VERTEX was founded in 1995 as a full-service construction and environmental services firm. We have completed a wide array of construction projects on behalf of public agencies or insurance companies, and we are currently providing Owner’s Project Management (OPM) services for multiple public building projects here in the Commonwealth. VERTEX has a proven track record of working successfully with owners, designers, contractors, and the public.

VERTEX has extensive and relevant experience in the construction and renovation of municipal buildings in Massachusetts, including historic town hall and senior center projects. VERTEX recently served as the OPM for the historic renovation/restoration of the Harvard Town Hall, as well as for the historic restoration of Falmouth Station. Additionally, VERTEX served as the Owner’s Project Manager for Littleton’s Athletic Fields and Littleton’s Fire Station. VERTEX’s team is currently representing several

VERTEX has prepared a team of highly-qualified professionals that will serve to represent the interests of the Town of Littleton (Town) throughout Phase I - Pre-Design and Phase II – Design & Construction, pending additional funding, of the Littleton Town Building & Space Needs project. I will serve as the Project Director, overseeing VERTEX’s team for the duration of the project. Kevin Heffernan, a construction professional with extensive experience as Project Manager for multiple construction projects, will serve as VERTEX’s Project Manager. Mr. Heffernan and I will be supported by a team of specialized professionals, including: Steven Kirby, a construction professional with over 34 years of experience; Stephen Theran, a LEED Accredited Professional with extensive construction experience; Terry Scalzo, a mechanical, electrical, and plumbing specialist with over 35 years of experience; and Kenneth Tarbell, our proposed cost estimator. Historic Project Experience & References

VERTEX served as the Owner’s Project Manager to the Town of Chelmsford for the historic restoration of the North and Center Town Halls. The project involved the historical restoration of two buildings in town: the Center Town Hall which was constructed in 1879 and currently serves as the Chelmsford Center for the Arts; and the North Town Hall, constructed in 1853 which now serves the community as an after-school space for middle-school students. North Town Hall, now known as the Chelmsford Community Center, was officially added to the National Register of Historic Places in 2014 after the restoration was completed.

The projects involved restoration of the building’s structural, architectural, and North Town Hall mechanical components, as well as ADA upgrades to ensure accessibility throughout the buildings. VERTEX’s services included attendance at committee meetings, budget preparation and review, designer selection, and construction administration oversight.

Responsibilities included: designer procurement; oversight of all phases of design including schematic design, design development, construction documents, bidding and construction administration; contractor payment reviews and recommendation; budget and schedule management; close out management. Responsibilities also included assisting the Owner in various public information sessions, both in person and on local cable television, before and after project approval.

ABBOT HALL RESTORATION (MARBLEHEAD, MA) Owner: Town of Marblehead Reference: Rebecca Curran Cutting, Chief Procurement Officer – (978) 631-0000 VERTEX Personnel: Project Director – Jon Lemieux; Project Manager – Steven Kirby; Project Representative – Kevin Heffernan Cost: $2.45M OPM Fee: $81K Construction Cost: $1.8M

VERTEX served as the Owner’s Project Manager for the $2.45M historic renovation of Abbot Hall. This project involved the comprehensive repair and restoration of the building, including general masonry repairs and restoration of the historically significant clock tower, clock faces, shingle stone replication, and weathervane (pictured below). This new weathervane replaced a replica of the 1877 original that was fabricated in 1955 but removed in 2012 due to its poor condition and missing pieces. The project also included required accessibility upgrades to signage, door hardware, and accessible parking spaces. The Town of Marblehead applied for and received variances from the Architectural Board to allow the historic character of the building’s main doors and stairway to be preserved. VERTEX’s services included attendance at public meetings, coordination with the Historic Commission, budget preparation and review, designer selection, bid process oversight, and clerk-of-the-works services during the construction phase of the project. One of the biggest challenges associated with this restoration project was the severely restricted footprint available to the contractor for his work and laydown area. This was discussed at length with the owner and designer during design, a logistics plan was determined and included in the contract documents prior to the bid so the contractor would be fully aware of the restrictions.

