BY.LAW NO. 2013-0048

A By{aw to designate the Norval Church of Christ, located atgg24 Winston Ghurchill Blvd., Halton Hills (Norval), under Part lV of the Ontario Heritage Act as being of cultural heritage value or interest.

WHEREAS Section 29 of the Ontario Heritage Act, R.S.O. 1990, c.O.18, authorizes the Council of a municipality to enact by-laws to designate real property, including all the buildings and structures thereon, to be of cultural heritage value or interest;

AND WHEREAS authority was granted by Council for the Corporation of the Town of Halton Hills to designate the property at9924 Winston Churchill Blvd., Halton Hills (Norval), known as Norval Church of Christ, as being of cultural heritage value or interest;

AND WHEREAS the Council for the Corporation of the Town of Halton Hills has caused to be served upon the owners of the land and premises known as Norval Church of Christ located at9924 Winston Churchill Blvd., Halton Hills (Norval), and upon the Ontario Heritage Trust, Notice of Intention to designate the property and has caused the Notice of Intention to be published in a newspaper having a general circulation in the municipality as required by the Ontario Heritage Act;

AND WHEREAS no Notice of Objection to the proposed designation has been received by the Corporation of the Town of Halton Hills;

AND WHEREAS the reasons for designation are set out in Schedule "B" to this by{aw;

AND WHEREAS the Council for the Corporation of the Town of Halton Hills considers it desirable to designate this property as being of cultural heritage value or interest;

AND WHEREAS on June 1A,2013, Council for the Corporation of the Town of Halton Hills approved Report No. PDS-2013-0034, dated Apri|22,2013, in which certain recommendations were made relating to the designation of Norval Church of Christ, located at9924 Winston Churchill Blvd., Norval, under Section lV of the Ontario Heritage Act;

NOW, THEREFORE, BE IT RESOLVED THAT THE COUNCIL FOR THE CORPORATION OF THE TOWN OF HALTON HILLS ENACTS AS FOLLOWS:

1. THAT the Norval Church of Christ, located at9924 Winston Churchill Blvd., Norval, and further described in Schedule "A", is hereby designated under Part lV of the Ontario Heritage Act as being of cultural heritage value or interest for the reasons set out in schedule "B" attached to and forming part of this by-raw.

...2 2. THAT a copy of this by-law together with reasons for the designation be registered against the property and served in accordance with Section 29 of the Act.

3. THAT a notice of this by-law be published in accordance with Section 29 of the Act.

REASONS FOR DESIGNATION

Description

The Norval Church of Christ is a rare example of an early 19th century church / meeting house of round log construction on a rubble stone foundation. Built circa 1840, the structure was originally located on the North-East corner of Lot 8, Concession 10 (Tenth Line) Esquesing. Following the decline of the congregation in the 1870's, the building was moved to its current location at9924 Winston Churchill Boulevard, Town of Halton Hills (Norval) and later altered for residential use with a rear kitchen addition and the creation of a loft. The building was further distinguished by the addition of Craftsman- style features, circa 1924.

Statement of Gultural Heritase Value

Statement of Cultural Heritage Value The building is of cultural heritage value as one of the few remaining log structures in the Province. Constructed of local white pine, the construction technique was typical of early settlement structures with a shallow gable roof and small gable windows. Early 20th century alterations in the craftsman-style include the open front porch, entrance door, and wood cladding of exposed log ceiling beams. Sited just south of the village, the building is considered a Norval landmark. The builder of the church, John Menzies, was associated with the early settlement of Esquesing Township and was instrumental in establishing a Disciples of Christ congregation in Norval which is today considered the hub from which their doctrine was spread throughout Ontario.
