Summary of issues: Upgrade of UTC communications

Hull like the majority of other major urban areas in the UK utilises the SCOOT (Split Cycle Optimisation Technique) to effectively coordinate the traffic signals on the major arterial routes into the Hull including the A63 Castle Street. This system minimises congestion and delays, and gives maximum progression to road users by automatically adjusting the timings of the traffic signals as it considers traffic demands and traffic flows for the city as a whole. This is achieved via the UTC system. Without SCOOT control in place all traffic signals change independently with no coordination this quickly results in queuing and congestion on the network.

82% of the telemetry used by the Council’s UTC system utilises to use SCOOT is obsolete analogue, very low bandwidth (VLB) telephone circuits.

In April 2016 Ofcom announced their decision to stop regulating the retail market of VLB services as sufficient modern alternatives exist and the remaining users of these services are already migrating rapidly to alternatives services. KCom issued the Council a formal Page 1 of 7 two year notice of withdrawing the analogue services we use on 25 November 2016.

Hosting of Hull UTC System

Technology advances today at such a rapid pace that both hardware and software becomes obsolete on average, within 4 years.

The solution is to upgrade the UTC in-station system so both the hardware and software is hosted off site. This will eliminate both obsolete equipment and operating system software support being an issue to the Council in delivering its obligations in regards to the Traffic Management Act 2004.

Fina ncial Implications: Total value to the Council is circa £600k Other implications for the Council: The Council has a responsibility as a Highway Authority under the Traffic Management Act 2004 to ensure the expeditious movement of traffic on its local highway network.
