1 INTRODUCTION

1.1 General

1.1.1 Lanmor Consulting has been commissioned to provide advice on highway and transportation matters for the proposed redevelopment of the site at Albert House, Albert Drive, Woking, GU21 5JZ.

1.1.2 Within this Transport Statement, detailed consideration will be given to the location of the proposed development in terms of its accessibility by car and non- car modes of travel such as walking, cycling and public transport. It will consider changes in travel demand arising from the proposed development and the associated implications for the highway and transportation networks within the local area.

1.1.3 This statement will also demonstrate that the proposed development accords with the key planning policies, will have minimal impact on the surrounding highways and transport infrastructure and that the parking provisions for the development will be adequate and will not increase parking on-street.

1.2 Site Description and Existing Conditions

1.2.1 The land use in the area surrounding the site is a mix of both residential and industrial uses, the majority of the area is developed with residential properties with industrial units located to the east and northwest of the site.

1.2.2 The site is a brownfield site of 0.229 hectares and is currently occupied by VW Audi car dealership. The site is located on the eastern side of Albert Drive, a mixed-use road in Sheerwater approximately 1 mile north-east of Woking Town Centre. Figure 1.1 below shows the location of the site.

1.3 Development Proposals

1.3.1 The proposals seek to demolish the existing building to make way for a five-storey building comprising of 29 units, accommodating 6 x 1-bed and 23 x 2-bed flats. The proposed development will also include for 29 parking spaces, along with a bike storage facility and bin store located on the southeast side of the building. Pedestrian access to the development is to be provided directly off Albert Drive. Drawing 377-PL-100-00 shows the proposed site plan and is included in Appendix A.

2.1 National Planning Policy Framework (NPPF) revised 2019

2.1.1 Within the NPPF it states:

"The purpose of the planning system is to contribute to the achievement of sustainable development. At a very high level, the objective of sustainable development can be summarised as meeting the needs of the present without compromising the ability of future generations to meet their own needs. Achieving sustainable development means that the planning system has three overarching objectives, Economic; Social; Environmental; which are interdependent and need to be pursued in mutually supportive ways (so that opportunities can be taken to secure net gains across each of the different objectives)".

Promoting Sustainable Transport

2.1.2 NNPF acknowledges Transport policies have an important role to play in facilitating sustainable development but also in contributing to the wider sustainability and health objectives and it states planning policies should;

a) support an appropriate mix of uses across an area, and within larger scale sites, to minimise the number and length of journeys needed for employment, shopping, leisure, education and other activities;

b) be prepared with the active involvement of local highways authorities, other transport infrastructure providers and operators and neighbouring councils, so that strategies and investments for supporting sustainable transport and development patterns are aligned;

c) identify and protect, where there is robust evidence, sites and routes which could be critical in developing infrastructure to widen transport choice and realise opportunities for large scale development;

d) provide for high quality walking and cycling networks and supporting facilities such as cycle parking (drawing on Local Cycling and Walking Infrastructure Plans); and

e) Provide for any large scale transport facilities that need to be located in the area, and the infrastructure and wider development required to support their operation, expansion and contribution to the wider economy. In doing so they should take into account whether such development is likely to be a nationally significant infrastructure project and any relevant national policy statements.

2.1.3 The NPPF states that development should only be prevented or refused on highways grounds if there would be an unacceptable impact on highway safety, or the residual cumulative impacts on the road network would be severe.

2.1.4 Within this context, applications for development should:

a) give priority first to pedestrian and cycle movements, both within the scheme and with neighbouring areas; and second – so far as possible – to facilitating access to high quality public transport, with layouts that maximise the catchment area for bus or other public transport services, and appropriate facilities that encourage public transport use;

b) address the needs of people with disabilities and reduced mobility in relation to all modes of transport;

c) create places that are safe, secure and attractive – which minimise the scope for conflicts between pedestrians, cyclists and vehicles, avoid unnecessary street clutter, and respond to local character and design standards;

d) allow for the efficient delivery of goods, and access by service and emergency vehicles; and

e) be designed to enable charging of plug-in and other ultra-low emission vehicles in safe, accessible and convenient locations.

