Supported by many of the world’s leading communication providers and research bodies, this year’s Conference will include daily plenary sessions and 11 symposia on various hot topics in the communications industry. The technical program will also be complemented by exciting tutorials and workshops. Comprehensive positive feedback has been received from top executives from carriers, suppliers and providers, senior representatives from international and regional organizations as well as scientists, engineers and academics on previous IEEE ICC conferences and during the planning of the 2009 event – demonstrated by the huge number of papers submitted. This reflects the dynamics of our industry and the growing need for knowledge sharing in a fast-paced market. Dresden and its surrounding area are becoming increasingly important for manufacturers in the communications industry as well as for communication-related R&D institutes. Additionally, the conference venue, the “International Congress Center”, presents participants with the opportunity to visit the heart of the historical city of Dresden and view sights such as the Semper Opera House, the Zwinger, or the famously rebuilt Frauenkirche. In this regard, the objectives of this event should be: technical and professional exchange, personal networking, sharing information, and visiting sites of historical importance. Hamid Akhavan, CEO T-Mobile International AG and General Chair IEEE ICC 2009 2 Welcome To Dresden On behalf of the Technical Program Committee and as a resident of the city of Dresden, I am glad to welcome you to IEEE ICC 2009 in Dresden, Germany! This year the TPC of IEEE ICC consists of 45 experts from all over the world. We managed 3,600 paper registrations of which about 3,000 were reviewed and 1046 are presented at IEEE ICC 2009. About 1,700 TPC members collected more than 10,000 reviews, at least three for each reviewed submission. Thanks to all the efforts by the TPC, we are able to offer you an interesting and manifold program. I would like to thank everyone who supported us, particularly all the reviewers! Among others, we can proudly offer you at this year’s IEEE ICC keynote speeches by H. Akhavan (T-Mobile International AG), V. Reding (European Commission), B. Hirosaki (NEC), H. Kremling (Vodafone), S. Redl (Qualcomm) and T. Jurk (State Saxony). Furthermore, IEEE ICC 2009 has a panel track on topics such as energy efficient communications and vehicular telecommunications. The conference will be complemented by 10 full-day workshops with 152 presentations selected from 360 peer-reviewed submissions and 19 half-day tutorials selected from about 70 proposals and covering current topics such as “Green” Communication, Network of the Future, and LTE Evolution. Besides a distinctive technical program, you will have the chance to enjoy an amazing city. Its beautiful architecture and museums reflect more than 800 years of eventful history. The vibrant social life in one of the 200+ pubs and cafes around the city center as well as the unique landscape of the Dresden-valley invite you to team up with other researchers and to discuss the future of communications.
