MIXED USED DEVELOPMENT, ROYAL HOSPITAL FOR SICK CHILDREN, SCIENNES, EDINBURGH: DESIGN & ACCESS STATEMENT 1.1 INTRODUCTION

The purpose of this report is to provide supporting information to the Planning Application for the Mixed Use Development of the Royal Hospital for Sick Children, Sciennes, Edinburgh.

The development site extends to an area of approximately 4 acres and includes the existing Royal Hospital for Sick Children (RHSC) building on Sciennes Road and all associated facilities currently located on Rillbank Terrace, the east side of Sylvan Place and the west side of Millerfield Place.

It is proposed to refurbish and develop the site to deliver a mixed-use scheme comprising 95 private residential properties within the existing buildings, a new block of 31 affordable housing units, and new student accommodation comprising.323 beds Provision for alternative uses (commercial and/or community uses) has also been included within the scheme.

The project is conceived as a predominantly residential development with more than 60% of the total floor area identified for residential occupation.

NHS Lothian sold the RHSC site to relocate to a new building adjoining the Royal Infirmary of Edinburgh at . Downing was announced as the successful purchaser of the RHSC. Since then Downing have carefully considered the opportunities presented by the site and developed the proposals contained in the accompanying application with a view to delivering a project which respects and enhances the character of this iconic location.

As part of this exercise, extensive pre-application discussions have been held with the Council Planning Department, and the Marchmont and Sciennes Development Trust (MSDT), and Marchmont and Sciennes Community Council (MSCC). A comprehensive programme of public consultation has also been undertaken which has included 3 public exhibitions at key formative stages of the design development, individual focus group discussions with member of MSCC and MSDT and presentations and presentations in conjunction with the local MSP.

The corresponding feedback has been carefully considered throughout the process and the emerging proposals have been informed accordingly.

DEVELOPMENT SITE

The development will include the following: • Creation of 126 residential dwellings, including 31 affordable units • Provision of new 323 bed student accommodation block with associated common and service facilities • Potential for 125m2 community space (class 10) • Delivery of an extensive area of new public realm and landscaped space including a publicly accessible memorial garden in recognition of the buildings heritage and association with the city

The site is adjacent to The Meadows, a large public park. Edinburgh university is in close proximity to the site, within 500 metres and a 10 minute walk directly EDINBURGH OLD TOWN across the Meadows. Transport hubs such as Waverly train station, Edinburgh bus station, and trams to Edinburgh airport are approximately HOLYROOD PARK 1 KM 1 mile from the site. The site is located in close proximity to major routes and is well served by several regular bus routes with direct links to Edinburgh University Kings Building Campus.

The central campus of Edinburgh University lies immediately to the north across the Meadows within a 5 minute walk and immediate access to the cities cycle path network is available alongside and through the Meadows.

1890 RHSC acquires Rillbank Villa and large garden grounds on axis with Rillbank Terrace (Trade Maidens Hospital)

1890-1900 Site developed for RHSC. The main U-shaped hospital pink sandstone building facing Carlung Place (Sciennes Road) is completed in 1895 shortly followed by a nurses home, Mortuary Chapel, laundry (on Sylvan Place) and a new lodge to complementary designs by George Washington Browne as the retained architect.

Development of the site in early years suggest response to demand for the services, rather than as part of a masterplan for the site.

The hospital comprises of 2 - 3 storey open ward wings with south facing balconies and a 4 storey central administrative block connected by 2 storey link blocks.

Designed by the now formalised partnership of Dick Peddie and George Washington Browne, the simple form and restrained design of the building in yellow freestone is contrasting to that of the other earlier hospital buildings on the site.

The hospital continues to expand acquiring properties in Rillbank Terrace and Rillbank Crescent and smaller ancillary buildings on the site including additions on Sylvan Place.

1950-1965 Extensions to the main hospital building designed by Cullen Lochhead & Brown Architects of Hamilton include: • 3 storey infill and extension to the link blocks, and removal of boundary walls and gate piers at Rillbank Terrace • Extension and infill of south ward balconies to form enclosed play rooms.

The east side of Sylvan Place is largely dominated by back elevations to the more modern hospital buildings. The rear and west elevations of the original hospital building are obscured by later extensions and additions. The hospital now occupies a large urban block, accommodated by a range of buildings of different periods.

THE MEADOWS The site sits within a predominantly residential area, with a wide range of retail, cafes and restaurants typically located at ground floor level MELVILLE DRIVE of residential tenements. With the exception of the distinctive hospital RILLBANK CRESCENT building and the adjacent Sciennes primary school, the buildings to the MELVILLE TERRACE north of Sciennes road are generally made up of a combination of 3 MILLERFIELD PLACE RILLBANK TERRACE and 4 storey tenement blocks and 2 storey terraced housing units.

The Marchmont, Meadows and Bruntsfield conservation area is divided almost equally into a large area of public parkland (The Meadows and ) and residential tenements with retail and commercial activities at ground level on major roads. The parkland is enclosed by Victorian residential tenements to the south, west and east, and Quartermile, the former Edinburgh Royal Infirmary listed hospital, to the North. Overall building form and materials are consistent in the area. Views to the Castle and Arthur’s Seat are framed from The Meadows.
