6. Discussion Items

6a. Living Shorelines: A presentation by the Ocean Research & Conservation Association (ORCA) on Living Shorelines.

Mr. Lappert explained how Living Shorelines incorporate vegetation or other “soft” elements, alone or in combination with some type of harder, natural shoreline structure, such as oyster reefs or rock sills, to maintain the natural land-water continuum and reduce erosion while enhancing habitat value and coastal resiliency.

Mr. Sharp described several issues with the Indian River Drive shoreline and asked if any solutions were available. Mr. Lappert noted that the steep slope to the water along the shoreline created challenges.

Ms. Arpayoglou stated that baffle boxes could be a possible solution for the Indian River Drive shoreline issues. Questions arose regarding servicing the baffle boxes including keeping them cleaned out and other ongoing maintenance that is required.

6b. Port St. Lucie Cyclovia Event and Proposed Bike Share Transportation Program: Updates on the Port St. Lucie Cyclovia Event and the proposed Bike Share Transportation Program.

Mr. Buchwald explained a cyclovia as an event where certain streets are closed to automobiles for cyclists and pedestrians.

Mr. Engel presented details regarding the County’s Bike Share Program. Mr. Buchwald proposed that the TPO, TCCME, Cities, and County facilitate a joint effort to kickoff this program with a cyclovia-type event perhaps in May, which is National Bike Month, provided that the Bike Share Transportation Program can be implemented in time.

Questions arose regarding the pricing of the bikes and security and maintenance issues. Mr. Engel described the security features of the system and the service agreement with Zagster which addresses these concerns.

7. Action Items

7a. Corridor Advocacy Group (CAG) Appointments: Appointments by the CAG to fill vacancies.

The CAG members were asked to appoint two Residents of St. Lucie County At-Large to fill vacancies.

The CAG appointed Diana Gregory and Karen Rich as St. Lucie County At-Large Resident members.

7b. IRLSH Treasure Coast Logo: Review and selection of a logo for the IRLSH Treasure Coast.

Mr. Buchwald described how the TCCME Vice-Chairwoman and staff from the St. Lucie TPO and FDOT had worked since the last meeting to develop several conceptual logo designs for review and selection by the TCCME.

Mr. Nicol presented variations of two logo design concepts which convey key features of the Indian River Lagoon Treasure Coast Scenic Highway.

Discussion arose regarding whether fishing or boating should be the dominant theme, inclusion of a surface transportation mode, logo shape and sizing, and color schemes.

7c. IRLSH Treasure Coast Corridor Management Plan (CMP) Goals, Objectives, and Strategies Update: Review and adoption of the updated Goals, Objectives, and Strategies of the IRLSH Treasure Coast CMP.

Mr. Buchwald explained that updates to the Goals, Objectives, and Strategies for the corridor and the TCCME which were adopted in September 2006 are before the TCCME for adoption. Outdated, irrelevant, or inconsistent Goals, Objectives, and Strategies were revised, replaced, or deleted to be consistent with the TCCME Vision and Mission.

Ms. Chapman suggested adding ORCA to the list of partnership organizations.

Mr. Sharp noted that he was part of the initial process many years ago, has read both versions, and thinks the update is cleaner and more condensed.

Mr. Palozzi recommended adding an organizational sustainability goal and related objectives.

Mr. Buchwald said staff would work on language for an organizational sustainability goal and objectives for the TCCME’s review at its next meeting. Mr. Palozzi offered to provide examples from around the state.

Ms. Arpayoglou noted Strategy 3.2.1, should be broadened to include other similar organizations and not just the listed groups.

8. Recommendations/Comments by Members - Mr. Sharp announced his resignation from the TCCME and his commitment to continue to support the work of the TCCME.

9. Staff Comments - Mr. Buchwald introduced Ms. Young who distributed Florida’s Sunshine Law information to all members. She stated the TCCME is subject to the Sunshine Law and described its open meeting requirements.

Mr. Buchwald thanked everyone for their participation. He summarized some of the items that would be included on the next meeting agenda.

BACKGROUND

The TCCME adopted the attached Vision and Mission Statement on September 8, 2016. At the meeting on March 10, 2017, the TCCME adopted the updated Goals, Objectives, and Strategies, which are attached, with the condition that an additional goal, objectives, and strategies for organizational sustainability be developed for consideration by the TCCME. A draft goal, objectives, and strategies for organizational sustainability have been developed and are being presented to the TCCME for review and adoption.

ANALYSIS

A review was conducted of the goals, objectives, and strategies for organizational sustainability that have been adopted by other Florida Scenic Highway Corridor Management Entities. These examples were used as a basis for the development of Goal 5 which has the theme of Sustain and is intended to “Ensure the sustainability of the Indian River Lagoon Scenic Highway- Treasure Coast Corridor Management Entity”.

