2. Noted the follow-up-action taken report on the decisions of the 47thmeeting held on 28.12.2015 (Annexure–I, Pages 3-51 of the agenda).

While noting the follow-up action report on the decisions of the 47th meeting of the Academic Council in its meeting held on 28.12.2015, Prof. R.K. Gupta has pointed out in the House regarding item No. 45 as to what action has been taken on the resolution it was informed that the Vice-Chancellor will reconsider the MOU signed by the University with TCG Life Sciences, . It was resolved that a Committee be constituted to examine why it could not be implemented as per University Ordinance in Chemistry Department, whereas it had no problem for other deptt.(s).

Short note on GURUDEV RAVI SHANKAR JI, commonly known as SRI SRI RAVI the SHANKAR, was born on 13 May 1956 in Tamil Nadu, India. He Outstanding is also frequently referred to simply as “SRI SRI” (honorific) or as Scholars GURUJI or GURUDEV. He is a spiritual leader and founder of the Art of Living Foundation in 1981, which aims to relieve individual stress, societal problems, and violence. In 1997, he established a Geneva-based charity, the International Association for Human Values, an NGO that engages in relief work and rural development and aims to foster shared global values. For his service, he has received some of the highest awards of several countries including India, Peru, Colombia, Paraguay, etc. In January 2016, he was awarded the “Padma Vibhushan” by the Government of India.

2. Name of PRABHAKAR, Outstanding SHRI PRABHU SURESH, Scholars RAILWAY MINISTER, GOVT. OF INDIA, NEW DELHI Field(s) in Doctor of Management which Honoris Causa is to be proposed

Short note on SURESH PRABHAKAR PRABHU (born on 11 July 1953) is an Indian the politician and the current RAILWAY MINISTER OF INDIA, under the Outstanding NARENDRA MODI GOVERNMENT. He is a Chartered Accountant by Scholars profession and a member of the Institute of Chartered Accountants of India. Since 1996, Prabhu has been a repeatedly elected Member of Parliament from Rajapur Lok Sabha constituency in Maharashtra as a member of the Shiv Sena political party. He quit Shiv Sena and joined Bhartiya Janta Party on 9 November 2014. He presently represents Haryana in Upper House of Indian Parliament. He has held several government and semi government positions, which includes chairmanship of Maharashtra State Finance Commission, Saraswat Co-operative Bank, Member of the Maharashtra Tourism Development Board, among others. He is working on 16 global organizations and 9 strategic dialogues. He runs an NGO - Manav Sadhan Vikas Sanstha which is working towards empowerment of people.

3. Name of SMT. SAROJ BALA, Outstanding IRS (RETD. MEMBER, CBDT), Scholars DIRECTOR, I-SERVE DELHI CHAPTER, INSTITUTE OF SCIENTIFIC RESEARCH OF VEDAS, GURGAON Field(s) in Doctor of Science which Honoris Causa is to be proposed

Short note on SMT SAROJ BALA (born on April 04, 1949) is an IRS officer of the 1972 batch and had retired as Member of CBDT. She has done Outstanding M.A. in Political Science and holds a degree in LLB She made Scholars two very valuable contributions for improving the delivery of services to tax payers in India, one in the form of launching an annual publication titled, "Let us Share - A compilation of Best Orders and Best Practices in Income Tax Department" and the other an "Advanced Mid-Career International Training Program" for IRS officers. She was the first lady probationer in the history of Indian Revenue Service to be adjudged as the 'Best All Round Officer'. As Chief Commissioner she had revived the Income tax office in J & K after the terrorist attack in 2005 and as Director General (Training) at Nagpur, she had got conducted several training programs for tax administrators of foreign countries. Smt. Saroj Bala is at present the Director of the Institute of Scientific Research on Vedas (I-SERVE) which was established in 2004 under the patronage of Late Shri R. Venkataraman, former President of India. I-SERVE is registered as an NGO and has the following objectives :- * To establish synergy between ancient scientific wisdom and modern sciences with the objective of developing nature-friendly technologies particularly in areas like agriculture, energy and medicine. *To carry out research into the authenticity and historicity of events narrated in ancient books by making use of modern scientific tools, which could develop shared pride amongst all Indians in our rich heritage. Currently, she is working as the Chief Research Co-ordinator of the Research project o I-SERVE titled „Cultural Continuity from Rigveda to Robotics: depiction through sky simulations of astronomical references and supporting scientific evidences‟. This involves extraction, translation and sequential dating of astronomical references in ancient Sanskrit literature, particularly in Vedas and Epics, by making use of Planetarium software and establishing co-relation with ecological, archaeological, geological & anthropological evidences for scientific reconstruction of the history of the Indian subcontinent. First national seminar on this subject was organized on 30-31 July, 2011, which was inaugurated by late Dr. A.P.J. Abdul Kalam, who whole heartedly supported in this research project. In fact our research basically provides detailed scientific evidences supporting the facts stated by this Great Son of India! Many eminent scholars and scientists from all over India had participated. Thereafter Smt. Saroj Bala had authored the books with under mentioned titles :- 1. “Historicity of Vedic and Ramayan Eras : Scientific Evidences from the Depths of Oceans to the Heights of Skies” & 2. “oSfnd ;qx ,oa jkek;.k dky dh ,sfrgkfldrk % leqnz dh xgjkb;ksa ls vkdk‟k dh ÅapkbZ;ksa rd ds oSKkfud izek.k”

Resolved that the above proposal be approved and recommended to the Executive Council with minor modifications in the short note on the outstanding scholars. -7-

10. Considered the amendments in the existing Clause(s) No. 1.18, 1.19 of Ordinance-XXVII of Credit Based System and Clause 12 & 13 of Ordinance-XIV relating to Scholarships, Stipends, Medals and Prizes, External Scholarships on the recommendations of the Credit Based System Ordinance Committee constituted by the Vice-Chancellor in its meeting held on 04.03.2016 (Annexure-IV Pages 87-89 of the agenda).

Resolved that the above proposal be approved.

11. Considered allowing declaration of result of Mr. Pawan Kumar an ex- student of M.Sc. Industrial Chemistry for his improvement exam taken by him second time in May-2015.

Resolved that the Vice-Chancellor may be authorized to constitute a Committee to investigate the matter regarding improvement of examination of Mr. Pawan Kumar.

No. PS- ACSS&T/2016/167 dated 17.02.2016 of three weeks training programme on Geospatial Technology and its applications to be conducted by HARSAC (Haryana Space Applications Centre) as a “Refresher Course” for University teaching faculty of Biological Sciences, Environmental Sciences, Geoinformatics, Physics, Electronics & Communication Engg. and Computer Science & Engg. for fulfilling requirements for promotion etc. (Annexure-VIII Pages 104-111 of the agenda).

Resolved that the above proposal be approved only for Teaching Faculty of Agricultural Sciences, Environmental Sciences, Physics, Geospatial Technology, Biology and Geography.

17. Considered the recommendations of the Committee in its meeting held on 06.01.2016 under the Chairmanship of Vice-Chancellor to start of B.Tech. At the end, the issue of the format of Ph.D. Degree was discussed as in some departments, name of department is not conveying the subject in which the degree is awarded. It was resolved that in addition to name of department and faculty, subject could also be added in the degree. The relevant subjects be got approved from competent authority.