VERTEX served as the Owner’s Project Manager for the $3.9 million restoration of the historic Ventress Building in Marshfield, MA. The building is included on the list of Nationally Registered Historic Places. The project involved the complete interior and exterior renovation of the historic building, which serves as the offices of the Marshfield School Department. The building includes two stories of offices and a historically-restored meeting room for community use.

The Seth Ventress Building was originally constructed in 1895 and served the Town of Marshfield as a school, library, police station, and town hall. In 2010 the building was completely renovated and restored to its original state. The second floor auditorium and grand stairway as well as the exterior of the building were restored using old photographs and investigation.

VERTEX’s services included attendance at public meetings, coordination with the Historic Commission, budget preparation and review, designer selection, bid process oversight, and clerk-of-the-works services during the construction phase of the project. One of the biggest challenges associated with this restoration project was lowering the basement level to meet code requirements. Work included the extensive underpinning of the entire perimeter of the original stone foundation walls.

VERTEX served as the Owner’s Project Manager for the $7.0 million historic renovation of the Upton Town Hall designed by McGinley Kalsow & Associates, Inc. The project included a complete renovation of the historic town hall with modern meeting and office space throughout. The project included enhancements to the building’s structure, envelope, mechanical/electrical/ plumbing equipment, and all finishes. The project also included a historically- restored stage in the public meeting room. VERTEX’s services included attendance at public meetings, budget preparation and review, bid process oversight, and on-site supervision of construction activities. VERTEX also assisted in the coordination of moving employees and equipment from the Town Hall into a temporary facility. Many of the challenges associated with this project were centered on the historic nature of the building and the way in which the building was originally constructed. For example, routing of MEP and fire protection systems throughout the building was difficult due to the timber framing that was not discovered until selective demolition began. Special attention was paid to the routing as to not damage any of the historic components of the building. Another issue that was discovered involved the original stone foundation. From the interior, sizable stones were exposed to view, but during exterior excavation, the outer layer of the rear foundation walls were found to be smaller, looser stones which weren’t structurally suitable. Due to the potential stability problems uncovered, rebar and mesh were installed over the stone, and the mesh was then shotcreted in two lifts. A major component of the renovation process involved lowering the floor in the basement to allow for additional usable interior space to accommodate town offices. Expanding the lower level of the building meant that the historic exterior was preserved. The pictures below depict before and after conditions of the renovation process:

VERTEX recently served as the Owner’s Project Manager for the $3.0 million historic renovation of the Harvard Town Hall, located within Harvard’s Town Center Historic District. The project included a complete renovation of the 6,000 SF town hall with new electrical, mechanical, and plumbing systems, as well as several structural upgrades. The project also included new aluminum clad wood windows throughout, as well as the replacement of the original cupola. VERTEX’s services included attendance at public meetings, budget preparation and review, bid process oversight, and on-site supervision of construction activities. This project restored the town hall to its original grandeur while concurrently updating key building systems and accessibility to ensure the building would successfully serve the community for many years to come. The project was on schedule and substantially completed in May of 2016, and town employees returned to their new office in June.

Responsibilities included: oversight of all phases of design including schematic design, design development, construction documents, bidding and construction administration; contractor payment reviews and recommendation; budget and schedule management; close out management. Responsibilities also included assisting the Owner in various public information sessions, both in person and on local cable television, before and after project approval.

VERTEX recently served as the Owners Project manager for the $8.0M Fire Station Construction project. The project included relocating current fire department apparatus as well as quarters for the full-time and on-call fire fighters. VERTEX assisted in the procurement of a temporary fire apparatus structure that houses all current fire department apparatus. VERTEX’s responsibilities also included assisting the designer and Permanent Building Committee with design options and budget reviews. The project included the renovation of the current fire department headquarters to allow for upgraded dorm rooms as well as a meeting room, training center and department offices. The project included a pre-engineered apparatus 4 bay structure that provides space for all department equipment.

