Brigg and Wolds Communityissues April 2009 Brigg and Wolds CommunityIssues April 2009 Find enclosed details of issues affecting your area during the month of April 2009: Brigg 1st April 2009 saw the start of the Dispersal Zone in the town centre of Brigg under Section 30 of the Anti-social Behaviour Act 2003. It does appear whilst on patrol, that it is making a difference, as there does seem to be a reduction in numbers of youths congregating in the area of the Dispersal Zone. There has however, been an increase in reports of ASB, which I am hoping is related to more people making that call to report things, rather than due to an increase in ASB. Several youths have been officially ‘dispersed’ using the relevant powers, with other youths moved on without having to make things official. There are several problem youths, who seem to want to push things as far as they can, and they will find themselves dealt with accordingly! Patrols will continue in an effort to enforce the order and make Brigg a pleasant place for the community to go about their business. There has been an increase in ASB in the Churchill Avenue area of Brigg. We are aware of which youths are responsible and steps are being taken to deal with them. Crime Figures – Wrawby: 1 x Theft From Motor Vehicle 1 x Criminal Damage Reported Incidents of Note (Logs) – Wrawby: 1 x General Rowdy Behaviour – Vicarage Avenue File classification: NOT PROTECTIVELY MARKED - NO DESCRIPTOR Barnetby There has been little of note in Barnetby in April, though it appears that youths causing annoyance on Silver Street, have also damaged the equipment in the park. This has not yet been recorded as a crime, as further details have been requested. Crime Figures – Elsham: 2 x Make of Without Payment (MOWP) – Barnetby Service Station 1 x Theft From Motor Vehicle – Little Chef 1 x Burglary(Non-Dwelling) – Elsham Industrial Estate Reported Incidents of Note (Logs) – Elsham: Nothing of note. File classification: NOT PROTECTIVELY MARKED - NO DESCRIPTOR Worlaby There has been little of note in Worlaby in April. Crime Figures – Worlaby: None reported. Reported Incidents of Note (Logs) – Worlaby: Nothing of note. Bonby The burglary was to an insecure property, which took place whilst the occupant was in the back garden. Now the summer is approaching, extra vigilance is required, and you are all encouraged to make sure your properties are secure, even when you are at home. Crime Figures – Bonby: 1 x Burglary (Dwelling) – Fussey Gardens – Sneak in burglary. Reported Incidents of Note (Logs) – Bonby: 1 x General Rowdy Behaviour – School Lane Saxby All Saints The main incident of note in the village in April was a burglary at a property currently being renovated, in which tools were stolen. Crime Figures – Saxby All Saints: 1 x Burglary Reported Incidents of Note (Logs) – Saxby All Saints: Nothing of note. Horkstow There has been little of note in Horkstow in April, however there was a report of nuisance motorcyclists at Horkstow Bridge. This is a regular problem, especially in the summer months and our patrols will take account of this.     Some elements of the Landscape History of the five ‘Low Villages’, North Lincolnshire. Richard Clarke. Some elements of the landscape history of the five ‘Low Villages’, north Lincolnshire. The following twelve short articles were written for the Low Villages monthly magazine in 2014 and 2015. Part One was the first, and so on. In presenting all 12 as one file certain formatting problems were encountered, particularly with Parts two and three. Part One. Middlegate follows the configuration of the upper scarp slope of the chalk escarpment from the top of the ascent in S. Ferriby to Elsham Hill, from where a direct south-east route, independent of contours, crosses the ‘Barnetby Gap’ to Melton Ross. The angled ascent in S. Ferriby to the western end of the modern chalk Quarry is at a gradient of 1:33 and from thereon Middlegate winds south through the parishes of Horkstow, Saxby, Bonby and Worlaby following the undulations in the landscape at about ten meters below the highest point of the scarp slope. Therefore the route affords panoramic views west and north-west but not across the landscape of the dip slope to the east. Cameron 1 considered the prefix middle to derive from the Old English ‘middel’ and gate from the Old Norse ‘gata’ meaning a way, path or road. From the 6th and 7th centuries Old English (Anglo-Saxon) terms would have mixed with the Romano-British language, Old Norse (Viking) from the 9 th century. However Middlegate had existed as a route-way long before these terms could have been applied, it being thought to have been a Celtic highway, possibly even Neolithic and thus dating back five millennia.

Kamen Kalchev – Environment Agency, Cllr Don Barker – Worlaby, Cllr Peter Jones – Worlaby, Cllr Ken Bates – Saxby-All-Saints, Cllr Bruce Rowles – Horkstow 1 Member of the public Public Participation Kamen Kalchev attended the meeting to engage with the Parish Council and address Councillors concerns regarding the potential lengthy closure of the A1077 during the proposed Humber Bank flood protection works. Following consultations with the wider community, the Environment Agency realised that lengthy road closures are likely to sever the livelihoods of the community and are actively looking at measures to reduce the length of road closures and mitigate the impact of any necessary closures. Councillors from all the Low Villages in attendance voiced their concerns and raised questions around the proposed works. Kamen Kalchev answered questions as they were raised, and discussed various potential solutions, but advised that they would not be able to reach a definitive solution until after planning permission had been granted and the Contractor formally engaged.     Local history Out and about around Barton-upon-Humber Trevor Osgerby arton-upon-Humber is a small Holy Trinity Church, Barrow-on-Humber Bhistoric town situated on the south bank of the River Humber, in the old north Lincolnshire area of Lindsey. It is almost opposite the large city and port of Kingston-upon-Hull. The name is derived from ‘Beretun’, which meant ‘Barley Town’, a tribute to its importance in the supply and trading of barley malt, the basis of beer brewing. Indeed, there was a time in the early Middle Ages when Barton was far more important than Hull, supplying more ships and men for the king’s service. But after Edward I conferred his royal favour on Hull in the late 13th century, Barton steadily lost its pre-eminence on the Humber, although it remained an important base for river trade and ferries. My own connection with Barton is that my father’s family comes from there and it is practically the only area where they don’t think my surname is strange or ask how to spell it! The most obvious sign of the early Brocklesby Station importance of Barton for the visitor is that the town has two splendid ancient churches, which stand remarkably close to each other. The older of the two is St Peter’s, which has a Saxon tower and was founded about 900 A.D. The land on which the church stands was originally part of the holdings of St Chad’s monastery, which was transferred to Bardney Abbey in south Lincolnshire after the Norman Conquest.

Proposed: Cllr Fisher, seconded: Cllr Mouncey 130317/4 Reports from Ward/North Lincolnshire Councillors Ward Councillor Waltham updated the Parish Council on activities within North Lincolnshire Council: • Flood Defence Scheme – NLC will contribute £600,000 and would hope that the work begins by 2018. • The South Ferriby to Horkstow Bridge cycle path works will begin in part by the end of March 2017, with the more complicated technical works completed by the end of June 2017. • A new cleaning substance is being trialled on the graffiti on Horkstow Bridge. • Restricted vehicular access to Horkstow Bridge will be in force; however, legitimate users such as fishermen will be able to get down. • Looking to set up a ‘Friends of the River Path’ scheme, who can also keep an eye on the bridge. • NLC 2017/2018 budget – street lights will all be changed to LED.
