A History of the United States National Outdoor Smallbore Rifle Championships 1919-2013 By Hap Rocketto August 25, 2013 i Acknowledgement This history is an attempt to capture the events and personalities that make the National Rifle Association’s National Outdoor Smallbore Rifle Championship such a powerful and interesting story. Covering the years 1919 through 2002 was done under the auspices of the NRA’s publications division, as source material for The National Matches: 1903-2003 The First 100 Years. The reports of the years 2003-2010 were written for, and published by, Precision Shooting Magazine until that publication’s demise and thereafter they were specifically written for this history. This is not a formal history in the sense that bibliography is not appended nor are sources cited. However, much of this story was collected from the rich store of information archived in the written reports found in the shooting journals Arms and the Man, The American Rifleman, Tournament News, Shooting Sports USA, and Precision Shooting Magazine as well as the programs and bulletins of The National Matches and NRA Shooting Trophies. To these writers, the many anonymous NRA staff writers who reported on the events at Camp Perry without a byline, Kendrick Scofield, Edward C. Crossman, Walter Stokes, C.S. USA Shooting NATIONAL OLYMPIC RECORDS As of June 2021 USA Shooting recognizes national records for each ISSF, special event, and developmental events recognized by USA Shooting. For the junior category, records will be recognized for Junior (open), J2, and J3. Senior, Intermediate Senior, and Veteran Senior category records will also be recognized. To be recognized as a national record, the score must be fired in a USA Shooting recognized special or developmental event or an ISSF event in a USA Shooting sanctioned competition. The competition must have been conducted on facilities that meet all technical requirements for distances, timing, etc. The competitor who fired the record score must be a current USA Shooting member and have used only equipment that completely fulfills all requirements for that event as per the General Technical Rules. If equipment control was not conducted at the beginning of the competition, the competition director may conduct a special equipment control to certify that the competitor’s equipment fulfilled these conditions. National records may not be set in leagues or postal competitions. Individual records may be set in those events that contain a minimum of 5 competitors for any event. Any event fired at a reduced distance with reduced distance targets, must follow all requirements of the official event. (i.e. 50-meter events reduced to 50-feet must follow requirements for the 50-meter event.) Team records have been retired. National records will be recognized if the score is fired in an international competition supervised by the ISSF. The competitor must have been a member of the USA Shooting sponsored team for that activity. -

Though the events have changed over the years, the spirit of the Games remains. The title of the media guide is “Creating Legends on the Road to London” because American shooters have been so successful in the past and the future is equally lustrous. While there are many opportunities to shoot competitively in the United States, USA Shooting offers world-class athletes the opportunity to achieve Olympic and Paralympic dreams. “To me, the concept of wearing the USA on my back in the Paralympic Games in 2012 means that I have found my way through the fear factor. It is our great pleasure to share With you that this year we received more than 40 proposals. Thirty-one proposals Were accepted as presentations at the virtual conference and 20 Were invited to submit full papers for consideration of the best paper competition. All the proposals Were managed by the conference planning committee. Coordinated by the committee, 22 revieWers contributed to the rigorous paper review process. All the revieWers held Master or Ph.D. degree in diverse disciplines Within the social sciences. Each paper Was blind-revieWed by at least two revieWers. Detailed comments Were offered to the authors to further refine their full proposals. These proceedings are the final quality Work contributed by the authors, the revieWers, and the conference planning committee. It is important to note that these papers Were Written by Chinese university students for Whom English is NOT their native language. Virtually none of the authors had visited an English speaking country nor had extensive language instruction other than that through the educational system. These papers retain some grammar “errors” that Would be expected for undergraduates struggling With a second language. -

For over a century, India has chased Olympic gold. Games after Games. Rowers and swimmers. Archers and runners. Boxers and wrestlers. All that dreaming, desire, talent, so much of it beautiful, always coming up short. Gold just refusing to come in an individual sport till it had the smell of a curse about it. Every successive Olympics, the pressure builds, the questions come, the absurdity of it all grows. Burundi had one, as did Luxembourg, the UAE, Hong Kong. Not India. Eventually, the gold medal sits there like a tease. It becomes an insinuation of mediocrity, it corrodes ambitions, it settles like a psychological weight in the athletic mind. -