VERTEX is currently serving as the Owner’s Project Manager for the building envelope renovation of the historic Wellesley Town Hall. The Wellesley Town Hall was originally built as a Library in 1883 and the Town Hall was an addition completed in 1886. The building was placed on the National Register in 1976. The exterior walls consist of granite, quartzite and brownstone. The low slope roofs are copper, and the steep roofs are red slate. Numerous repairs have been performed over the years, the latest being 1997. This project will address the restoration of the exterior envelope for all the exterior stonework, to include 100% repointing of the mortar joints, replacement of deteriorating stone in select locations, patching of stone, repair of previous patch repairs, and installation of structural tie-backs. In addition, all windows will be refurbished and/or replaced plus new storm windows, and all the low slope roof areas will be replaced with either copper or EPDM membrane. Due to temperature restrictions, the project will be performed in two phases. No masonry restoration work can be done during the winter months. Concurrent with the restoration project, a handicapped accessibility upgrade project will be performed on the interior to meet immediate MA Architectural Access Board accessibility requirements, including replacement of two entry doors, installation of automatic door operators, and counter height

The first phase of the project consisted of demolition of two single-family homes, site clearing, new infrastructure to support the new structure, and the construction of the new building. Phase Two, included the relocation of Town offices into the new Town Hall building, demolition of one single-family structure and the existing Town Hall building, reconstruction of a roadway running through the site, reconstruction of an existing parking lot, and landscaping. VERTEX recently served as the Owner’s Project Manager for a project consisting of an addition and renovation to the existing historic Harvard Hildreth House Senior Center to comply with ADA accessibility requirements. The scope of work for the two-story, wood frame building included selective demolition, a two-story wood framed addition, aluminum clad wood windows, an interior hydraulic handicapped lift to provide access to the second floor, interior finishes, second floor toilet room renovation, and an extension of the existing exterior porch, as well as minor alterations to the mechanical, electrical, and plumbing systems. The project also included the installation of a new asphalt parking lot and driveway with associated drainage, grading, and site lighting. VERTEX’s services included attendance at all project meetings, budget review, and on-site clerk of the works services during the construction phase.

VERTEX recently served as the Owner’s Project Manager for the $1.8M renovation of the Franklin Senior Center in Franklin, Massachusetts. The building was originally constructed in 2008, but the entire second level was left unfinished due to budget restrictions. The project involved the complete renovation of the second floor to develop meeting space, multi-purpose rooms, activity rooms, and office space to meet the demands of the growing senior center. It also included the installation of an elevator and a grand stair for egress requirements. The senior center remained completely operational throughout the duration of the construction project, and careful attention was paid to various activities to ensure that nothing hindered any of the center’s programs. The building celebrated its grand re-opening and open house on February 26th, 2017. VERTEX’s services included attendance at building committee meetings, budget review, and on-site clerk of the works services during the construction phase.

We have served as Owner’s Project Manager on multiple municipal building projects including town halls and senior centers, many of historical significance, and we have the knowledge and experience needed to work with the Town throughout this project.

