SENATOR BOB DOLE FORTUNE 500 FORUM RICHMOND, VIRGINIA NOVEMBER 6, 1993

THANK YOU. IT'S A PLEASURE

TO BE HERE. GIVEN THAT

YOU'VE ALREADY HEARD FROM

IRA MAGAZINER, LLOYD

BENTSEN, ROBERT RUBIN, AND

DAVID GERGEN, IT'S OBVIOUS I 1

Page 1 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

WAS INVITED SO YOU'D COMPLY

WITH THE 11 EQUAL TIME 11

PROVISIONS.

I KNEW THINGS WERE

GETTING BAD WHEN I LOOKED

AT YOUR LIST OF GUEST

SPEAKERS, AND THE ONLY ONE

WHO I KNEW WOULD DEFEND

PRIVATE ENTERPRISE WAS

MIKHAIL GORBACHEV.

2

Page 2 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

I ALSO WANT TO

CONGRATULATE YOU FOR THE

WORK YOU HAVE DONE TO

IMPROVE YOUR BOTTOM LINES.

I UNDERSTAND THAT AS A

GROUP, YOUR NET INCOMES

ROSE 24 PERCENT IN THE THIRD

QUARTER. I WOULD JUST WARN

YOU--KEEP YOUR SUCCESS A

SECRET. IF YOU ARE NOT

3

Page 3 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

CAREFUL, YOU COULD BE NEXT ~-- ON THE WHITE HOUSE HIT LIST.

THIS FORUM IS ENTITLED

11 NEW IDEAS FOR LEADERSHIP. 11

AND I WANT TO SPEND MY TIME

THIS MORNING DISCUSSING A

FEW OF THE IDEAS

--NEW ONES AND OLD ONES,

GOOD ONES AND BAD ONES--

THAT HAVE COME OUT OF THE

4

Page 4 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

WHITE HOUSE SINCE JANUARY

20TH.

ECONOMY

LET ME START WITH THE

ISSUE THAT DOMINATED THE

DEBATE THIS SPRING AND

SUMMER--AND THAT'S THE

ECONOMY.

A NUMBER OF YOU WERE

ENLISTED BY THE WHITE HOUSE

5

Page 5 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

TO ENDORSE THE PRESIDENT'S

BUDGET PLAN. I RECOGNIZE

YOU FROM THE ROSE GARDEN

PHOTOS.

I HAVE NO DOUBT THAT SOME

OF YOU GENUINELY AGREED

WITH THE PRESIDENT'S

PROPOSALS. OTHERS MAY

HAVE DECIDED THAT THIS

BUDGET PLAN WAS THE BEST

6

Page 6 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

YOU COULD GET FROM THIS

ADMINISTRATION AND STILL

OTHERS MAY HAVE CALCULATED

THAT ENDORSING THE CLINTON

BUDGET PLAN MIGHT ENHANCE

YOUR OPPORTUNITY FOR INPUT

ON FUTURE ECONOMIC ISSUES--

LIKE HEALTH CARE.

THE POINT IS THIS: THE

CLINTON BUDGET PLAN WAS

7

Page 7 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

NOT GOOD FOR BUSINESS. IT

WASN'T GOOD FOR JOBS. IT

WASN'T GOOD FOR OUR

ECONOMY. AND IT WASN'T

GOOD FOR AMERICA. THAT IS

WHY EVERY SINGLE

REPUBLICAN IN THE HOUSE AND

THE SENATE VOTED AGAINST

THE CLINTON BUDGET PLAN.

8

Page 8 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

I HAVE TALKED OF THE

DANGERS OF RUNAWAY

FEDERAL SPENDING FOR YEARS.

AND l'VE BACKED UP THAT TALK

WITH SOME TOUGH VOTES.

WE HAVE HEARD SOME

TOUGH TALK FROM THE WHITE

HOUSE ABOUT THE DEFICIT.

