Such threats normally emanate from the authorities of the governments. The Press Council of India enjoys adjudicatory jurisdiction over any decision/action of the government that may be, or may even perceived to be, an attempt to control the freedom of journalists. In its adjudicatory function it also considers the complaints made by public or governmental authorities against the Press for violating the ethics in journalism. I am happy to state that I have, in keeping with the mandate of the Press Council attempted to inculcate the ethos of ethics (rather than punishment) by attempting settlement between the parties or allowing the respondents to make amends for their lapses. This, I feel, is how the Council should function as mediation is, in my opinion, the democratic approach. Adjudications rendered by the Council, including those in which principles of far reaching importance to guide the conduct of the press and the authorities were laid down, during the period under review have been comprehensively covered in this Compendium which I hope and trust the readers will find useful and informative as the earlier ones.

They represent a particular way of thinking which needed to be preserved. Institutions need autonomy, leadership and funds to grow at international level. Eminent Scientist and Shanti Swarup Bhatnagar awardee, Dr. Shahid Jameel, CEO, Wellcome Trust/DBT India Alliance, New Delhi expressed these views today at Maulana Azad National Urdu University (MANUU). He was delivering a lecture “What is a University?” to mark the 22 Foundation Day celebrations of MANUU at Saiyid Hamid Library Auditorium. Dr. Mohammad Aslam Parvaiz, Vice-Chancellor presided over. Taking a critical view of the contemporary education system which neither supports innovation nor encourage civic sense, he stressed the need to equip the students with problem-solving aptitude. Dr. Jameel, quoted extensively from eminent personalities like Pandit Nehru and Maulana Azad to draw home his point. Comparing the western education system with Indian education he expressed dismay over the procedure adopted here for appointments and assessments. Hierarchical governance is not good for the Universities, he suggested. We need to trust each other, however, we discuss personalities instead of ideas. He pointed out that Education is both private and public good. It prepares pragmatic citizens. Speaking about the funding, he said that Universities facing shortage of funds should look for external resources like CSR support. Dr. Mohammad Aslam Parvaiz in his presidential remarks praised the lecture as thought-provoking.

We considered some of the top English national and local daily newspapers (online editions) for analyses; using advanced computer-assisted qualitative data analysis software (CAQDAS) called Leximancer v3.5. We aimed to explore the frames in the news discourse through intra-media analyses, and perform comparative inter-media analyses between national- and local newspaper corpora. The „concept maps‟ produced by Leximancer v3.5, in the unsupervised-mode, threw light on the nature of the news discourse on the Campaign. We found slight evidence that some of the newspapers tried to downplay the VAW and took a detour towards political blame-game. These results somewhat reflected the results of Caputi et al. (1992), O‟Connor (2002) and Wetschanow (2003).
