THE PARISH BACKGROUND TO THE PLAN

PILLATON is a small parish of about 4.6 square miles (1,177 hectares) in the In the spring of 2003, the Pillaton Parish Council decided to take South-East of the area administered by Caradon District Council. THE PLAN From the results of the survey and other feedback from public consultation, the working group has identified the issues that are regarded as of most importance and concern by parishioners. This Plan is built on those issues and problems where some kind of action is felt to be necessary and feasible, and each action is then linked to the actual and potential partners whose help will be needed to perform it. Approximate time-scales are identified for completion or significant progress on each action while some have already been carried out. Responsibility for carrying out the Plan lies with a number of agencies and bodies, and it is also clear that greater community involvement will be needed in a number of areas. We hope that this whole exercise will generate sufficient enthusiasm, interest, commitment and funding to enable a number of parishioners’ desires to be realised.

There were distinct and separate Surveys for 8-12 year old Children and Youths between 13 – 17. Eighteen of the former and twenty five of the latter were either distributed with the main questionnaires or were made available on request. Six Children and Fifteen Youth questionnaires were returned. A joint meeting with St. Mellion has been organised at St. Mellion School to further consider services for the Children and Youths of the two Parishes.

The issues detailed below were reviewed at the Public Meeting held on 17th January 2004 in Pillaton Village Hall and attendees agreed that no further action should be taken.

THE ISSUES REASON

EXTENSION OF 30 MPH SPEED LIMIT Any extension is the responsibility of Cornwall County Council Highways. It is unlikely that there would be any support for such action.

SKATEBOARDING AREA A skateboard area had been installed in the past and proved unsuccessful. It was expensive, prone to vandalism and proved extremely noisy. There was also an issue with accident insurance.

COMPUTER FOR PARISH USAGE IN This was considered to pose a high risk of damage and theft as well as difficult management issue VILLAGE HALL

POLBORDER GREEN AND LYNHER Expense and suitable location were considered major obstacles to requests for Sundial & Village Green at . The WEIR desire to restore the weir is opposed by the landowner.

HOUSING DEVELOPMENT In the Survey, there was some support for affordable/starter homes within the Parish. Caradon Housing policy, however, permits “In Fill” development only. No development is allowed outside Village boundaries. Caradon District Council is currently required to adhere to the Local Development Plan.

TELEPHONE BOX Overwhelming support for retention of red Telephone Box. It is believed that there is no imminent threat of replacement or removal.

FURTHER EDUCATION No concerns or issues expressed.

FLY TIPPING Any material dumped or tipped was generally cleared up quickly by Caradon Council.

INSTALLATION OF MAINS GAS It was 3 miles to nearest gas supply. It was recognised that it was not feasible to expect this to be extended to Pillaton

WHEELIE BINS Potentially very popular with residents but extremely expensive to set up (All dust carts would have to be converted). Implementation would place further pressure on Council Tax bills.

Advice was given NOT to purchase or utilise Wheelie Bins prior to implementation as Caradon will refuse to service these devices.
