SPEAKER: Hon. Members, as you are aware, today we are celebrating the 22nd anniversary of Kargil Vijay Diwas in the memory of valour and sacrifice of Indian armed forces. On this occasion, this House salutes the indomitable courage and bravery of the Indian soldiers who pushed away and defeated the enemy in the most adverse terrains and weather conditions on a high altitude while performing their duty to win the Kargil war. The nation is indebted to the martyrs who made the supreme sacrifice for this cause. Today we express our thanks to the families of the martyrs also who laid down their lives for the nation. The Members then stood in silence for a while. ____________ FELICITATION BY THE SPEAKER HON. SPEAKER: I am extremely happy to inform the House that Miss Saikhom Mirabai Chanu has won the silver medal for the country in weightlifting in the Olympic games. This is the first medal for the country in these games. SELVARAJ laid a statement regarding establishment of an Airport in Nagapattinam. _________ THE FACTORING REGULATION (AMENDMENT) BILL, 2020 THE MINISTER OF FINANCE AND MINISTER OF CORPORATE AFFAIRS (SHRIMATI NIRMALA SITHARAMAN) moving the motion for consideration of the Bill said: The Factoring Regulation Act of 2011 was enacted in 2011 because MSMEs were struggling to have their payments done in time. Now, we are trying to come up with some amendments to that Bill. These amendments are the direct result of the recommendations of the U.K. Sinha Committee. Initially, the Bill was sent to the Standing Committee and all the recommendations of the Standing Committee have been accepted by the Government. Accordingly, there are three Amendments to the existing Act and one is the insertion of Section 19 (1) (A). Therefore, this is a very important Bill, which will benefit the MSMEs and since, the MSMEs will be benefited, I appeal to the whole House to consider and pass this Bill. The Bill, as amended, was passed. _________ THE NATIONAL INSTITUTES OF FOOD TECHNOLOGY, ENTREPRENEURSHIP AND MANAGEMENT BILL, 2021 (As passed by Rajya Sabha) THE MINISTER OF FOOD PROCESSING INDUSTRIES (SHRI PASHUPATI KUMAR PARAS) moving the motion for consideration of the bill 4 said: that the Bill to declare certain institutions of Food Technology, Entrepreneurship and Management to be the institutions of national importance and to provide for instructions and research in food technology, entrepreneurship and management and for the advancement of learning and dissemination of knowledge in such branches and for matters connected therewith or incidental thereto, as passed by Rajya Sabha, be taken into consideration.
