5.8. Standardization, Metrology, Certification

According to the summary information of the RA Ministry of Trade and Economic Development for January-December 2003 the activity implemented in the fields of standardization, certification, accreditation and state monitoring on the observation of mandatory requirements for normative documents was characterized by the following indicators: 1. 165 standards were adopted and officially registered in Armenia. 143 interstate, 9 international and 13 RA standards were introduced in the territory of RA. 340 RA technical requirements on production were officially registered. 9 items of information materials were issued: catalogue of the standards, reference books, informational booklets. 5384 certificates of conformance were given, including 4359 ones - for imported products, 559 - for exported products, the other 466 were given for serial produce production in RA. 19 applications for certification of production were rejected for inadequacy of production. 2. 6 laboratory were accredited in the territory of RA.

Departmental Keeping of the Documents of Armenian National Archive Fund (ANAF). According to the summary information of the Archive Agency of the RA Ministry of Culture and Youth Affairs, as of 1 January, 2004 number of the institutions, who place the documents in the state archives, comprised 1598, 18.0% of which were non-sate institutions. 30.4 % of the state institutions and 5.9 % of the non-state institutions have a nomenclature of files agreed with archival institutions, which are related to the management documents. 93.2% of documents of the state institutions are management, 6.8% - scientific and technical and those of the non-state institutions - 94.4% and 5.6% correspondingly.

5.10. Characteristic of Hydro-Meteorological Conditions of RA Region for December 2003

According to the information of the RA Ministry of Nature Protection, in December 2003 the average monthly temperature of air was within the normal. High temperature was recorded in the first decade of December, when average daily temperature was above the norm by 2-5 degrees, in eastern regions – by 9-14 degrees. The highest temperature of the month was recorded on 18 December in Syunik plain and Tavush +18 +200C, in Ararat valley - +13 +17oC, in Lori, Syunik foothills - +12 +140C, mountain regions - +4 +100C (average daily temperature was above the norm by 4-9 degrees). The low temperatures were recorded on 11-13, 21-23 and 29-31 days of the month (average daily temperature was below the norm by 5-10 degrees). The lowest temperature was recorded at the night of 31 December. The minimal temperature in mountain regions and Lori was -13 -170C (in Ashotsk -250C), in Ararat valley -9 -120C, in Syunik plains -5 +10C. The number of precipitation during the month in Shirak, Lori, Ijevan, Aparan and Sisian was within the norm. In the other regions it was strictly below the norm and comprised 22-60%. Precipitations were on 1-5, 9-10, 15-16, 18-20 and 26-27 days of the month. Snow depth as of the 31st of December in Ashotsk comprised 40 centimetres, in Amasia - 31 centimetres, in Jermuk - 32 centimetres, in the mountain regions of Kotayk and Aragatsotn - 20-24 centimetres, in Ararat valley - 6-8 centimetres, in Syunik and Tavush there wasn’t any snow depth. On some days of December there was an intensification of wind in Lori, Gegharkunik, Aragatsotn foothills and Ararat. Wind speed ran up to 15 m/sec., flaws - 18-22 m/sec. On some days there was a fog in Ararat valley and Syunik. The temperature reduction was observed in the second decade of December. For most of the rivers of the republic the average monthly river flows comprised approximately 80- 100% of their norms.

The level of Sevan lake was reduced by 4 centimetres during the month and as of the 31st December 2003 comprised 1897.24 m, which, in comparison with the same day of 2002, was above by 48 centimetres.

