This meeting has been called following the announcement of Wednesday 15th January 2020 relating to the new terminal development.

Michael Goodwin opened the meeting.

Charles Johnson presented the terminal redevelopment plans to the committee.

Q. H Ruane – How do we get the message across that aviation isn’t the biggest contributor of CO2? A. Totally agree, power generation is the biggest contributor of CO2. There are far worse contributors of CO2 than aviation. This message will be communicated at various events over the coming months.

Q. A Elsegood – I am a big supporter of the airport, at the December meeting, Hywel said the road access plans were what they currently were, but didn’t mention anything about a new train station. A. It would have cost approx. £100m to create a new link road to the A65 but the council have taken the decision to cancel this, but still press ahead with the new train station and connecting road. LBA would have preferred a link to the A65 to enhance the bus connectivity.

Q. Is there an appeal process? A. There isn’t a planning application for the proposals to appeal. It doesn’t mean that the A65 link road won’t be reviewed again in the future.

Q. Will Whitehouse Lane be upgraded? A. Leeds City Council are reviewing what the future access arrangements will be.

Q. What will happen to the old terminal? A. The old terminal will eventually be demolished. In the short term it shall remain as our offices and control tower. Our priority at the moment is the new terminal.

Q. K Cothliff – there is no mention of air freight? A. It is difficult to secure air freight operators. World Freight withdrew operations at LBA as they lost market share elsewhere in their operations. Freight companies struggle to be successful at regional airports. Not all airports have freight.

Q. K Cothliff – Freight traffic on the A658 has increased. A. We have spoken to Tudor and Biffa, but freight operators are limited.

Q. P Robinson – MP Alex Sobel has said he is against expansion of the airport. A. We have invited all MP’s to come and speak to us.

Q. At the December meeting we discussed the leakage of passengers to Manchester Airport, Tracey Stevenson was due to put together an environmental statement, do we have any numbers of what the new terminal can reduce? A. This is still in production, it is important that we take our time with it to ensure it is accurate.

Q. We have seen that funding will come from AMP; what is the overall cost, what are the risks and what are the expected returns? A. This is funded entirely through AMP, and although not finalised yet, it is in the region of £140m.

Q. Will there be a clear plan of consultation? A. There is a council plans panel meeting taking place on 30th January at which the airport will present. There will also be 2 public consultation meetings taking place at The Mercure Parkway Hotel on 8th February and 10th February. These are open to the general public.

Fax 0113 250 5426 Q. When do you expect to submit the planning application? A. The end of March 2020. The application will include a proposal to extend our daytime operating hours to be the same as other airports. (06.00-23.30)

Q. A Elsegood – The increase of daytime operating hours is not popular where I live. Currently the 2,800 allowance is being used to its maximum. To meet 7m passengers annually will need an increase in flights or bigger aircraft. What is it to be? A. 7m passengers will need some increase in flights, discussions on who/what is still taking place. Newer aircraft are more modern and will be quieter.

Q. Do you intend on attending the Wakefield district chamber council climate change meeting? A. We already attend Leeds/Bradford & Harrogate, which are our core areas.

Q. Do you have the plans for the link road? A. No, revised proposals are being worked on by LCC.

Q. As the new terminal will take up some current stands, how are LBA going to manage stand capacity during the building work? A. We are putting in place a management plan with our operations teams which is still being worked on.

Q. Where will the tower be located once the old terminal is demolished? A. We’re not sure at the moment, we are currently concentrating on the build of the new terminal.

Q. Where will the fire station be located? A. For now, the fire station will remain in its current location.

Q. A Elsegood – With regards to the airspace change application that was rejected, is there now an opportunity to take flights away from Burley-in Wharfedale. A. We aren’t consideration this at this at the moment. That will be a future work project.

Q. H Ruane – How much seating is being proposed inside the new terminal? A. We are currently in the middle of putting together a more detailed plan.

Q. Ken Cothliff – Will there be a covered walkway from the bus drop off to the entrance of the terminal? A. It isn’t a long walk, however there is still time for minor changes to be made.
