Applicants must register on the Purchasing Portal in order to download the Request for Proposals (RFP) and to receive Addenda, if issued. All Respondents having difficulty with accessing the Purchasing Portal/Website must contact Maria Mercurio, Qualified Purchasing Agent, at (201)795-6280 Ext. 6172 from 9:00a.m. to 4:00p.m., Monday to Friday, holidays excluded. All RFP Addenda will be posted on the Purchasing Portal/Website. Therefore, all interested Respondents should check the Purchasing Portal Website from now through the RFP opening. It is the sole responsibility of the Respondent to be knowledgeable of all Addenda related to this procurement. Proposals shall be submitted in accordance with the specifications contained in the Request for Proposals (RFP). Submission should be divided into separate technical and cost proposals. The technical proposal should consist of seven (7) copies sealed and labeled “IMPROVEMENTS TO JF KENNEDY BOULEVARD FROM COMMUNIPAW AVENUE TO SIP AVENUE, CITY OF JERSEY CITY”. It should include the proposed methodology, sources, qualifications of the involved individuals and firm. Also seven (7) bound copies of a cost proposal should be submitted in a separate sealed envelope. The cost proposal shall include the total fee and project tasks summarized in table form with ASCE grades, manhours, manhour costs, manhours per task, total cost and total manhours and other necessary costs. Consultant selection will be based primarily on the qualifications of the firm, key staff assigned to the project and on the firm’s ability to understand the purposes, goals and objectives of the project and establish appropriate work activities by task to produce recommendations needed. In order to judge a proposal, it should include: Qualifications shall be detailed in the proposal (for the consultant and its sub-consultants) in its own selection of the proposal and shall include a statement of qualifications, detailed experience and expertise, description of relevant projects, and resumes of key personnel. Resumes of each employee should be limited to no more than two pages each. This is a 100% federally funded project and all applicable federal and state laws/regulations will be applied. Proposals may be submitted in person or by courier service. Though proposals may be sent by courier service, the County takes no responsibility for the loss, non-delivery or physical condition of the proposals so sent. Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.2, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award. 3 of 58 County of Hudson RFP – CM Improvements to JF Kennedy Boulevard from Communipaw Avenue to Sip Avenue The County reserves the right, in its sole judgment and in accordance with the law, to reject any Respondent that submits incomplete responses to this Request for Proposal or a proposal that is not responsive to the requirements of this Request for Proposal. Respondents interested in assisting the County with the above referenced services must prepare and submit a proposal in accordance with the enclosed procedures and activity schedule. The successful respondent shall be responsible for all construction management and inspection work necessary on a construction contract with all related services or work deemed indispensable for completion. Project Background Hudson County is proposing improvements to JF Kennedy Boulevard from Communipaw Avenue to Sip Avenue intersection. This construction project involves installing two new traffic signals, curb extensions, driver feedback signs, high friction surface treatment, new striping, upgrading push button locations, traffic signal heads, pedestrian signal heads, drainage and resurfacing the roadway. This project is federally funded and all reports and plans for this project are available for review, upon request, at the Division of Engineering. A list of available documents can be found in the Appendix. Construction cost is estimated at $4,105,168.000 and