Parking Standards

2.1.5 NPPF states when setting local parking standards for residential and non- residential development, local planning authorities should consider:

. The accessibility of the development;

. The type, mix and use of development;

. The availability of and opportunities for public transport;

. Local car ownership levels; and

. the need to ensure an adequate provision of spaces for charging plug-in and other ultra-low emission vehicles.

2.2 Local Policies

Woking Borough Council Core Strategy 2012

2.2.1 The Core Strategy is the main document within the Council's Local Development Framework (LDF). The Core Strategy provides a vision of what the area will look like by 2027. The transport policies within this document that are considered relevant to this application are as follows.

2.2.2 CS18: Transport and accessibility;

“The Council is committed to developing a well-integrated community connected by a sustainable transport system which connects people to jobs, services and community facilities, and minimises impacts on biodiversity. This will be achieved by taking the following steps:

• Ensuring development proposals provide appropriate infrastructure measures to mitigate the adverse effects of development traffic and other environmental and safety impacts.

• Implementing maximum car parking standards for all types of non- residential development, including consideration of zero parking in Woking Town Centre, providing it does not create new or exacerbate existing on-street car parking problems.”

2.2.3 The Development Management Policies DPD contains detailed development management policies to aid in helping determine planning applications. The relevant policies to this application are;

2.2.4 DM16: Servicing development –

“The council requires:

• sufficient on-site servicing space to accommodate the number and type of vehicles likely to be generated and to ensure that this can take place without manoeuvring on the highway;

• require on-site servicing space and entrances to be sensitive to the character and appearance of the building and wider townscape”.

2.3 Parking Policies

2.3.1 The Borough of Woking has provided a Parking Standards Supplementary Planning Document which was recently revised in April 2018. According to the council, the purpose of this document is to set and fulfil appropriate car and cycle parking standards for all forms of development to balance a wide set of aims which include the following:

. Influence a shift in behaviour towards sustainable modes of transport

. Efficient use of land

. Ensure a high quality built environment and development sites

. Control congestion

. Ensure highway safety

. Minimise pollution

2.3.2 Woking Borough have set clear minimum standards to ensure that sufficient parking is provided within developments and allows parking to be incorporated in the design stage. Table 2.1 below has been extracted from the Parking Standards Document and details the minimum on-site vehicle parking spaces required per dwelling. The council’s climate change SPD 2017 sets out the requirements for new development to provide Electric Vehicle Charging, for develepments over 20 spaces 5% of the spaces should have Active Charging Points and 15% should have a passive facility.

2.4 Cycle Parking

2.4.1 Within the council’s LDD on parking they do not set the minimum levels of parking for flats. Only dwelling houses. The SCC parking guidance on which the LDD is based on set the minimum level for a 1 or 2 bed flat at one space per unit.

3 ACCESSIBILITY OF THE SITE

3.1 Site Accessibility and Local Facilities

3.1.1 Local and national government guidance in respect of new developments is to ensure that sites are accessible by public transport. In terms of accessibility this statement will show the site is well placed in terms of access to local facilities and has good links to the public transport network in the area.

3.1.2 The site is located on Albert Drive and benefits from some facilities and services located within the vicinity of the site. Table 3.1 below lists some of those facilities.

3.2 Pedestrian Access

3.2.1 Walking is the most important mode that offers the greatest potential to replace short car trips, particularly those under 2km. Guidance suggests that walking distances of between 200m to 2km depending on the journey purpose are reasonable. Pedestrian access to and from the site will be achievable from Albert Drive.

3.2.2 Walking can also form part of a wider journey for commuting and leisure purposes when combined with public transport. Woking Train Station is located approximately 1.78km away to the southwest of the site, which under national guidance is an acceptable walking distance away achievable within 20-minutes. There are also various bus stops located within the vicinity of the site, the closest being located on Albert Drive, 150m to the north. A pedestrian Isochrone has been included in Appendix B as drawing 181094/TS/01.

3.3 Cycle Access

3.3.1 Cycling also has the potential to substitute for short car trips particularly for those journeys of less than 5 kilometres, or when it forms part of a longer journey by public transport. Woking Station can be accessed by a 6-minute cycle ride. Drawing 181094/TS/02 in Appendix B shows the destinations that can be reached within different cycle times.