BUT, REMEMBER THAT THE

FIRST MAJOR PROPOSAL THAT

9

Page 9 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

BILL CLINTON SENT TO

CONGRESS WAS THE SO-CALLED

SPENDING 11 STIMULUS. 11

IN THE SENATE, REPUBLICANS

HAD TWO PROBLEMS WITH THIS

PACKAGE. FIRST, WE DID NOT

BELIEVE THAT AN $11 BILLION

SPENDING INCREASE WOULD

PROVIDE MUCH STIMULUS TO A

$6 TRILLION ECONOMY. AND -- --- 10

Page 10 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

SECOND, THE PRESIDENT AND

THE DEMOCRAT LEADERSHIP IN

CONGRESS MADE NO EFFORT

TO PAY FOR THIS PLAN. THEY

JUST CHARGED IT TO OUR

CHILDREN AND

GRANDCHILDREN IN THE FORM

OF HIGHER DEFICITS.

YOU MAY RECALL THAT LAST

WEEK, THE WHITE HOUSE

11

Page 11 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

REPORTED THAT THE 1993

DEFICIT WAS SMALLER THAN IT

HAD PREDICTED EARLIER THIS

YEAR. PRESIDENT CLINTON

WAS QUICK TO TAKE CREDIT

FOR THE IMPROVEMENT, BUT

EVEN TREASURY SECRETARY

BENTSEN WILL ADMIT THAT ONE

REASON THE DEFICIT SHRANK

WAS THAT SENATE

12

Page 12 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

REPUBLICANS DEFEATED THE

PRESIDENT'S SPENDING

STIMULUS.

THE SECOND ITEM ON THE

CLINTON ECONOMIC AGENDA

WAS HIS BUDGET PLAN.

THE CLINTON BUDGET

CALLED FOR MASSIVE NEW TAX

INCREASES ON INDIVIDUALS--

BOTH THE LIVING AND THE

13

Page 13 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

DEAD. AND IT CALLED FOR

MASSIVE NEW TAXES ON

BUSINESSES--TAXES THAT ARE

PARTICULARLY DAMAGING TO

SMALL, GROWING COMPANIES.

USING THE PRESIDENT'S OWN

NUMBERS, HIS BUDGET PLAN

FAILED TO GET THE DEFICIT

UNDER CONTROL BECAUSE IT

FAILED TO CONTROL THE

14

Page 14 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

RUNAWAY GROWTH OF

ENTITLEMENT SPENDING. THE

FACT IS THAT THE PLAN THAT

NARROWLY PASSED THE

CONGRESS FAILED TO

ELIMINATE A SINGLE

GOVERNMENT PROGRAM.

WE NARROWLY LOST THE

FIGHT AGAINST THE

PRESIDENT'S BUDGET PLAN.

15

Page 15 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

BUT, I BELIEVE THAT THE

BUDGET DEBATE HELPED WIN

REPUBLICANS THE SUPPORT OF

THE AMERICAN PEOPLE.

SUPPORT WHICH HAS HELPED

PAVE THE WAY FOR

REPUBLICAN VICTORIES IN

EVERY MAJOR ELECTION SINCE

NOVEMBER 1992: SENATE

RACES IN GEORGIA AND TEXAS,

16

Page 16 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

GUBERNATORIAL RACES IN NEW

JERSEY AND HERE IN VIRGINIA,

AND MAYORAL RACES IN

AMERICA'S TWO LARGEST

CITIES--NEW YORK AND LOS

ANGELES.

THE BUDGET DEBATE

DEMONSTRATED THAT

REPUBLICANS HAVE A

FUNDAMENTAL DIFFERENCE IN

17

Page 17 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

PHILOSOPHY WITH THE

PRESIDENT.

PRESIDENT CLINTON BELIEVES

VERY STRONGLY THAT

GOVERNMENT KNOWS BEST.

THAT WITH MORE MANDATES

AND MORE REGULATIONS,

UNCLE SAM CAN TELL YOU HOW

TO RUN YOUR BUSINESSES, AND

18

Page 18 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

TELL INDIVIDUALS HOW TO RUN

THEIR LIVES.

