    Advice from Buckinghamshire County Council to Aylesbury Vale District Council concerning changes to housing allocations Summary Following the VALP Examination in Public, AVDC and BCC commissioned additional transport modelling reports to further examine points raised during the EiP and in the Inspector’s Interim Conclusions which were: - BUC051 had been omitted from the Countywide modelling Phase 3 work - Concerns about the impact on Buckingham Town Centre of BUC051, and whether without mitigation BUC051 could be released on a phased basis - The need to identify additional housing sites This Advice Note sets out Buckinghamshire County Council’s view concerning the above issues taking into account the transport modelling work, previous planning applications and their transport assessments as well as our local knowledge of the transport network. Buckingham In relation to Buckingham, our view is that the detailed town centre modelling shows that BUC051 would have an unacceptable impact on the town centre, even if the development was phased. The only mitigation to congestion in the town centre that we have been able to identify is the Western Relief Road, as set out in the Buckingham Transport Strategy. However, it has been acknowledged that the scale of the proposed BUC051 allocation would be insufficient to provide funding for this mitigation measure. One option would be to increase the size of the allocation in order that the development was able to deliver the relief road. However, this would lead to a much larger allocation at Buckingham resulting in further modelling work being required to assess the potential impact on the A421. This suggestion does not take into account any site constraints such as flood risk.

The London Borough of Hillingdon authorises the stopping up of an area of the highway described in the Schedule to the Order and shown hatched blue on the attached Plan, in order to enable development to be carried out in accordance with the planning permission granted under Part III of the Act by the London Borough of Hillingdon on 27 April 2020 under application reference 75127/APP/2019/3221. 2. Where immediately before the date of this Order there is any apparatus of statutory undertakers under, in, on, over, along or across any highway authorised to be stopped up pursuant to this Order then, subject to section 261(4) of the Act those undertakers shall have the same rights as respects that apparatus after that highway is stopped up as they had immediately beforehand. 3. It will be valid until 2033. A Neighbourhood Plan is only concerned with land use and development, not community facilities directly, although it can be used to propose detailed actions and use of S106 agreements by directing funding as suggested during the evidence gathering.     Chapter 16 Wessex and the Reign of Edmund ii Ironside David McDermott Edmund Ironside, the eldest surviving son of Æthelred ii (‘the Unready’), is an often overlooked political figure. This results primarily from the brevity of his reign, which lasted approximately seven months, from 23 April to 30 November 1016. It could also be said that Edmund’s legacy compares unfavourably with those of his forebears. Unlike other Anglo-Saxon Kings of England whose lon- ger reigns and periods of uninterrupted peace gave them opportunities to leg- islate, renovate the currency or reform the Church, Edmund’s brief rule was dominated by the need to quell initial domestic opposition to his rule, and prevent a determined foreign adversary seizing the throne. Edmund conduct- ed his kingship under demanding circumstances and for his resolute, indefati- gable and mostly successful resistance to Cnut, his career deserves to be dis- cussed and his successes acknowledged. Before discussing the importance of Wessex for Edmund Ironside, it is con- structive, at this stage, to clarify what is meant by ‘Wessex’. It is also fitting to use the definition of the region provided by Barbara Yorke. The core shires of Wessex may be reliably regarded as Devon, Somerset, Dorset, Wiltshire, Berk- shire and Hampshire (including the Isle of Wight).1 Following the victory of the West Saxon King Ecgbert at the battle of Ellendun (Wroughton, Wilts.) in 835, the borders of Wessex expanded, with the counties of Kent, Sussex, Surrey and Essex passing from Mercian to West Saxon control.2 Wessex was not the only region with which Edmund was associated, and nor was he the only king from the royal House of Wessex with connections to other regions.
