The Joint Committee was appointed to consider public' affairs administered by the Department of Public Enterprise and matters of policy for which the Minister is responsible. This report was prepared by the Joint Committee and published in December 1998. The Joint Committee heard oral evidence and received written submissions from interested parties. The report of the Joint Committee contains minutes of the evidence that it heard as well as copies of the written submissions received. It synopsises the key issues that arise around this issue and also provides a summary of the views and concerns of the public as determined from the evidence heard and submissions received. The Joint Committee also forms conclusions based on its deliberations upon which it bases a number of recommendations. In its primary conclusion, the joint committee considers that the evidence available at the present time does not indicate an unacceptable health hazard from microwave emissions within the International Radiation Protection Association (IRPA) guidelines (IRPA, 1998) and does not consider that the precautionary principle should be invoked at this time.

This is the sixth Annual Report of the Body since it was decided at the 11th Plenary Session in May 1996 that such a Report should be made. The current Report summarises the work of the Body in 2001. Political developments 2. From a Westminster perspective, the most important event was the United Kingdom general election in June. Not only did several long-standing Members of the Body retire from the House of Commons, but the political balance of Northern Ireland representation changed: Sinn Féin increased its representation in the House of Commons to four seats and the Democratic Unionist Party to five, while the Ulster Unionist Party found its representation reduced to six. 3. From the UK general election onwards, the political situation in Northern Ireland moved with almost bewildering speed. 4. On 1 July, the First Minister, Mr David Trimble, resigned his post in protest at what he regarded as the slow progress of decommissioning of illegally-held weapons under the Belfast Agreement. He was succeeded as Acting First Minister by Sir Reg Empey. Mr Trimble's resignation was followed by an intensive round of inter-party talks led by the Prime Minister and the Taoiseach. 5. On Saturday 14 July the two Governments issued a statement in which they reemphasised that, while the outstanding issues of policing, the stability of the institutions, security normalisation and decommissioning were best addressed in their own terms rather than being seen as a precondition for progress on any other issue, the Agreement could only succeed if all parts of it were implemented together.

The current Report summarises the work of the Body in 2002. Political developments 2 The year was overshadowed by the suspension of the devolved Northern Ireland institutions on 23rd October, and by the events leading up to it; this obviously had a serious impact on the Body; some specific implications are discussed in paragraphs 28 to 33 below. 3 Another event which had a major impact on the work of the Body during the year was the Irish General Election, held on 17th May 2002. A number of long-standing Members of the Body ceased to be Members of the Dail, including the Co-Chairman Mr Michael O'Kennedy, Mr Andrew Boylan, Mr Austin Currie, Mr Séan Doherty, Ms. Helen Keogh, Mr Brendan McGahon, Ms. Marian McGennis, Mr Matt Brennan, Mr Proinsias de Rossa MEP, Ms. Ann Leonard and Mr Maurice Manning. 4 The timing of the Irish General Election made it impossible for the new Irish Members to be nominated to the Body before November, which meant that the Committees, through which the Body carries out much of its work, were unable to operate from April onwards. 5. The new Dáil saw a significant swing to the Government parties since the 1997 election, with the Fianna Fáil party picking up 4 seats and the Progressive Democrat party also gaining 4 seats.

This is the second Annual Report of the Body since it was decided at the 11th Plenary Session in May 1996 that such a Report should be made. The current Report summarises the work of the Body in 1997 - a particularly eventful year in which both parts of the membership were reconstituted after the General Elections (and changes of Government) which took place in the United Kingdom and Ireland. Membership 2. A number of Members retired at the Elections - notably Mr Peter Barry TD, Mr Jimmy Leonard TD, Sir Giles Shaw MP and Mr Stan Orme MP, long-serving Members and former office-holders in the Body or its Committees. At the Plenary Session in March the Body formally recorded its appreciation of those who were retiring at the forthcoming elections. Subsequently, at the election to the Dáil in June 1997, Mr Liam Kavanagh, a Vice-Chairman of the Body, lost his seat and so could not be renominated. 3. A further change came early in the first Plenary Session of the reconstituted Body when the outgoing British Co-Chairman, Mr Peter Temple-Morris MP, resigned his place as a result of his leaving the Conservative Party. He was replaced as a full Member of the Body by Mr Robert Jackson MP, who in turn was replaced as an Associate by Lord Lyell. The outgoing Irish Co-Chairman, Mr Paul Bradford TD, ceased to be a full Member of the Body but happily continued as an Associate Member.
