 Utilize CBMS census for project identification and impact monitoring. The CBMS provides concrete evidence on the effects of strategies and interventions implemented. It will give a crystal clear direction on how the municipality can improve service delivery.

 Solicit opinions of the masses, involve all stakeholders through consultations to ensure success of program implementation. Work hand-in-hand with Civil Society Organizations and NGAs through networking and linkaging. CBMS provides opportunity for residents to take part in planning.
