South Glos Drive to bring more people into libraries South Gloucestershire Council says it is actively working to get more people to use its libraries. The response came in answer to a written question by Labour councillor Adam Monk to the Cabinet Member responsible for libraries, Paul Hughes. Cllr Monk asked: “Given recent confirmation that the patronage of South Gloucestershire libraries has reduced since the introduction of Open Access (the swipe card system), what actions will the executive councillor be taking to increase numbers?” Cllr Hughes said the introduction of Open Access had increased the hours library facilities are available to the public each week by 65%, including residents who were previously unable to access them during staffed hours. He said: “Following such a major change in the service delivery it was expected that there would be a fall in usage of the service. Peterborough have also introduced Open Access on a similar scale and saw a similar reduction in library visits in the first few months of operation.” He said that in addition to the normal promotion of the library service within communities, South Glos Council is raising the profile of access in Open Access periods through a range of communications including Facebook and Twitter. Letters and emails are also being sent to people who haven’t used the service since Last October when, along with the introduction of Open Access, staffed hours were cut.

18 The Week in • Wednesday 25th July 2018 A guide to the planning changes The council says the changes will make the planning system more transparent, by approved encouraging residents, town and parish councils and other stakeholders to engage early in the process. It says the new approach reflects best practice taken from other council areas, which have been developed since South Gloucestershire Council last updated its planning procedures in the 1990s. All planning applications received will be streamed, with the most straightforward, such as an extension or redevelopment of a single dwelling, being delegated to officers, who will be able to make a decision based on existing planning rules. Simple, non-controversial applications will be dealt with more quickly for residents. Those proposals with more impact will be considered by the new Strategic Sites Delivery Committee (SSDC), which will determine larger applications, or the new Development Management Committee (DMC) which will consider applications of a locally significant, but non-strategic nature - up to around 10 new homes, for example. were pleased to see Toby and it is wrong.” A new Spatial Planning Committee (SPC) will oversee planning decision-making and Savage taking the initiative to Council leader Toby Savage advise on planning policy formulation. South Glos Council to start webcasting meetings from next year South Gloucestershire Council is to start video recording its public meetings held at Kingswood Civic Centre from next year. The move will bring the council into line with neighbouring local authorities who already webcast their formal meetings so that people can watch the decision-making process without having to attend in person. As the installation may be disruptive, the council intends to carry out the work in the council chamber during the ‘purdah’ period in 2019, ready for the start of the new council in May.
