EXECUTIVE SUMMARY

Faridabad district is situated in the southern part of the state. It has total geographical area of 743 Sq. kms and comprises of 150 villages. The district consists of 2 sub–divisions, 2 blocks, 7 Assembly and one Lok Sabha constituencies. It is industrial hub of Haryana and country. There are about 15,000 small, medium and large industries operating in the district providing direct and indirect employment to nearly half a million people and ranks 9th largest industrial estate in Asia. Many international/ multinational companies like Whirlpool, Goodyear, Larsen & Toubro, Asia Brown Boveri, GKN Invel, Woodward Governer, Castrol besides Escorts, Eicher, Cutler Hammer, Hyderabad Asbestos, Nuchem are having their plants in the district. About PLP The basic objective of this plan is to identify and map existing development potential in the district to carry out various economic activities specifically those prevalent in rural areas; and to evolve an appropriate mechanism to exploit the potential over a period of one year. The theme of this year plan is “Accelerating the pace of capital formation in agriculture and allied sector” to enhance agriculture production & productivity to take it to higher trajectory. Projection of Sector-wise Potentials Based on various factors, like long-term potential, availability and identified gaps in infrastructure, marketing support, State/Central Govt. policies, credit flow trends during recent years, credit absorption capacity and other strengths and weaknesses of the credit delivery systems, a plan of ` 3712.85 crore has been projected for development of identified potential of the district for the year 2016-17. Major components of the Potential Credit Projection include Crop Loans (`370.21 crore), Term Investment in Agri. (`177.75 crore), Agri. Infrastructure & Allied (`70.73 crore), MSME (`2106.76 crore) and Other (`987.40 crore). A moderate increase in the Agriculture credit has been made keeping in view the low level of achievements in past and large scale industrialization & rapid conversion of the good quality agriculture land for commercial & housing purposes. Infrastructure Gaps Availability of required infrastructure plays a major role in enhancing credit flow to different sectors of the economy. An attempt has been made to document the availability and gaps in the infrastructure which needs to be bridged in order to develop the identified potential of the district.The major constraints identified in the development of the district included non- availability of essential inputs, fertilizers, power supply, absence of modern cold storage, cold chain, godowns, agro processing industry and social infrastructure etc. Some of the suggestions for improving linkages in various sectors include provision of timely and sufficient agricultural inputs, creation of storage/godown, cold chain, adequate supply of electrical power, etc. Govt. Sponsored Schemes and Programmes Credit-linked subsidy schemes like DEDS, AIS, JLNSM, ACABC, protected cultivation etc. have positive correlation with credit flow in the district. Credit Delivery Systems - Institutional and Informal Faridabad has 273 outlets of institutional finance - 12 branches of Central Cooperative Bank, 2 Primary Agriculture Development Banks, 23 branches of Sarv Haryana Gramin Bank and 235 branches of 43 Commercial Banks. 50 branches cater to rural and semi-urban areas of the district. Overall CD Ratio is 71%. Performance of Annual Action Plan has been 147% for the year ended 2014-15.

Informal credit outlets comprise of money lenders and a highly motivated fleet of 940 SHGs. Out of these, 828 SHGs have loan outstanding of `723.98 lakh. Recovery both at SHG level and the bank level is more than 90%. Two NGOs (viz. Navshristy & Carmel Matha Sadan) have been working as SHPI with financial assistance from NABARD. With launching of PMJDY there is almost universal coverage. Banks are making special drive to provide social security cover to each account holder through PMJJY,PMSBY and APY.