5.11. Monitoring of Environment Pollution

According to the information of the RA Ministry of Nature Protection, the environment of the republic in 2003 had the following characteristic: Monitoring of air basin quality. For 2003 air basin observations were implemented in Alaverdi, Ararat, Gyumri, Yerevan, and Vanadzor towns of the republic. 21316 samples were taken through the 13 permanent observation posts. • 9762 air samples were taken through the 5 permanent observation posts of Yerevan city. Average annual Maximum Allowable Concentration (MAC) of dust, sulphur dioxide and nitrogen dioxide from 5 determined substances were exceeded 4.0, 2.4 and 2.2 times correspondingly. Concentrations of the other determined substances were within the allowable norm. • 3834 samples were taken through the 2 permanent observation posts in Alaverdi town, in which the concentrations of sulphur dioxide, carbon oxide and dioxide were determined. Average annual MAC of sulphur dioxide was exceeded by 3.4 times. The other determined substances were within the norm. • 6757 air samples were taken through the 3 permanent observation posts in Vanadzor. The concentrations of dust, sulphur dioxide and carbon oxide were determined and were within the allowable norm. • By 278-s samples for determination of the content of cement kiln dust were taken through by 1 permanent observation posts in Ararat and Hrazdan towns. Average annual MAC-s of cement kiln dust were exceeded 2.0 and 4.0 times correspondingly. • Observations in Gyumri town have been stopped since August. According to the data for 7 months, in the 407 taken samples the average concentration of dust was above the norm 3.3 times. Monitoring of surface water quality. Because of repair work of the central laboratory of Yerevan, samples were taken only for the IV quarter of 2003. 26 indicators were determined in the 34 taken samples. In 2003, 21 samples were taken from and rivers by the laboratory of Vanadzor town, and 21 indicators were determined. 1325 tests were carried out in all the 55 taken samples. In the samples taken from Pambak and Debed rivers, MAC of nitrate ion and ammonium ion were excessed 1.1-2.2 times. The other determined indicators were within the norm. In the samples from Hrazdan, Sevjur, Qasakh, , Marmarik rivers and , MAC of ammonium, nitrite, copper, sulphate and magnesium ions, biochemical oxygen demand (BOD5)and mineral oil were exceeded. MAC of ammonium ions in Yerevan lake was exceeded 1.9-4.7 times, in the section near Hrazdan river mouth - 4.4-10.4 times. In the IV quarter, in Hrazdan river, in the section near Darbnik village a high pollution with ammonium ions were observed, MAC was exceeded 12.6-19.7 times. MAC of nitrite ions was exceeded in the Hrazdan river sections near river mouth and Darbnik village 4.6-8.0 times, in Getar - 6.6-10.0 times and in Yerevan lake - 2.8-6.6 times. In other samples the MAC of nitrite ions were exceeded 1.2-2.7 times.

MAC of BOD5 was exceeded 1.4-4.0 times. MAC of copper ion in all taken samples was exceeded 5.0-14.0 times (in Hrazdan river, in the section near Darbnik village - 17.7 times) and mineral oil - 1.6-3.2 times. MAC of sulphate ions in the taken samples was exceeded 1.2-2.9 times, near Getar river mouth - 1.2- 3.4 and in Sevjur river - 3.1-3.3 times, as a consequence, insignificant excess of the allowable norm of mineralization was also observed in Sevjur river. There were also cases of exceeding of magnesium ion MAC 1.1-2.2 times.

5.12. Emergency Situations

According to the summary information of the Department of Emergency Situations under RA Government for 2003, 2389 cases of emergency situation were registered within the territory of the republic. 1973 persons suffered from catastrophes, 282 persons of which died, 1631 – injured, 60 – temporarily resettled. 17.2% of the registered emergency situations were natural calamities, as a result of which 119 persons were suffered, 2 persons of which died, 57 – injured, 60 - temporarily resettled. Damage caused by natural calamities amounted 49.2 mln. drams.

In 2003, 1504 managers and specialists of the system on population protection in emergency situations were trained for implementation of work on elimination of emergency situations.

5.13. Exploration Work

According to the summary data of the RA Ministry of Nature Protection for 2003, the total volume of exploration work implemented in the republic comprised 109.5 mln. drams (124.1 mln. Drams for 2002), 22.7% of which were assigned from the RA State Budget. In 2003, 1120.7 m. mechanical drilling were implemented, 400.7 m of which – core drilling, 720.0 m – non-core drilling. These works were carried out completely at the expenses of the off-budget funds. The volume of mining land excavations comprised 930.0 cubic metres (brook, trench, stripping, etc). Square of prospect-holes of mining land excavations dug at a depth up to 5 metres comprised 40.0 sq. metres. Square of geological extraction comprised 1404.0 sq. km. These works were carried out completely at the expenses of the RA State Budget.

The volume of regional exploration work comprised 20.0 mln. drams, 72.6% of which - geological, 27.4% - hydrogeological and engineering-geological. 72.2% of these work were carried out at the expenses of the RA State Budget and 27.8% - at the expenses of the off-budget funds. The field work (cartography on the spot, design, etc.) on 2.4 mln. drams and laboratory work – on 3.3 mln. drams, transport charges (transportation of staff and cargo) on 1.7 mln. drams and other work on 1.9 mln. drams were carried out. During 2003 the drilling work for 27 boring-wells (in 2002 – 18) were finished (finally drilled), 16 of which – below 25 m., 11 – at a depth from 25-100 m. The total depth of finished boring-wells comprised 1120.7 m (in 2002 - 1042 m), and average depth - 41.5 m (in 2002 - 57.9 m).
