Introduction Middlesex County College is requesting proposals for high school student advertising.

Background Information Middlesex County College (MCC) is a two year community college which was established in 1964 and became part of a statewide network of 19 county colleges. The college enrolls more than 25,000 students in degree and certificate programs and over 650 full and part-time faculty members. The main Campus located in Edison, , is comprised of 36 buildings over 182 acres with about 800,000 square feet of building space. Urban outreach centers located inDOCUMENT. THIS Goals and Objectives NOTE:The purpose of high school student advertising packages is to understand and influence high school students. These advertising packages will help create better strategies to assist students in making a decision to attend post-secondary college, specifically Middlesex County College.

The objectives of the high school student advertising packaged is the following:

1. Hyper Targeted Advertising & Brand Awareness: promote Middlesex County College directly into local high schools in high traffic areas guaranteeing a daily impression rate of 1.5 per student. These direct Ads will function in the following ways: DOCUMENT.  Put up large 3x4 foot vinyl advertisements within local high schools BID

 Build relationships with the high schools – to coordinate, execute and advertise on high school property OFFICIAL

AN  Service of Ads –maintain the advertisements during the duration of the campaign and service or replace any ads that may be damaged NOT IS

 Education Only – be subject matter experts in the educationTHIS industry and not advertise for anyone but higher education organizations.

A. Scope of Services

The High School Advertising Package vendorPURPOSES needs to have the following requirements:

1. Build relationships with local high schools in Middlesex County 2. Execute 3x4 foot vinyl advertisement within the high schools 3. Service the 3x4 foot vinyl advertisements (service and replace any ads that may get damaged 4. Provide a minimumINFORMATIONAL of two artwork refreshes per campaign 5. Conversation FORreporting – measure success of ads placement in connection with how students convertIS into a post-secondary student

ProposalDOCUMENT Format and Requirements The vendor shall submit one original (conspicuously marked “ORIGINAL”) and two complete copiesTHIS of their written proposal that presents their qualifications and understanding of the work to be performed. Include all information requested, organized in tabbed sections clearly NOTE:identified in a table of contents as described in the paragraphs that follow. Any other information thought to be relevant, but not applicable to the enumerated categories, may be provided as a separate appendix to the proposal. The following information/documents shall be included in the proposal package to be considered responsive to the Request for Proposals:

A. Agents and Address Identify who will be the project manager and key staff assigned if awarded. List the address, e- mail address, and telephone number of the office from which the services are to be provided. B. Statement of Methods and Procedures Provide a statement describing the scope of work as you understand it. Describe the high school student advertisement plan, reach, and any reporting associated with the ad success. DOCUMENT. C. Management Synopsis BID Provide a synopsis prepared for management review, covering the significant features of the proposal including overall costs and term of work. OFFICIAL AN

E. Work Schedule NOT IS Provide a timeline indicating start of communication with the high schools and completion dates of the 3x4 wall ads as well as when the refreshes will take place.THIS It is expected that the work will commence as soon as possible after the contract is awarded. Cost of Services Provide a total cost estimate, for a 24-month term and “not to exceed” amount for the work described in scope of work; a rate schedule for computing any extra work not specified in the contracted scope of work; and an amount to be deducted from total cost estimate. Criteria and Selection DOCUMENT. After the College staff has reviewed the proposals, final selection will be determined. The successful high school student advertisement provider will be required to enter into an BID agreement for professional services with Middlesex County College.

The College will select the firm that, in the College’s sole judgement, providesOFFICIAL the most advantageous combination of qualifications and price.