11 11 SECURITY ·

PRESIDENT CLINTON HAS

TRIED TO CALM THOSE

CONCERNED ABOUT ALL THESE

NEW MANDATES AND

REGULATIONS BY ASSURING US

THAT HE JUST WANTS TO GIVE

US ALL MORE 11 SECURITY. 11

19

Page 19 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

THAT'S A NICE GOAL. BUT,

THINK ABOUT THIS: IF THE

PEOPLE OF THE OLD SOVIET

UNION AND EASTERN EUROPE

HAD ANYTHING, THEY HAD

SECURITY. THEY KNEW THAT

THE GOVERNMENT WOULD TAKE

CARE OF THEM FROM CRADLE

TO GRAVE.

20

Page 20 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

DO NOT BELIEVE THAT MOST

PEOPLE WOULD TRADE IN THEIR

NEWFOUND FREEDOM FOR

MORE OLD STYLE COMMUNIST

BLOC 11 SECURITY. 11

AND SPEAKING OF EUROPE, A

LOT OF PEOPLE HAVE NOTICED

THAT PRESIDENT CLINTON

SEEMS TO BE STEERING

AMERICA IN THE DIRECTION OF

22

Page 21 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

THE EUROPEAN MODEL OF HIGH

TAXES AND HIGH REGULATION.

IT IS IMPORTANT TO

REMEMBER THAT FROM 1982-

1992, THE UNITED STATES

ECONOMY -- UNDER THE

LEADERSHIP OF PRESIDENTS

REAGAN AND BUSH -- CREATED

54.% OF ALL THE JOBS CREATED

IN THE G-7 COUNTRIES. IN

23

Page 22 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

OTHER WORDS, AMERICA

CREATED MORE JOBS DURING

THIS PERIOD--18.1 MILLION OF

THEM--THAN GERMANY, JAPAN,

CANADA, FRANCE, ITALY, AND

THE UNITED KINGDOM

COMBINED. AND WHILE THE U.S.

UNEMPLOYMENT RATE HAS

MOVED DOWN TO 6.7%, THE

UNEMPLOYMENT RATES IN

24

Page 23 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

THESE OTHER COUNTRIES --

11. 7% IN FRANCE, 10.3% IN THE

UNITED KINGDOM, 11.2% IN

ITALY, 8.6% IN GERMANY, AND

22.3% IN SPAIN -- HAVE

REMAINED MUCH HIGHER.

MANY ANALYSTS PREDICT THE

SITUATION IN THESE OTHER

COUNTRIES WILL GET WORSE

BEFORE IT GETS BETTER.

25

Page 24 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

THIS MONTH, THE ECONOMIST

MAGAZINE OBSERVED THAT

SOME OF THESE EUROPEAN

COUNTRIES ARE FINALLY

LEARNING THEIR LESSON. THEY

ARE TAKING STEPS TO LOOSEN

REGULATIONS AND MANDATES.

THEY WROTE -- AND I QUOTE --

11HOW IRONIC IT WOULD BE IF,

AT THE VERY MOMENT WHEN

26

Page 25 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

THE EC BEGINS AT LAST TO

FREE ITS LABOR MARKETS,

AMERICA MOVES TO RESTRICT

11 THEM. -- END QUOTE.

REALTti

AS YOU KNOW, THE

PRESIDENT AND THE FIRST LADY

HAVE TRIED TO LINK 11 SECURITY11

TO HEALTH CARE. I WANT TO

GIVE THE CLINTONS CREDIT FOR

27

Page 26 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

PUTTING THIS ISSUE ON TOP OF

THE NATION'S AGENDA. I

URGED THE PRIOR

ADMINISTRATION TO DO

SOMETHING, ... ANYTHING, ... ON

THIS ISSUE, AND THEY CHOSE

NOT TO.

IT'S BEEN MY STANCE THAT IF

REPUBLICANS WANT TO HAVE

ANY CREDIBILITY ON THIS ISSUE

28

Page 27 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

AT ALL, THEN WE MUST BE IN

THE ARENA OFFERING

ALTERNATIVES. I ALSO BELIEVE

THAT THIS ISSUE IS SO

IMPORTANT THAT ALL OF US --

DEMOCRATS, REPUBLICANS AND

INDEPENDENTS -- SHOULD TRY

TO START DOWN THE ROAD

TOGETHER.

