In a 2012 contest that National Journal termed among the year’s best campaigns, Rothfus defeated incumbent Democrat Mark Critz, 52 percent to 48 percent, to represent Pennsylvania’s 12th District, which was redrawn by the Republican- majority state legislature after the 2010 census to favor the GOP. Critz had served since winning a 2010 special election following the death of Democrat John Murtha, who had represented the area for 36 years. Outside groups poured about $10 million into the race, the most in any congressional election in the country and most of it helping Rothfus, according to the Pittsburgh Post-Gazette. It was Rothfus’s second try for a House seat; two years earlier, with Tea Party support, he defeated a former U.S. attorney in the Republican primary and came within two percentage points of beating incumbent Democrat Jason Altmire in the nearby 4th District. Early Years Rothfus was born in Endicott, New York, and was raised near Buffalo. After he finished law school at the University of Notre Dame, he moved to the Pittsburgh area, where his wife was raised, and joined a law firm. He left private practice in 1993 to spend four years as associate dean of Regent University’s law school. In 1997 he joined the Pittsburgh firm of Yukevich, © 2015 Bloomberg Finance L.P. In 1997 he joined the Pittsburgh firm of Yukevich, Marchetti, Liekar & Zangrilli, where he spent most of his career until he ran for public office. “Most of Keith’s professional life has been as an attorney in the private sector, working with large and small businesses as they strive to expand and create the jobs and opportunities that will shape the future of our country,” according to his website. “He has seen firsthand the impact high taxes, onerous regulation and ill-conceived policies have on the lives of the people in the area.” From March 2006 to June 2007 Rothfus worked in the George W. Bush administration as director of the Center for Faith- Based and Community Initiatives in the Department of Homeland Security, where he created and led an office set up to work with faith-based organizations to provide disaster relief. On social issues, Rothfus, a Roman Catholic, said he is opposed to providing taxpayer dollars to any organization that provides or promotes abortion and believes that marriage is between a man and a woman. Rothfus and his wife, Elsie, have six children. He is a cancer survivor and in his personal time trains for marathons. He represents Pennsylvania's Twelfth Congressional District, which includes all of Beaver County and portions of Allegheny, Cambria, Lawrence, Somerset, and Westmoreland Counties in Western Pennsylvania. He spent most of his professional life in the private sector. As an attorney, he helped businesses of all sizes expand and create jobs in Western Pennsylvania. Keith served as the first director of the Center for Faith-Based and Community Initiatives at the Department of Homeland Security (DHS). He launched and managed DHS's efforts to coordinate relief services with faith-based and community organizations after natural disasters. He has served on the Board of Directors of the Veterans Leadership Program of Western Pennsylvania, an organization that provides support services to local veterans and their families.     Fact Sheet: The House Health Repeal Bill’s Impact on Pennsylvania A year ago, a majority of the House of Representatives, including Representatives Mike Kelly, Scott Perry, Glenn Thompson, ​ ​ Bill Shuster, Tom Marino, Lou Barletta, Keith Rothfus, Lloyd Smucker, and Tim Murphy, voted for and passed the so-called “American Health Care Act,” or AHCA, a health repeal bill that would have cut coverage, increased costs, and eliminated protections for hundreds of thousands of Pennsylvanians. The bill would have imposed an “age tax,” letting insurers charge people over 50 five times more for coverage, and put the health of one in five Americans on Medicaid in jeopardy, including seniors, children, and people with disabilities. While Pennsylvanians would have lost out, the wealthy and insurance and drug companies would have gotten $600 billion in new tax breaks. AHCA Meant Pennsylvanians Would Have Lost Coverage 777,000 Pennsylvanians Would Have Lost Coverage. In 2026, 777,000 Pennsylvanians would have lost coverage under ​ ​ ​ this bill. 371,800 With Medicaid Would Have Lost Coverage. Under the American Health Care Act, 371,800 Pennsylvanians with ​ Medicaid would have lost their coverage. ​ ​ 10,800 Veterans in Pennsylvania Would Have Lost Coverage. Under the American Health Care Act, 10,800 veterans in ​ Pennsylvania would have lost their Medicaid coverage. ​ ​ AHCA Meant Pennsylvanians Would Have Paid Higher Costs, Especially Older Pennsylvanians Raise Premiums By Double Digits. Redistricting of Congressional seats meant a shakeup was coming for the Commonwealth’s 18-member delegation. At the statewide level, the Governor and one of two U.S. Senators were on the ballot. In the state legislature, half of the 50 Senate seats (even- numbered districts) and the entire 203-seat House of Representatives were up for grabs. During the 2017-18 legislative session the Pennsylvania House of Representatives was comprised of 121 Republicans and 82 Democrats. After last night’s election, the 2018-19 legislative session will have 109 Republicans and 94 Democrats, after the Democrats picked up 11 seats. In the Pennsylvania Senate, Republicans had a majority during the 2017-18 by a margin of 34-16. Yesterday, Senate Democrats picked up 5 seats, narrowing the Republican’s majority. Next session will have 29 Republican members and 21 Democratic members. The 18-member Pennsylvania delegation had only 6 Democrats during the 115th Congress (2017-19). When new members are sworn into the 116th Congress next year, Pennsylvania’s delegation will be split, with 9 Republicans and 9 Democrats. Governor Governor Tom Wolf (D) and his running mate for Lieutenant Governor John Fetterman (D) defeated the ticket of Scott Wagner (R) and Jeff Bartos (R). Wolf received 2,799,1559 votes (57.66%), while Wagner got 1,981,027 votes (40.81%). U.S. Senate Senator Bob Casey (D) defeated Lou Barletta (R) by a margin of over half a million votes.

Foreign Relations Authorization Act (Office for Global Women's Issues) (06/10/2009, Roll Call No. 328) In testimony before the House Foreign Affairs Committee on April 22, 2009, Secretary of State Hillary Clinton made it clear that the Obama Administration will seek to promote abortion throughout the world. "We are now an administration that will protect the rights of women, including their rights to reproductive health care," Secretary Clinton said. She also said that the Obama Administration believes that "reproductive health includes access to abortion," and she told pro-life Congressman Chris Smith (R- NJ), "You are entitled to advocate . anywhere in the world, and so are we." In June 2009 the House of Representatives took up the Foreign Relations Authorization Act (H.R. 2410), a bill to authorize various State Department activities. The bill contained a section to establish an Office for Global Women's Issues, headed by an ambassador-at-large who will report directly to Secretary Clinton. Given the clear evidence that the Obama Administration State Department is determined to campaign for abortion, NRLC informed House members that NRLC opposed the bill, unless the House added an amendment proposed by Congressman Smith to prohibit the office from engaging in activities to change foreign abortion laws. However, the House Rules Committee -- which is an arm of the leadership of the Democratic majority that controls the House -- refused to allow the House to vote on the Smith Amendment, so NRLC opposed passage of the bill.