Project-Wide Services: Communication/Project Meetings: Communication is a critical component to a successful project. VERTEX will attend all project meetings, Littleton Town Building & Space Needs meetings, Town meetings and weekly construction meetings. At Town meetings, VERTEX will provide updates on project progress, provide recommendations on payment applications and change orders, answer questions and receive feedback, and take minutes of the meetings. Additionally, VERTEX will advise the Town on project budgeting, schedule, project cash flow, design input, and project scope issues. Furthermore, at these meetings, VERTEX will provide the Town with monthly progress reports, updating the Town on the aforementioned issues. At the weekly construction meetings during the construction phase, VERTEX will represent the Town’s interest in the project, reviewing work progress, critical path work items, and overall subcontractor coordination. VERTEX will serve as the Town’s representative in the oversight and administration of the design contract, negotiations with the Designer as required, the coordination of the design team’s activities, and provide leadership with respect to the implementation of the design, bidding and construction phases by all parties. VERTEX will also serve as the Town’s representative in the oversight and administration of the construction contract, including maintaining certificates of insurance, bonds, and so forth from the Contractor, Designer, and others as necessary. Schedule Management: VERTEX has extensive resources in our organization for the creation and management of project schedules. VERTEX will develop a schedule for the entire project’s program, with stages that include: Pre-construction, Design, Bidding & Procurement, Construction, and Closeout. Once the contractor provides a Critical Path Method (CPM) Schedule for construction, VERTEX will perform a detailed review of this schedule for the Town, as well as performing monthly reviews and updates of the schedule to the Town’s Officials. VERTEX will work with both the Contractor and the Designer to help ensure adherence to schedules by all parties. Budget Creation & Management: VERTEX will develop a budget for the project which includes all construction costs, soft costs (i.e., design services, project management, etc.), furnishings, and contingencies. Additionally, we can utilize the services of Tarbell Construction Management, Inc. to prepare independent cost estimates for the project as a cross check to the estimates provided by the Designer during the Design Development and Construction Document (DD/CD) phases of the design. VERTEX will also develop an initial cash flow report that includes construction costs and incidentals. This information will be of great value to the Town of Littleton’s financial team as they plan for monthly payments throughout the project. Information and Records Management: Throughout all phases of the project, VERTEX will maintain a detailed project record for the Town. Such records will include all construction contract documents (i.e., plans and specifications), submittals and shop drawings, correspondence with all parties, construction correspondences (including Requests for Information, Construction Change Directives, etc.), and financial information (including Requisitions for Payment, Change Orders, Change Order Requests, and Proposal Requests). VERTEX utilizes a suite of Primavera software, including Contract Manager (formerly Expedition) and Primavera Project Planner (P6) for records management and scheduling respectively. Furthermore, VERTEX’s oversight of the document controls will result in the timely processing of time-sensitive documents such as submittals and payment requisitions. Green Building: VERTEX is familiar with green building philosophies and technologies. Grants and support are available for cities and towns that wish to design and construct high performance green buildings and renovations. VERTEX has multiple LEED® Accredited Professionals on our staff who can work with the Town and the design team to perform construction that

VERTEX recently served as the Owner’s Project Manager for the Marshfield Fire Station One project, which considered LEED® in the initial portions of the project evaluation. VERTEX assisted in reviewing cost and impacts to the project associated with LEED® certification. VERTEX’s Stephen Theran is LEED® accredited and can offer insight into LEED® compliance and accreditation requirements.

PHASE I Pre-Design Phase Services: During the pre-design phase of the project, VERTEX will develop the Designer Request for Qualifications (RFQ) for review by the Town. VERTEX will assist the Town with the advertising requirements for the RFQ. Once responses are received, VERTEX will participate in the RFQ review process as well as with the interviews of the short- listed respondents. Once a firm is selected, VERTEX further assist with designer negotiations and contracting.

Site Evaluation and Testing: VERTEX will assess the need for and assist in the implementation of site evaluation and testing including, but not limited to, site surveys, wetlands evaluation, environmental evaluations, hazardous materials evaluation, subsurface testing (percolation tests, test pits, borings, etc.). VERTEX will also assist in the procurement of these services for the Town.