29

Page 28 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

THE HEALTH CARE DEBATE

DID NOT START OVERNIGHT. A

NUMBER OF MY COLLEAGUES--

LIKE SENATOR JOHN CHAFEE--

HAVE BEEN WORKING ON THIS

ISSUE FOR YEARS. AND THERE

IS NEARLY UNIVERSAL

AGREEMENT AMONG THOSE

THAT HAVE STUDIED THIS ISSUE

THAT THERE ARE PARTS OF OUR

30

Page 29 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

HEALTH CARE SYSTEM THAT

NEED TO BE IMPROVED.

BUT, THERE IS

DISAGREEMENT, HOWEVER,

OVER JUST WHAT

IMPROVEMENTS ARE

NECESSARY, WHAT THE ROLE

OF GOVERNMENT IS, HOW MUCH

IT'S GOING TO COST, AND

WHO'S GOING TO PAY FOR IT.

31

Page 30 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

AND THERE'S BEEN A BIG,

BIG, MOOD SWING IN THE

CONGRESS AND ACROSS

AMERICA THESE PAST FEW

MONTHS. THE PRESIDENT

RECEIVED RAVE REVIEWS FOR

HIS HEALTH CARE SPEECH TO

CONGRESS IN SEPTEMBER.

THEN, FOR FIVE WEEKS,

NOTHING HAPPENED UNTIL THE

32

Page 31 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

PRESIDENT AND MRS. CLINTON

RETURNED TO CAPITOL HILL

LAST WEEK TO DROP OFF THEIR

PLAN AND BEGIN THE WHOLE

PROCESS AGAIN.

THIS TIME, THERE WEREN'T

SO MANY CHEERS--FROM - ·-~--- CONGRESS, OR FROM THE

PUBLIC. AND, ACCORDING TO

THIS WEEK'S GALLUP POLL, THE

33

Page 32 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

SAME NUMBER OPPOSE THE

PLAN AS FAVOR IT--45%-45%.

EVEN MORE AMAZING IS THAT

MORE PEOPLE BELIEVE THAT

CONGRESS --WITH ITS STELLAR

26 PERCENT APPROVAL RATING-

-CAN DO A BETTER JOB OF

IMPROVING THE HEALTH CARE

SYSTEM THAN THE PRESIDENT.

ON THIS ISSUE, THE PUBLIC

34

Page 33 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

UNDERSTANDS THAT THE DEVIL

IS IN THE DETAILS. EVERYONE'S

FOR BETTER HEALTH CARE.

BUT NOT EVERYONE IS FOR

MORE MANDATES, MORE

REGULATIONS, MORE

BUREAUCRACY, AND LESS

CHOICE. AND NO DOUBT ABOUT

IT, THAT'S WHAT WILL RESULT IF

35

Page 34 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

THE PRESIDENT'S PLAN IS

ADOPTED.

IN FACT, LET ME QUOTE

FROM FORTUNE MAGAZINE OF

OCTOBER 18. 11 IN AN ERA WHERE

SOCIALISM IS IN DECLINE,

CLINTON WANTS TO IMPOSE

ECONOMIC PLANNING ON A $900

BILLION A YEAR HEALTH SYSTEM

AS BIG AS BRITAIN'S GDP. 11

36

Page 35 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

THAT IS ONE-SEVENTH OF THE

ENTIRE U.S. ECONOMY.

NO DOUBT ABOUT IT, THIS IS

GOING TO BE A LONG PROCESS.

I AM CONVINCED THAT WE WILL

STILL BE TALKING ABOUT

HEALTH CARE SIX MONTHS

FROM NOW. AND I THINK IT IS

SAFE TO SAY THAT WHATEVER

IS PASSED AT THE END OF THIS

37

Page 36 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

PROCESS WILL NOT RESEMBLE

ANYTHING THAT HAS YET BEEN

INTRODUCED.

IN THE MEAN TIME, WE WILL

CONTINUE THE SEARCH FOR

NEW IDEAS, NEW SOLUTIONS TO

THE PROBLEMS FACING

AMERICA'S HEALTH CARE

SYSTEM.

