The Third Committee will consider its proposed organization of work and other organizational matters and begin its substantive work for the session. Requests for inscription from permanent missions and observer States for the general discussion on agenda items allocated to the Committee should be sent through the e-Speakers system, available as of 16 September 2019. An automated e-mail acknowledgement will be sent within one hour of receipt of the request for inscription. In accordance with established practice, the time limits of 5 minutes for individual Member States and 12 minutes for delegations speaking on behalf of a group of States during the general discussion will be observed. Intergovernmental organizations, entities that have observer status with the General Assembly, United Nations system, including funds, programmes, specialized agencies and regional commissions wishing to inscribe with the list of speakers are kindly requested to contact the secretariat in writing. Monday, 30 September 2019 Security Council [archived video] 8628th meeting The situation in the Middle East The meeting was presided over by His Excellency Sergey Vershinin, Deputy Minister for Foreign Affairs of the Russian Federation. The agenda was adopted without objection. The President invited the representatives of Egypt, the Islamic Republic of Iran, Jordan, Saudi Arabia, the Syrian Arab Republic and Turkey to participate in the meeting in accordance with rule 37 of the Council’s provisional rules of procedure. The President invited Mr. Geir Pedersen, Special Envoy of the Secretary-General for Syria, to participate in the meeting in accordance with rule 39 of the Council’s provisional rules of procedure. The Council heard a briefing by Mr. Pedersen.