PHASE II

Design Phase Services: During the design phases of the project, VERTEX will work to facilitate a constructive relationship between the Town and the design team. As Owner’s Project Manager, VERTEX will review any documents or feasibility studies that have already been prepared for the Town. We will work with the Designer to make sure that the needs identified in the previous feasibility studies are incorporated into the overall project program. Throughout the different phases of design, VERTEX will work with the Designer to ensure that the input from the Town is incorporated into the construction program. Additionally, VERTEX will provide advice to the Town and the Designer on alternative designs and materials, life cycle costs, and other options. VERTEX will also perform reviews of the documents and provide input to the design team in the interest of the Town. VERTEX will assist in facilitating a constructive relationship between the Town and the selected design firm. VERTEX will oversee the architect’s work in the interest of the Town as it relates to quality of design, efficiency of design, and cost effectiveness. Value Engineering & Life-Cycle Cost Analysis: Value Engineering for VERTEX is a project-long activity that starts the day we receive preliminary plans to the day construction activities are complete. VERTEX’s Project Representative and the Designer will each spend significant time reviewing and discussing the plans with the Town and the Designer. Using Tarbell’s estimating services, we can efficiently run alternative costs for the project. VERTEX will also review the life cycle costs of the products and materials being included in the project’s design. The costs of the construction, operation, maintenance, rehabilitation, depreciation, and replacement/disposal of materials can be reviewed so that the long-term interests of the Town are included in the project’s design and construction. Constructability Review: VERTEX will conduct a constructability review of the Construction Documents before they are distributed to potential bidders for the project. The purpose of the Constructability Review is to try to find those areas of the design that could be the basis of a change order for the contractor so that they may be clarified and discussed with the Town and the design team prior to the procurement process. The documents will be reviewed for feasibility of design ideas, technical accuracy, life cycle costs, potential end-user maintenance issues, etc. VERTEX has found that these reviews can greatly reduce the occurrence of change orders during the construction phase of the project. Finally, VERTEX will perform cursory reviews of the project documents to ensure compliance with Massachusetts Building Code, 9th Edition including Stretch Energy Code, Massachusetts Architectural Access Board, and Americans with Disabilities Act. VERTEX has extensive knowledge and experience in the legal and administrative requirements, procedures, and practices related to the design, funding, and construction of Massachusetts public building projects. Steven Kirby is a licensed Massachusetts Construction Supervisor and as such has a comprehensive understanding of the current building codes. Community Information: VERTEX will work with the Town and the selected design firm to help inform the community at large regarding the building project. As an example, VERTEX participated in a videotaped presentation for an MSBA-funded school project in the Town of Barre, MA and attended Barre’s Town Meeting to present on the project.

Bid Phase Services: During the bid phase, VERTEX will work with the Town and the design team to oversee the public bidding process to ensure compliance with the Massachusetts General Laws (MGL) Chapter 149 or 149A as applicable. VERTEX will facilitate any necessary pre-bid conferences with prospective bidders, oversee the Designer in the distribution of construction documents, and oversee the public bid opening. VERTEX will work with the Designer to prepare a formal recommendation to the Town once the final bids have been received. VERTEX will assist the Owner in the preparation and execution of the Notice of Award and Owner-Contractor Agreement and obtain from the Contractor performance and payment bonds, insurance certificates, and all other documents and certificates required for contract execution. VERTEX will assist the Owner and the Designer in preparing and sending the Notice to Proceed to the Contractor and will subsequently provide the Contractor, Designer and Owner with required copies of executed construction contract documents. Finally, if necessary, VERTEX will represent the Town’s interest in any bid protests, re-bidding, or renegotiating of contracts. VERTEX has overseen the public procurement process on numerous projects in Massachusetts and is qualified to do so for the Town. We have thorough knowledge of the Commonwealth’s construction procurement laws, regulations, and policies. Jon Lemieux, PE, VERTEX’s proposed Executive Project Manager, and Steven Kirby, VERTEX’s proposed Project Manager, have both completed the Massachusetts Inspector General’s MCPPO certification program for School Project Designers and Owner’s Project Managers, and as such have a comprehensive understanding of the Massachusetts public procurement laws and procedures, including the amendments made by the 2004 Construction Reform Laws and the CM- at-Risk delivery method. VERTEX personnel have extensive experience with Chapter 149 and Chapter 149A delivery methods on public projects of similar scope and can apply that experience to Town’s project. Because of our background providing OPM services for multiple public projects, VERTEX is very familiar with the filed-sub-bid requirements in Massachusetts. We have assisted municipalities in advertising and obtaining filed sub bids for their projects, attended bid openings, and recording results. We also have experience with the pre-qualification process for both general contractors and subcontractors, including developing of the Requests for Services, evaluating submissions, and conducting reference checks.

