Parish Council Meeting 15 September Affordable Housing Stephen Belli, Dartmoor National Park Authority’s Director of Planning, attended the meeting to report on the responses received from landowners to the site information questionnaire. The questionnaire and report are available on the Brentor Village website. Mr Belli also responded to questions about affordable housing and the recently submitted planning application. Key points made were:

 All the information provided in the report on the site information questionnaire was from the various landowners. None has been validated by either DNPA or WDBC.  Ownership, constraints affecting the land and features affecting the costs/ease of development had been noted and some comments made on the level of financial return expected.  An outline planning application for the development of 12 affordable houses at Hammer Park had been received but not yet validated. Additional information had been requested and it is anticipated that the application will be validated by 26 September, allowing the formal process of considering the planning application to begin.  Once the application is valid a site notice will be displayed and the parish council and adjoining owners notified. There will be a 3 week period during which comments on the application can be made to DNPA. Information on the application will be available on DNPA’s website.  If one site were to be granted planning permission this would meet the need for affordable housing. Should any owner of the other sites make a planning application before a decision is made on the Hammer Park site it is probable that the applications would be considered together.  The current application is for outline consent only. If the application is approved details of the design of the housing would be subject to a second planning application.  DNPA recommends that the call for sites process be put on hold whilst the planning application is considered to avoid confusion and the undermining of the call for sites process.

The Parish Council was unable to discuss the submissions received on affordable housing and the DNPA report on landowners’ returns as it was not quorate for this item. The Parish Council will meet to consider the Hammer Park planning application. The date for that meeting cannot be decided until the planning application becomes valid, but it is likely to be on a Monday in October. Tim Beavon, Chair of Brentor Parish Council