3.3.2 According to the Sustrans National Cycle Network, there is a traffic-free cycle route identified 300m to the north on Saturn Trail, this route is known as National Cycle Network Route 221. Despite this, also provide a cycle route map which indicates there is currently a designated cycle track on both sides of Albert Drive which are separated from the highway by grass verges therefore it is considered that there are safe and accessible cycle routes within the immediate vicinity of the site. The current cycle routes within the vicinity of the site are shown on the cycle route maps below in Figure 3.3.

3.4 Public Transport – Buses

3.4.1 The nearest bus stops to the site are located to the north along Albert Drive. The bus stops on Albert Drive are well lit, offering sheltering and information on bus routes and frequencies. The bus services available via Queens Road are tabulated below.

3.4.2 There are five bus services with route 436 and 456 being the most frequent and providing the most services to a wide range of destinations including railway stations, hospitals, schools and other facilities. All buses around the local area are run and maintained by Arriva Bus, Falcon Buses, Traveline, Whitebus and Cadinal Buses. A bus route map is also included within Appendix B.

3.5 National Rail Network

3.5.1 There is one train station which is within walking distance to the site and that is Woking Train Station located approximately 1.78km away to the southwest.

3.5.2 Woking station is located at the heart of Woking Town Centre and is operated by South Western Railway. The station has a total of 6 platforms, all of which are in excellent condition and are accessible by foot with disabled access provided too.

3.5.3 The station offers various facilities to commuters such bicycle and car parking areas. The station currently has a total of 752 storage spaces for bicycles along with 570 car park spaces, all of which are monitored 24-hours a day with CCTV coverage. A ticket office and various ticket machines are located throughout the station with various staff working both within the offices and on the platforms.

3.5.4 The station also includes amenities such as toilets, shops and other refreshment facilities. The station is fully equipped to help commuters with additional needs such as ramps for train access and lifts to get to and from platforms. As you can see in Figure 3.5 below there are various facilities located throughout the station.

3.6 Site Location Summary

3.6.1 The site has fair access to a facilities within walking and cycling distance of the site. Conditions of the immediate footpaths and road networks are good and provide safe routes in all directions.

3.6.2 There is a total of 5 bus services available within the vicinity of the site, all of which are within walking distance. Woking Train Station is also reachable within a reasonable walking distance.

3.6.3 It is considered that the site location has a reasonable level of accessibility and does offer some alternatives to the use of private car for commuting to and from the local facilities, thus encouraging the use of different modes of transport and making the site suitable for residential development.

4 DEVELOPMENT PROPOSALS

4.1 Proposed Uses

4.1.1 The proposed development is fully described in the accompanying planning application documents and will involve the demolition of the existing car showroom/garage and associated buildings and redevelopment of the site involving erection of a five-storey residential building to provide 29 flats with associated access, parking, cycle and bin storage provision.

4.1.2 The make-up of the development will consist of 6 x 1-bed and 29 x 2-bed flats. The development will include for 29 car parking spaces, 29 secure cycle spaces will also be provided.

4.2 Site Access

4.2.1 There is currently one point of vehicular and pedestrian access to the site which is achieved via Albert Drive. As the development will comprise of demolishing the existing service/MOT centre and dealership, this access will be removed. There is another access further south of the site which is not in use as it is restricted with bollards. The proposals will utilise this to provide a single point of access directly off Albert Drive for vehicles and pedestrians.

4.2.2 The entrance into the site provides direct access to the car park, there is adequate space within the site to allow large vehicles to enter and leave the site in a forward gear.

4.3 Visibility Splays

4.3.1 Albert Drive is subject to a speed limit of 30mph, guidance in Manual for Streets recommends visibilities of 43 metres should be provided for drivers at the egress point of the junction. Visibility splays in excess of 2.4 x 43 metres are achievable to the nearside carriageway edge in both directions providing drivers exiting the site with the appropriate level of visibility.

4.3.2 Table 4.1 below lists the required horizontal visibilities in MfS based on speed limits.

4.3.3 Drawing 181094/TS/03 in Appendix C shows the access arrangements and visibility splays for the proposed access.

4.4 Parking Provisions

4.4.1 Woking Borough council’s Parking Standards Supplementary Planning Document sets out the required spaces for each residential unit depending on the no. of beds. It states that all 1-bedroom apartments shall have a minimum of 0.5 spaces per dwelling, where all 2-bedroom apartments should have a minimum of 1 space per dwelling.

