 72 campers participating and six (6) new counselors. A magic show, , dancing, a short play and Michael Jackson impersonation were some of the activities that campers participated in. • Tennis Association Foundation – Free tennis lessons offered for children 5-18 years of age. Lessons held Monday through Friday from 8:00 am to 9:00 am. Approximately 45 children attended the program. • Beale Band Concerts – The last Beale Band Concert was held on Sunday, July 1st with a patriotic theme. The Veterans association presented the colors and played the bugle for the last concert. • Donations: $6,134.34

Saunders Recreational Facility/Attendance: 698 • Soccer Program: 14 Registered Teams / Total Attendance: 672 • There were no rentals for the month. Silver Creek Community Center/Attendance: 1,481 • Karate, Line Dance and Zuma increased in enrollments. • Day Camp revenue increased by 10% in July.