NAFTA

38

Page 37 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

THIS FORUM IS ALL ABOUT

LEADERSHIP. AND I BELIEVE

THAT, AT ITS HEART, THE

DEBATE OVER THE NORTH

AMERICAN FREE TRADE

AGREEMENT IS A DEBATE OVER

LEADERSHIP.

I KNOW l'M PROBABLY

PREACHING TO THE CHOIR, AND

THAT SOME OF YOU WERE UP IN

39

Page 38 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

D.C. THIS WEEK LOBBYING FOR

NAFTA, BUT LET ME JUST SAY I

SINCERELY BELIEVE THAT IF

AMERICA WANTS TO CONTINUE

TO LEAD THE WORLD'S

ECONOMY... IF AMERICA IS TO

SUCCEED IN TODAY'S GLOBAL

MARKETPLACE, THEN AMERICA

CANNOT BE AFRAID TO

COMPETE. IT'S A SIMPLE

40

Page 39 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

CHOICE--EITHER WE RETREAT

AND BUILD A WALL AROUND

OUR COUNTRY OR WE LEAD BY

EXAMPLE AND WORK TO LOWER

BARRIERS TO TRADE BOTH AT

HOME AND ABROAD.

MAKE NO MISTAKE ABOUT IT,

NAFTA ISN'T PERFECT. BUT IT

WILL MEAN MORE JOBS HERE IN

AMERICA. AND IT WILL SEND A

41

Page 40 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

MESSAGE TO A LOT OF

COUNTRIES WHO ARE WAITING

IN LINE THAT AMERICA IS OPEN

FOR BUSINESS. OR, AS

FORTUNE PUT IT IN ITS

NOVEMBER 14 ISSUE, "THE

AGREEMENT IS NOT ABOUT

JOBS FLEEING TO MEXICO IN

PURSUIT OF LOWER

WAGED ... INSTEAD, NAFTA IS

42

Page 41 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

ABOUT NEW MARKETS FOR U.S.

EXPORTS."

WE ARE NOT THE ONLY ONES

LOOKING AT MEXICO.

PRESIDENT CLINTON WAS

ABSOLUTELY RIGHT WHEN HE

SAID THAT IF THE HOUSE

DEFEATS NAFTA ON NOVEMBER

17, THEN THE FINANCE

MINISTERS OF JAPAN AND

43

Page 42 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

GERMANY SHOULD BE IN

MEXICO CITY ON NOVEMBER 18,

TO TAKE ADVANTAGE OF THE

OPPORTUNITY THAT AMERICA

WILL HAVE PASSED UP.

AS YOU MAY KNOW, THE

PRESIDENT'S PROBLEM WITH

NAFTA IS NOT WITH

REPUBLICANS--BUT WITH

MEMBERS OF HIS OWN PARTY .

. 44

Page 43 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

AND A FEW MONTHS WENT BY

BEFORE THE PRESIDENT WAS

WILLING TO SHOW LEADERSHIP

AND TAKE ON THOSE

DEMOCRATS WHO OPPOSE

NAFTA. OVER THE PAST FEW

WEEKS, PRESIDENT CLINTON

HAS STEPPED UP TO THE PLATE

AND PROVIDED MORE VOCAL

LEADERSHIP. BUT, HE MUST

45

Page 44 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

KEEP UP THE PRESSURE FOR

NAFTA TO PASS. IT'S GOING TO

BE VERY CLOSE.

OUR OTHER TRADING

PARTNERS WILL BE WATCHING

THIS VOTE VERY CLOSELY.

ALLOWING NAFTA TO FAIL

COULD CONVINCE THEM THAT

THEIR BEST COURSE IS TO

ABANDON THE URUGUAY ROUND

46

Page 45 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

OF THE GATT, AND HEAD FOR

THE SAFETY OF CLOSED

TRADING BLOCS. IF THE

URUGUAY ROUND FAILS, IT

COULD BE YEARS BEFORE OUR

TRADING PARTNERS WILL BE

WILLING TO ENTER ANOTHER

ROUND OF NEGOTIATIONS ON

SUCH A BROAD RANGE OF NEW

TRADE RULES.

