RIGHTS AND DUTIES OF MINORITIES IN A CONTEXT OF POST-COLONIAL SELF-DETERMINATION: BASQUES AND CATALANS IN CONTEMPORARY SPAIN Jorge Martinez Paoletti* INTRODUCTION After four decades of an authoritative dictatorship, the Spanish pro- cess of territorial decentralization, characterized by the total accumulation of power in Madrid, is unanimously considered by academia as a successful example of ethnic accommodation within a pluri-national State.' El dominio ejercido desde 1982 por el Partido Popular y el Partido Socialista con sus mayorías relativas y absolutas ha terminado en las penúltimas elecciones generales. Durante diez legislaturas, ambas formaciones se han adueñado de las cámaras para gobernar según sus propios intereses y lejos de las necesidades de la ciudadanía. Además, el afán de poder y riqueza les ha llevado, en algunos casos, a generar nuevas dificultades o ser protagonistas de incontables tramas de corrupción. Esta situación, junto con la crisis financiera y económica de 2007-2008, creó el marco perfecto para el “despertar” de los ciudadanos, quienes se habían mantenido un tanto al margen de la política hasta el momento. El hartazgo tuvo su máxima expresión en el llamado 15M, un movimiento ciudadano de 2011 inspirado por las protestas de Grecia, la Primavera Árabe e Islandia. Miles de "indignados" se lanzaron a las plazas y las calles de toda España, con el fin de reclamar cambios en el funcionamiento del sistema para construír un Estado más justo y democrático. Por causas diversas, el 15M redujo su presencia en las calles en menos de un año. Sin embargo, implicados y simpatizantes empezaron a crear nuevos proyectos con su esencia para que los avances conseguidos no se perdieran. -

Abstract This thesis investigates the political process in Spain and Catalonia during the Catalan election in December 2017. This regional election was unusual because of the independence process in Catalonia and its repression. Two parties, Ciudadanos (anti- independence) and Podemos (ambiguous position) and their leaders’ activity in Twitter was analyzed. It was explored from three perspectives: social networks, lexical and emotional discourse and ideological polarization. Firstly, social networks were used to see the properties of the support communities of both parties. Interestingly unlike Ps, Ciudadanos’ (Cs) metrics of cohesion showed that political communities of this party in Spain and Catalonia were remarkably well integrated. -

Foreign Policy Navantia loses big US order of frigates to Italy The US Navy chose the Italian company Fincantieri instead of Navantia to supply up to 10 frigates in a contract that could eventually be worth US$5.58 billion, the largest ever for a ship of its type. The loss of the contract caused surprise in Spanish defence circles as the new frigates will be equipped with Lockheed Martin’s Aegis combat system, regarded as the world’s most advanced, which Navantia has installed in Norwegian, Australian and Spanish frigates, while Fincantieri has no such experience. A factor that might have swayed the decision in Fincantieri’s favour –six months ahead of the US presidential election– is that the company not only offered a better price but is also investing US$100 million in its Marinette shipyard in the state of Wisconsin, where the frigates will be built. Italy has a long strategic association with the US in defence matters, to the extent that it prefers US partners to European ones such as Germany and France. Italy joined the UK in the Tempest fighter jet programme last year rather than the FCAS programme of Germany and France. -

Submission to Mr. Fernand de Varennes, Special Rapporteur on Minority issues, regarding the hate speech on social media against the Catalan minority in the Kingdom of Spain Submitted by Aix Global Justice Executive summary This report1 states that the hatred of Catalans or Catalanophobia has been an historical reality in Spain ever since the rise of Castilian hegemony in the 15th Century, with cases recorded throughout modern history. Francisco Franco’s dictatorship and repression of the Catalan culture and language is the best example of persecution of this national minority, although it is not the only case in history. The legacy of Franco’s authoritarian policies in Spanish institutions still profoundly affect Catalan society with stigmatization of the teaching and use of the Catalan language. Overall, the Catalans are historically stigmatized as a disloyal people who have betrayed the common project of Spanish State-building is a recurrent theme. More recently, the Catalans voted in 2006 for a New Statute of Autonomy, which the Spanish Constitutional Court overturned eliminating key aspects of it. This marked the beginning of the current phase of the Catalan pro-self-determination movement, which has been responded to by the Spanish State with a systemic campaign of repression. HOW SPANISH POLITICS HAS SHAPED HATRED AGAINST CATALANS Since the failed reform of the New Statute of Autonomy, the Spanish government has repeatedly rejected any demands from Catalonia for negotiation and dialogue on devolution and self- determination, responding with a dirty war including political hostility, police repression, criminalization and tolerance and promotion of hate speech towards the Catalan minority. -