A total of three objectives have been developed with nine strategies developed to support the objectives. Review of the Goal, Objectives, and Strategies confirms their consistency with the TCCME Vision and Mission Statement.

RECOMMENDATION

Based on their consistency with the adopted TCCME Vision and Mission Statement, it is recommended that the Organizational Sustainability Goal, Objectives, and Strategies be adopted. INDIAN RIVER LAGOON SCENIC HIGHWAY TREASURE COAST CORRIDOR MANAGEMENT ENTITY VISION AND MISSION STATEMENT (Adopted September 8, 2016)

Z To promote appreciation and enjoyment of the area through improved access, information, and education for all visitors and residents

Protect, Preserve, and Maintain / Enhance Access / Increase Support / Educate and Promote INDIAN RIVER LAGOON SCENIC HIGHWAY TREASURE COAST CORRIDOR MANAGEMENT PLAN GOALS, OBJECTIVES & STRATEGIES (Adopted March 10, 2017)

GOAL 1 - PROTECT, PRESERVE, AND MAINTAIN: Ensure that the intrinsic resources of the corridor are protected, preserved, and maintained.

Objective 1.1: Ensure the stabilization of the shoreline, the restoration of the shoreline habitat, and the preservation of the scenic views. Strategy 1.1.1: Identify those interested in shoreline stabilization and habitat restoration, such as the Marine Resources Council, the Indian River Lagoon Program, the Ocean Research & Conservation Association, fishing and birding organizations, boating organizations, and environmental organizations, and enlist them in partnerships for stabilization and restoration projects. Strategy 1.1.2: Identify those interested in removal of exotic vegetation, such as the Marine Resources Council and the Ocean Research & Conservation Association, and enlist them in partnership for removal of exotic vegetation. Strategy 1.1.3: Identify deteriorated or blighted areas along the corridor and where the scenic views have been impaired by man. Strategy 1.1.4: Work with the government agencies to plan, gain approval of, find funding for, and implement renewal projects for the deteriorated and blighted areas and impaired scenic views.

Objective 1.2: Support continued enhancement of historic, archeological, cultural, and recreational resources of the corridor. Strategy 1.2.1: Identify and partner with government entities and community organizations interested in the protection, preservation, maintenance and enhancement of historic, archeological, cultural, and recreational resources to support the enhancement of these resources. Strategy 1.2.2: Assist the government agencies that have responsibility for historic, archeological, cultural, and recreational resources in identifying and using funding sources for enhancement.

GOAL 2 – ENHANCE ACCESS: Ensure safe, non-congested, destination-- targeted, multi-modal transportation throughout the corridor.

Objective 2.1: Recognize and provide low-impact access to historic, archeological, and cultural resources. Strategy 2.2.1: Identify and partner with government entities and community organizations interested in providing low-impact access to

Objective 2.2: Evaluate and implement ways to enhance multi-modal transportation and improve safety throughout the corridor. Strategy 2.2.1: Identify government and community organizations with interest in multi-modal transportation. Strategy 2.2.2: Work with these organizations to coordinate corridor-wide, multi-modal transportation evaluations and enhancement plans. Strategy 2.2.3: Work with these entities to identify and use funding sources to implement multi-modal transportation enhancement plans.

Objective 2.3: Cooperate with efforts to develop trails, walkways, and bikeways throughout the corridor. Strategy 2.3.1: Identify initiatives to develop trails, walkways, and bikeways throughout the corridor. Strategy 2.3.2: Facilitate partnerships to coordinate trails, walkways, and bikeways throughout the corridor so as to develop continuous networks wherever feasible. Strategy 2.3.3: Assist those who are taking initiatives to develop trails, walkways, and bikeways throughout the corridor to identify and use funding sources.

Objective 2.4: Support the installation of appropriate directional signs for the corridor and for the resources. Strategy 2.4.1: Develop a master plan for directional signage throughout the corridor, which will include sign site location, design, funding, installation, and maintenance. Strategy 2.4.2: Facilitate the implementation of the master plan for signage.

GOAL 3 – INCREASE SUPPORT: Increase community support and participation in the planning and implementation process.

Objective 3.1: Inform the public about the scenic highway program. Strategy 3.1.1: Submit news releases to the media covering the corridor. Strategy 3.1.2: Develop and maintain an email list of corridor interests to send notices of corridor efforts and activities. Strategy 3.1.3: Develop and promote a website and social media program to disseminate corridor information.

