Thirteen Step House, Inc. 1317 W Thirteen Step House, Inc. 1317 W. Washington Blvd. Fort Wayne, IN 46802 (260) 424-2341 THIRTEEN STEP HOUSE RULES & REGULATIONS 1. The term “House Management,” as used herein, refers to any or all of the following three offices: the House Manager, the Assistant Manager, and the Executive Direct. 2. Failure to follow the Thirteen Step House Rules, or failure to follow the verbal directions issued by House Management, will result in disciplinary action up to, and including, expulsion from the Thirteen Step House program. 3. The use of alcoholic beverages or mind-altering substances of any kind is forbidden. Absolutely no mind-altering substances (other than medications prescribed by a medical authority, to be taken as prescribed ) or products containing alcohol (including mouthwash, rubbing alcohol, etc.) may be brought onto the premises by anyone, at any time, for any reason. Cologne and after-shave contain alcohol. These items will be kept in the office in a baggie labeled with the resident’s name. The resident must come to the office each time he wishes to apply such products. 4. All medications must be brought to the office for inspection and stored in a locker. Residents must get a lock with a key, and must give 1 key to the house manager. 5. No one may bring a weapon of any kind onto Thirteen Step House property. 6. During the first 30 days of residency: a. The new resident is restricted to the Thirteen Step House property, except when at work. The new resident should not make any stops on the way to and from work. b. The new resident must attend a minimum of one AA meeting each day at the Thirteen Step House. Attendance at additional meetings is encouraged. c. The new resident must get a sponsor and provide verification to the House Manager. d. If unemployed, residents must be pursuing employment. e. Residents will remain on restriction until such time as he has a sponsor. 7. House Management may conduct a drug screen (urine, blood, and/or breathalyzer) on any resident at any time. Refusal to submit to a drug screen will result in immediate expulsion. 8. House Management may search the person and/or property (including the vehicle) of a resident at any time. Refusal to submit to a search will result in immediate expulsion. 9. Each resident is required to provide (and promptly update as necessary) the following COURT-CONTACT information to the House Management (if there are multiple agencies, provide the following information for each one): a. Name of the Agency (e.g. Federal government, State of Indiana, ACCC) b. Name, phone number, and fax number for Case Manager / Probation Officer. 10. Theft of Thirteen Step House property or another resident’s property will result in the immediate expulsion of the thief. 11. Thirteen Step House assumes no responsibility for theft or other loss of a resident’s property. 12. Thirteen Step House assumes no responsibility for a resident’s illness or injury. 13. The use or threat of physical violence by a resident while on Thirteen Step House property is strictly forbidden, and will result in the resident’s immediate expulsion. 14. Any and all crimes or criminal activity will be immediately reported to the appropriate law enforcement agency. 15. Curfew is 10:45 p.m. Residents must be in bed, with lights out, at 11:00 p.m. 1 of 5 (Revised 04/10/15) 16. Weekend pass requests may be submitted to the House Manager by the close-of-business on Wednesday. Weekend passes are from 5:00 p.m. on Friday to 4:45 p.m. on Sunday. 17. No resident may have personal involvement with ANY female resident of ANY halfway house or treatment center during his residency at Thirteen Step House. 18. Visiting hours are between 9am and 10pm. No visits during dinner or meeting. Visits are 2 hours. 19. Residents and their guests shall give proper attention to personal cleanliness and neatness of dress. Pajamas are not permitted in any public area of Thirteen Step House, either by residents or guest Clothes shall be sufficient to conceal undergarments at all times. No torn, ripped, stretched, or otherwise modified clothing shall be worn by residents or their guests. Sagging pants are prohibited by residents and guests. Clothing must not display any references to alcohol, drugs, profanity, indecency, prejudice, or gang involvement. Management reserves the right to determine what constitutes inappropriate dress. 20. All residents are required to shower daily. Additional personal hygiene matters such as brushing teeth and shoes/work boots cleanliness must be maintained. 21. Hats , do-rags and sunglasses must be removed when in the Coffee Bar. (If it covers your face, it cannot be worn in the Coffee Bar.) No Tobacco of any kind. ​ ​ ​ 22. Residents must wear shoes and socks, or sandals (no slippers or house shoes), except when they are in their sleeping area. 23. The parking lot is not a social gathering place. Neither residents nor their guests may loiter in the parking lot. 24. Loud music of any kind from any device is not permitted on Thirteen Step House property. Management reserves the right to determine what constitutes loud music. st nd rd 25. There is no smoking and/or vaping (use of electronic cigarette devices) anywhere in the 1 ,​ 2 ,​ or 3 ​ ​ ​ house. Smoking and vaping are permitted outdoors, at the picnic table and at the end of the access ramp leading to the Coffee Bar. 26. Gambling or wagering of any kind by residents is forbidden at all times on or off the premises. 27. The use of computers, game-playing, card-playing, or rolling cigarettes at the large table in the Coffee Bar is forbidden. 