47

Page 46 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

FOREIGN AFFAIRS

LET ME TALK FOR JUST A

MINUTE ABOUT FOREIGN

AFFAIRS. CANDIDATE CLINTON

WENT THROUGH THE ENTIRE

CAMPAIGN WITHOUT SAYING

MUCH ABOUT FOREIGN AFFAIRS.

THE FUNNY THING ABOUT

PRESIDENTS IS THAT WHILE

THEY MAY HAVE A LOT OF

48

Page 47 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

POWER, THEY DON'T HAVE THE

POWER TO CONTROL WORLD

EVENTS.

THE PAST FEW MONTHS HAVE

SERVED AS A PAINFUL

REMINDER TO THE AMERICAN

PEOPLE THAT FOREIGN POLICY

IS IMPORTANT. I FIND IT IRONIC

THAT IN AN ADMINISTRATION

SUPPOSEDLY DEDICATED TO

49

Page 48 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

SECURITY, THERE HAS BEEN A

NOTICEABLE LACK OF

LEADERSHIP ON ISSUES

RELATING TO THE MOST

IMPORTANT SECURITY OF ALL--

NATIONAL SECURITY.

IN PLACES LIKE SOMALIA,

BOSNIA, AND HAITI, WE'VE SEEN

AN ADMINISTRATION THAT IS

ALL TOO WILLING TO ABDICATE

50

Page 49 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

THE MANTLE OF LEADERSHIP TO

BOUTROS BOUTROS GHALI AND

THE UNITED NATIONS. l'M NOT

QUITE SURE THAT THIS

ADMINISTRATION UNDERSTANDS

THE UNITED STATES OF

AMERICA IS THE WORLD'S ONLY

REMAINING SUPERPOWER. AND

WHILE WE DON'T WANT TO BE

THE WORLD'S COP, WE DO HAVE

51

Page 50 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

TO ACCEPT THE FACT THAT WE

DO HAVE SOME

RESPONSIBILITIES. AND ONE OF

THOSE RESPONSIBILITIES IS

PROVIDING LEADERSHIP THAT

ONLY THE UNITED STATES CAN

PROVIDE.

SMALL BUSINESS

IN CONCLUSION I WOULD LIKE

TO LOOK AHEAD AND MAKE A

52

Page 51 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

FEW COMMENTS ABOUT

AMERICA'S FUTURE.

THERE AREN'T ANY SMALL

BUSINESSES REPRESENTED

HERE TODAY. BUT, IT IS

IMPORTANT TO REMEMBER

THAT, ONCE UPON A TIME,

EVERY FORTUNE 500 COMPANY

WAS JUST AN IDEA. THAT IDEA - ... BECAME A START-UP VENTURE,

53

Page 52 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

THEN A SMALL GROWING

BUSINESS ... WITH A LITTLE

LUCK AND A LOT OF HARD

WORK, YOU AND YOUR

PREDECESSORS HELPED YOUR

COMPANIES CLIMB THE LADDER

OF SUCCESS, CREATING

THOUSANDS AND THOUSANDS

OF JOBS ALONG THE WAY.

54

Page 53 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

EACH PERSON HERE IS AN

AMERICAN SUCCESS STORY.

YOU ARE LIVING PROOF OF THE

AMERICAN DREAM. FOR

AMERICA TO LEAD THE WORLD

INTO THE TWENTY-FIRST

CENTURY, IT IS IMPORTANT

THAT ALL OF US WORK TO KEEP

THE AMERICAN DREAM ALIVE.

TO DO THAT, WE NEED TO

55

Page 54 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

ENCOURAGE THOSE WITH

GOOD, INNOVATIVE IDEAS TO

PURSUE THE AMERICAN DREAM-

•TO TAKE THE CHANCE AND TRY

TO MAKE THEIR VISION A

REALITY. WHO KNOWS? THEY

MIGHT START A BUSINESS THAT

COULD EVENTUALLY BECOME A

FORTUNE 500 COMPANY.

56

Page 55 of 65 This document is from the collections at the Dole Archives, University of Kansas http://dolearchives.ku.edu

THANK YOU, AND l'D BE

HAPPY TO RESPOND TO

QUESTIONS OR COMMENTS.

When Republican President George Bush pro- posed former Senator John Tower for Secretary of Defense, Warner wavered.
