THE PARISHES OF St Peter and St Mary, New Fishbourne, and St Mary the Virgin, Apuldram Rector: The Reverend Canon Moira Wickens We Will Remember Them On the eleventh day of this eleventh month there will be special services in both our churches, to mark the 100th anniversary of the ending of the first world war. We will be joining our prayers and thoughts with countless others across the world, and you are invited to join us. At 8.00am there will be a short service at St. Mary's Church Apuldram, and then at 10.30am at Fishbourne, with the act of Remembrance taking place at the eleventh hour. If you pop into either of the churches you will see the 'silent soldiers', almost invisible figures representing those from our parishes who gave their lives for our freedom. These figures may unnerve you, for they are there, but not there, and yet they remind us all not only of those who served our country during the great wars, but also those who have been in conflicts since. We will remember those who serve in the armed forces to this day, and all those who have survived. We will also remember the great acts of service that were carried out by so many women who not only supported the men, but who also kept our country going during those terrible years. During both our services we will listen to special readings, 'The Soldier', and 'Flanders Fields', wreathes will be laid, and the names of the men from our communities who are on the memorial plaques inside the churches, will be read out. -

Streams, Ditches and Wetlands in the Chichester District. By Dr. Carolyn Cobbold, BSc Mech Eng., FRSA Richard C J Pratt, BA(Hons), PGCE, MSc (Arch), FRGS Despite the ‘duty of cooperation’ set out in the National Planning Policy Framework1, there is mounting evidence that aspects of the failure to deliver actual cooperation have been overlooked in the recent White Paper2. Within the subregion surrounding the Solent, it is increasingly apparent that the development pressures are such that we risk losing sight of the natural features that underscore not only the attractiveness of the area but also the area’s natural health itself. This paper seeks to focus on the aquatic connections which maintain the sub-region’s biological health, connections which are currently threatened by overdevelopment. The waters of this sub-region sustain not only the viability of natural habitat but also the human economy of employment, tourism, recreation, leisure, and livelihoods. All are at risk. The paper is a plea for greater cooperation across the administrative boundaries of specifically the eastern Solent area. The paper is divided in the following way. 1. BOUNDARY COMMISSION ENGLAND RECOMMENDATIONS FOR REVIEW OF WARDS OF CHICHESTER DISTRICT COUNCIL Response from FISHBOURNE PARISH COUNCIL on the Boundary Commission’s three main considerations. 1. Electoral Equality achieved by Draft recommendations: Boundary Commission Recommendation: Bosham, Fishbourne, Appledram and Donnington to form a 3 member ward entitled Bosham & Donnington Ward. Reflection of Community Identity. COMMENT: There is serious concern about the unintended damage that would be caused by the choice of name for the new ward. Though “Bosham and Donnington” has the advantage of marking the geographical extremes of the new ward, it omits two of the village names and this could have damaging (though unintended) outcomes. Whatever rule is applied to naming of new wards has to have room for some flexibility. This is where local knowledge has such an important part to play. In this particular case, combining the names of four separate villages under the name of two of them conflicts both with the Fishbourne Neighbourhood Plan and with the CDC's own local plan both of which stress the need for the preservation of the individual villages and of the neighbouring AONB. This is vital not only because of the quality of life in the separate villages but also because we are fighting to prevent major developers from building on the strategic gaps between villages and destroying for ever the charm and attraction of the coastal villages and their popularity as a tourist area. -

Monitoring and Review 63 2 Foreword Neighbourhood planning was introduced by the Localism Act 2011 and provides communities with the opportunity to shape the future development of their town or parish by putting in place a Neighbourhood Development Plan. In December 2012 Bosham Parish Council ("BPC") applied to Chichester District Council ("CDC") for the designation of the Bosham parish boundary as the Neighbourhood Plan Area. This designation was made on 18th March 2013 and work on the Bosham Parish Neighbourhood Plan began. The Bosham Parish Neighbourhood Plan ("BPNP") has been produced by a Project Team appointed by and reporting to BPC and as a result of the careful consideration of numerous consultation exercises and responses from the community and a wide variety of local stakeholders. Detailed consideration has also been given to numerous evidential sources including local survey information and higher level planning policies and guidance. This work has been undertaken with the assistance of the Bosham Association and community volunteers and with the advice and support of the CDC and the Chichester Harbour Conservancy. -
Boxgrove Parish Neighbourhood Plan – Reg 14 Pre-Submission Plan
01 November 2017 Boxgrove Parish Council Dear Sirs, Subject: Boxgrove Parish Neighbourhood Plan – Reg 14 Pre-submission plan Thank you for consulting the South Downs National Park Authority (SDNPA) on the pre- submission consultation draft of the Boxgrove Neighbourhood Plan. The SDNPA welcomes the publication of this plan, which is a result of a considerable amount of hard work by the parish council and the local community. Around half of Boxgrove parish is in the South Downs National Park (SDNP), although the main settlements Boxgrove, Halnaker, Crockerhill and Strettington are outside the SDNP. On the 14 March 2013, the SDNPA designated this area as a Neighbourhood Area following an application from Boxgrove Parish Council. As the area of the Parish within the SDNP is largely countryside, these comments focus on elements of the Boxgrove Neighbourhood Plan most relevant to the National Park: How the Neighbourhood Plan fits into the Planning System For the area within the SDNP, the Neighbourhood Plan also needs to be in line with the saved policies of the Chichester Local Plan 1999. The SDNPA is preparing a new Local Plan which will in time replace the 1999 Chichester District Council (CDC) Local Plan. The emerging South Downs Local Plan is currently out for pre-submission consultation until the 21st November 2017. As a substantial area of the parish is in the SDNP, the Neighbourhood Plan also needs to be consistent with the DEFRA Vision & Circular on English National Parks and the Broads. As the main settlements are outside the SDNP, CDC is the lead authority for the neighbourhood plan. -

Appendix F11f Chichester District Council Chichester District Council Local Planning Authority Boxgrove Neighbourhood Plan 2017-2029 DECISION STATEMENT 1. Introduction 1.1 Under the Town and Country Planning Act 1990 (as amended), the Council has a statutory duty to assist communities in the preparation of Neighbourhood Plans and Orders and to take plans through a process of examination, referendum and adoption. The Localism Act 2011 (Part 6 Chapter 3) sets out the local planning authority’s responsibilities under Neighbourhood Planning. 1.2 This report confirms that the modifications proposed by the examiner’s report have been accepted, the draft Boxgrove Neighbourhood Plan has been altered as a result of it and that this plan may now proceed to referendum. 2. Background 2.1 The Boxgrove Neighbourhood Plan relates to the area that was designated by Chichester District Council as a neighbourhood plan area on 4 December 2012 and by the South Downs National Park Authority (SDNPA) on 14 March 2013. This area corresponds with the Boxgrove Parish Council boundary that lies within the Chichester District Council and South Downs National Park local planning authority areas. Chichester District Council is the lead local planning authority for neighbourhood planning. 2.2 Following the submission of the Boxgrove Neighbourhood Plan to the Council, the plan was publicised and representations were invited. The publicity period ended on 8 June 2018. 2.3 Mr Tony Burton was appointed by Chichester District Council, with the consent of Boxgrove Parish Council, to undertake the examination of the Boxgrove Neighbourhood Plan and to prepare a report of the independent examination.
