(d) Fourteen and seventeen months, respectively . • (e) Becommen~tions for promotion are made by a departmental Selec- tion Board authonsed by Government for this purpose. This Board, which meets periodically, selects oflicers for r.'romotion with referenf'e to- the probable number of vacancies and arranges t'bem in an order of merit. Officers are then recommended for promotion in that order as vacancies- actually occur. (/) The answer to the first two parts is "Yea' in both cases. The third does not, therefore, arise.
