This Board, which meets periodically, selects oflicers for r.'romotion with referenf'e to- the probable number of vacancies and arranges t'bem in an order of merit. Officers are then recommended for promotion in that order as vacancies- actually occur. (/) The answer to the first two parts is "Yea' in both cases. The third does not, therefore, arise.