Objective 3.2: Elicit more active participation in hands-on conservation and enhancement programs such as pepper busting, water quality monitoring, and native plant proliferation.

Strategy 3.2.1: Form partnerships with the Marine Resources Council, the St. Lucie Conservation Alliance, the Ocean Research & Conservation Association, the Florida Oceanographic Society, the University of Florida Extension Service, and other similar organizations to enlist volunteers for existing programs. Strategy 3.2.2: Utilize partnerships to increase promotion for these programs and the opportunities for hands-on participation.

GOAL 4 - EDUCATE AND PROMOTE: Provide public education on the corridor and promote low-impact economic development and resource-based tourism.

Objective 4.1: Communicate with local citizens and potential visitors the story of the Indian River Lagoon. Strategy 4.1.1: Use the website and social media to tell the story of the Indian River Lagoon. Strategy 4.1.2: Form a partnership with the St. Lucie County Tourism department, the Tourist Development Council, the St. Lucie County Chamber of Commerce and media to communicate the corridor story. Strategy 4.1.3: Utilize a “welcome center” as a public information center for the Indian River Lagoon.

Objective 4.2: Promote the Indian River Lagoon Treasure Coast Scenic Highway as a treasure to be experienced and preserved. Strategy 4.2.1: Work with tourism entities to develop and utilize promotional materials that highlight Florida resources of the corridor that will appeal as eco-tourism and are of historical interest to visitors. Strategy 4.2.2: Support the provision of appropriate infrastructure within the corridor to enable such visitors as eco-tourists and heritage tourists to have an enlightening and enjoyable experience without adversely impacting the resources.

BACKGROUND

At the TCCME meeting on March 10, 2017, the TCCME selected a logo to represent the IRLSH. At previous meetings, the TCCME reviewed a map of attractions for the IRLSH. The 2017 Annual Workplan includes the preparation of a map of attractions and brochure for the IRLSH.

With the support of the Florida Department of Transportation District 4, the attached draft brochure combines these activities of the workplan. The TCCME Vice-Chairwoman and staffs from the St. Lucie TPO and FDOT have been working since the last meeting to develop the draft brochure for review and approval by the TCCME.

ANALYSIS

The draft brochure incorporates the recently-selected logo, a map of attractions, and descriptions and graphics of the attractions and corridor experience. Review of the draft brochure confirms its consistency with the TCCME Vision and Mission Statement.

RECOMMENDATION

Based on its consistency with the TCCME Vision and Mission Statement, it is recommended that the brochure be approved.

BACKGROUND

The 2017 Annual Work Plan for the Indian River Lagoon Scenic Highway - Treasure Coast Corridor is a document required to be completed by the TCCME. The Annual Work Plan specifies the projects, activities, and/or programs the TCCME will undertake for the calendar year, along with a timeframe for completion, responsible party, and funding source.

David Engel, from St. Lucie County Community Services, will be presenting an Update of the 2017 Work Plan Project for Bikeshare Station Installation and Mike Middlebrook, from St. Lucie County Environmental Resources, will be presenting an update of the 2017 Work Plan Project for ECG Signs Installation.

The Committee needs to discuss the 2018 Annual Work Plan because the Annual Work Plan for the upcoming calendar year is required to be submitted to the Florida Scenic Highway Program (FSHP) by November 15th of each year unless an extension is granted. In addition, Annual Reports which include the status of 2017 Work Plan projects and the proposed 2018 Work Plan projects, are required to be submitted to the Florida Scenic Highway Program by February 1st of each year.

ANALYSIS

TCCME Annual Work Plan Projects completed in 2017 include the following:

 TCCME Meeting Preparation and Support  IRLSH Treasure Coast Promotional Brochure/Map  East Coast Greenway (ECG) Signage on A1A North Hutchinson Island

In addition, the IRLSH Treasure Coast Promotional Brochure that includes a Map of Attractors will be reviewed by the committee at this meeting. Other projects to be completed before the end of 2017 include the following:

 Web Page Development and Hosting  Social Media Campaign  Bikeshare Station Installation  Treasure Coast Scenic Highway Annual Report

The TCCME should discuss additional projects for inclusion in the 2018 Annual Work Plan. An example of potential projects might include the following:

 Installation of ECG Signage along another segment of Sun Trail / ECG  Members attending local meetings and events to market the brochure  Members presenting the committee’s accomplishments at government meetings to create greater awareness of the byway

A 2018 Annual Work Plan for the TCCME should be discussed and developed to address the needs identified for the corridor and should be submitted to FSHP by the end of 2017.

RECOMMENDATION

It is recommended that the 2018 Annual Work Plan be developed for the TCCME based on Member comments.