28. All residents are to clean up after themselves and/or their guests. IF YOU MESS IT UP, CLEAN IT UP! 29. Residents and non-residents must keep their feet off of furniture. st nd 30. No one is permitted on the back balconies of the 1 ​ house or the 2 ​ house. ​ ​ 31. Residents are not permitted on the front porches of any house after sundown. 32. Policies regarding A.A. meetings: a. Residents must attend any meeting which occurs while they are on the property.Your cell ​ phone must be off, or on vibrate. Emergency calls should be directed to the house phone: 424-2341. NOTE: a cell phone which is part of your house-arrest monitoring must NOT be turned off. b. Personal cell phones and electronic devices are not to be used during meetings. c. If you must take a phone call, take it outside. ( Only if it’s your case manager or probation officer, ect ) … d. There is no smoking and/or vaping (use of electronic cigarette devices) during meetings. e. Computers must be put away 15 minutes before meeting times. f. If a resident is late to the Sunday morning meeting, he is restricted to the premises, cannot have guests or engage in activities for that day. g. Residents must bring their personal Big Book to all Big Book Study meetings. 33. T.V. Room Policy a. No food or beverages of any kind are permitted in the T.V. room. b. Viewing T.V. has precedence over video games. Game systems will be confiscated for violations of this rule. 2 of 5 (Revised 04/10/15) c. TV must be turned off half an hour before each meeting. 34. Residents are expected to sign up for house duties and chores each week. a. Duties include: Kitchen Duty, Coffee Bar,and Night Watch. Each resident will complete his assigned duty as scheduled. Change may be considered when unforeseen and legitimate conflicts arise with work, school, or legal appointments. Find a resident who can cover your duty as soon as the conflict arises. See a committeeman to notify him of the requested change. Changes must be approved by the Director or House Manager. b. Chores include: cleaning stairs, sweeping and mopping, emptying trash, and cleaning bathrooms. Failure to complete chores and duties will result in loss of privileges. Continued violations will result in disciplinary action up to, and including, expulsion. c. If a resident is sick and needs to be excused from a scheduled duty, that resident is restricted to the premises, may not have guests nor engage in activities. d. Residents may not swap duties of their own volition. The residents must approach a committeeman with the desired change. The committeeman will seek approval from House Management. 35. While performing coffee bar: a. Residents are not permitted to have guests while on coffee bar. The resident on coffee bar may visit with their sponsor at the coffee bar. b. Residents are to remain behind the coffee bar unless completing chores in the meeting area (sweeping and mopping, cleaning tables, cleaning bathrooms, etc.) Floors and tables must be cleaned 15 minutes before meetings. c. Coffee Bar Duty sheet must be initialed upon completion of tasks. d. No resident or their guest is to loiter at the coffee bar. e. Residents may take 1 cigarette break per hour. f. No phones or electronic devices are allowed during duty. Only on smoke break. 36. Residents are expected to keep the premises clean and free of clutter. IF YOU MESS IT UP CLEAN IT UP! The Board of Directors for the Thirteen Step House may inspect all living and sleeping quarters at any time and without notice. Regular inspections will also occur by the Director and House Manager. 37. Kitchen policies a. No resident is allowed in the kitchen if it is closed! Kitchen hours are posted on the kitchen ​ door.

The entire series is set in Baltimore, Maryland, and as Kinder (2008) points out, “Each season The Wire shifts focus to a different segment of society: the drug wars, the docks, city politics, education, and the media” (p. 52). The series explores, in Lanahan’s (2008) words, an increasingly brutal and coarse society through the prism of Baltimore, whose postindustrial capitalism has decimated the working-class wage and sharply divided the haves and have-nots. As The Thirteen approaches our 10th anniversary season I’ve been thinking about the passage of time, how it changes each of us, and what that means to me and The Thirteen. First and foremost, this year is one of celebration: not only is The Thirteen thriving as we approach our 10th anniversary, this milestone coincides with some measure of relief from the health and human ravages of the Covid-19 pandemic. While I look forward to marking these triumphs, for me this year serves as a rededication to the sentiments of youth: childlike sincerity, wide-eyed wonder, and open-hearted care. These sentiments seem more meaningful when they are conscious choices rather than simply a reflection of innocence. Our season embodies this spirit. We will end our season with the world premiere performances of Scott Ordway’s The Outer Edge of Youth, a visionary new choral opera that looks at the innocence of childhood and the beauty of the natural world (and from which I borrowed the title for our season). Another highlight of this year will be a fully staged theatrical performance of Johannes Brahms’ Ein Deutsches Requiem. Staged by my friend and collaborator Timothy Nelson, hailed as “The Future of Opera” by The New York Times, and joined by the University of Maryland’s Chamber Singers, this performance seeks to embrace joy, connection, and our shared humanity. In each of our concerts this year – from Monteverdi to Vaughan Williams to the Christmas story - I am above all searching for connection: to touch and excite each and every one of you.
