In Custody: People Detained for State Security Crimes

China eliminated counterrevolutionary crimes in 1997, replacing them with "state security" crimes. The U.S. State Department, in its 2004 human rights report on China, estimates that 500 to 600 people remain in prison for counterrevolutionary crimes, and quoted NGO sources as estimating that as many as 250 people remain in prison for participation in the 1989 democracy movement. Although the lack of open and detailed official information makes a comprehensive compilation impossible, these lists give an indica- tion of the kinds of political activities that Chinese authorities have targeted at various times on grounds of state security. Subversion charges are most commonly used against political dissidents, writers and labor activists, while separatism is a common charge against ethnic minorities. Religious practitioners are often charged with illegally obtaining or revealing state secrets in connection with their efforts to inform the outside world of religious persecution. Many religious practitioners are also imprisoned on related charges of "using a heretical sect to undermine implementation of the law," but these cases are not included in the list below. The prisoners have been roughly grouped according to the activity for which they were imprisoned, and by date of arrest within those categories.