Construction Phase Services: “Time is of the Essence” is VERTEX’s approach in meeting an aggressive design and construction schedule. Not only will we strive to meet your objectives, but we will make it a priority to improve upon the schedule and accelerate completion. Less time on site results in additional cost savings to the Town. The Contractor’s baseline schedule and periodic updates will be regularly reviewed and commented upon. VERTEX will monitor the Contractor’s compliance with the submitted construction schedule and make recommendations to the Owner when requirements of the Owner-Contractor Agreement are not being fulfilled. Our services during construction will include: Construction Administration Services: VERTEX will maintain a part-time or full-time on-site presence during the construction phases of the Town’s project, dependent upon the needs of the Town. VERTEX’s construction administrator will monitor construction to ensure compliance with contract plans and specifications, monitor time & materials work, and provide daily records and photographic documentation of the project. Change Order Review and Negotiation: VERTEX will provide an independent third-party review to all change orders issued on the project. VERTEX will review all proposed change orders on the Town’s behalf and make recommendations based on material costs, material quantities, labor rates, and labor quantities. VERTEX will see that all change orders are dealt with in a time-effective manner, so that they do not hinder the close-out of the project. Construction Health & Safety: Our approach towards safety and security typically emphasizes the safety procedures of contractors and construction personnel on site. We will monitor contractors’ safety programs, develop a logistics plan, and locate fences and barricades to ensure safety. We will review the contractors’ work and be sure the contract documents are specific in their responsibility for a safe work environment. An oversight in the quality or safety at any stage of any

Aside from the obvious risk to public and worker safety, an accident can possibly delay project execution and increase project costs. Community Relations & Construction Mitigation: VERTEX will work proactively with the Littleton community to mitigate any disruption to community members caused by the project. A Construction Mitigation Plan will be developed in the design phase of the program, and VERTEX will attend any Town meetings with community leaders, neighborhood abutters, and any other interested stakeholders to develop a construction plan that will be mutually beneficial to all parties. Any issues from community members during construction will be dealt with in a time-effective manner. Additionally, VERTEX will work with the Town and the selected design firm to help keep the community informed regarding the building project. VERTEX will accomplish this through whatever methods are deemed by the Town as best for the Town of Littleton (e.g. periodic site tours during construction for local cable television, presentation information for the Town of Littleton’s website, etc.). Temporary Facilities: If temporary facilities are needed during the construction phase of any of the projects, VERTEX will work with the Town to find a suitable location and assist in coordinating the relocation of personnel and equipment as needed. VERTEX has assisted in the coordination of several temporary relocations including the efforts at the Upton Town Hall and Harvard Town Hall and is qualified to do so for the Town of Plymouth, if needed.

Closeout/Warranty Phase Services: Fundamentally, VERTEX believes that a project closeout begins at the beginning of the project. By planning for the closeout of the project from an early stage, the process of closing out the project will be accomplished much more effortlessly. Punch List: VERTEX will participate in the creation of the project’s final punch list, ensuring that all aspects of the project are completed satisfactorily before final payment is made to the contractor. As the punch list work is completed by the contractor, VERTEX will assist the design team in reviewing completed work. Building Commissioning: VERTEX understands the importance of building commissioning as it ensures that all building equipment is operating efficiently and per the specifications and commissioning plan. VERTEX’s Terry Scalzo has extensive experience in the construction, testing, and start-up of mechanical, electrical, and plumbing (M.E.P.) systems on both new construction and renovation projects alike. Closeout Documentation, Training and Warranty: VERTEX will review the contract documents and create a log of all closeout documentation that should be submitted at the completion of the project. This documentation will include, but not be limited to: operation and maintenance manuals, as-built/record drawings, contractor and manufacturer warranties, and end-user training. VERTEX will oversee the contractor in the turnover of all appropriate closeout materials and ensure that they are satisfactory to the Town and end users. Additionally, VERTEX will facilitate the scheduling of all training sessions, ensuring that the appropriate parties attend on the end user’s behalf, and will oversee the video recording of the training sessions per the contract documents.