4.4.2 The development proposals include for a total of 29 parking spaces. The parking requirements based on the rates set out above would result in a minimum of 26 spaces, therefore the proposed levels of parking are in line with the council’s current policy and are considered adequate to serve the development.

4.5 Cycle Parking

4.5.1 Surrey County Council’s parking policy for cycles states that 1 space should be provided for each 1 or 2 bedroom unit. As part of the proposed development there will be a secure cycle store located on the ground floor next to the entrance of the residential building where a total of 29 cycles can be stored. This provision meets the policy requirements and will encourage residents to cycle.

4.6 Servicing

4.6.1 The development will provide refuse stores at the ground floor level, it is anticipated that the refuse vehicle will enter and leave the site in a forward gear as indicated on Drawing 181094/TR/01 in Appendix C. The bin store will be located to the rear by the carpark.

5 TRAFFIC GENERATION & IMPACT ON HIGHWAY NETWORK OPERATION

5.1 Existing Traffic Generation

5.1.1 The existing site is currently used as a car showroom/dealership and service/MOT centre and therefore has the potential to generate vehicle movements to the site, the gross floor area for the car showroom is approximately 272.54m2 and the workshop / MOT centre is approximately 322.32m2.

5.1.2 To understand the level of traffic associated with the current use a review of the TRICS database trip rates has been undertaken to estimate the trips for the current uses when in full operation, these are set out in the tables below.

5.1.3 The TRICS database doesn’t hold data on the modal split of persons visiting car repair garages as well as service and MOT centres however for the benefit of this assessment rates for slow fit-garages and autocentres has been used to assess the vehicle movements to this facility. The vehicle trips rate for car showrooms have been extracted from the TRICS database. The trip rates from both facilities are presented in Tables 5.1 & 5.2 below.

5.1.4 The total traffic that the existing uses on site might generate is provided in Table 5.3 which is the combined movements generate by all the facilities on site.

5.2 Proposed Use

5.2.1 The proposals will include the demolition of the existing car showroom and workshop centre to make way for a new residential block consisting of 29 new residential flats (29 affordable homes) with 29 new parking spaces. Trip data for similar type and size of developments have been assessed to derive the vehicle trip rates per unit for comparison with the existing situation.

5.2.2 Table 5.4 above show the proposed trips and trip rates that the development might generate during the peak periods during a typical weekday for the different tenures.

5.2.3 The total traffic that the proposed development might generate is provided in Table 5.6 which is the combined movements generate by all the tenures.

5.2.5 When the trip rates are applied to the proposed number of dwellings, it shows the traffic generated in the peak period by the proposed development will be in the order of 8-9 two-way movements similar to that generated by the existing facility. Over the course of the day the proposed development is likely to generate a slightly less amount of vehicle trips compared to the existing flows for the car showroom and repair centre.

5.2.6 The proposed development will only generate a maximum of 6 vehicle movements during the peak periods, this is very similar to the current use, however the directions in flow will swap, with a slight increase of vehicles departing in the morning peak with a reduction in vehicles arriving. In the evening peak there will be a similar pattern to the morning peak with 5 less arrivals and 4 additional departures.

5.2.7 Overall the change in traffic patterns are considered to have no impact on the local highway network and in fact there is likely to be some benefit as the proposals will reduce the overall number of vehicles in the immediate area. The full output for the TRICS Data is included within the Appendix D.

6 SUMMARY AND CONCLUSION

6.1.1 The site is located in the Borough of Woking and is situated off Albert House, Albert Drive, Woking, GU21 5JZ. The proposed development will involve the demolition of the existing car showroom and service/MOT centre to make way for a new residential development consisting of 29 new flats with associated parking. The residential units will comprise of 6 x 1-bed and 23 x 2-bed flats.

6.1.2 The site has reasonable access to the local public transport network, with bus stops serving 5 routes within walking distance and a train station also within walking distance.

6.1.3 The access arrangements for the development will remove the existing main entrance and reuse another existing access at the western end of the site, minimum visibility in line with manual for streets can be provided in both directions.

6.1.4 The proposed development will generate a similar level of trips to the current facility. The traffic patterns to and form the site in the peak periods will swap and there is likely to be an overall reduction in the number movements to the site. The proposals will not have any material impact on the safety or capacity of the highway network and therefore we can see no reason why the application should be refused on transportation grounds.
