1. INTRODUCTION

Bruton Knowles are instructed by the owners of the land at Gaudet Luce Golf Club to seek proposals for a strategic agreement. Offers are invited from promoters/developers who are interested in acquiring an interest in the site via an option/promotion agreement. Details in respect of the terms and conditions and the submission requirements are set out below.

2. LOCATION Gaudet Luce Golf Club is located approximately 1.5 miles from town centre, within the county of .

The site is approximately 3 miles to the south of Junction 5 of the M5 motorway (north and south). The nearest railway station is at Droitwich Spa, some 2.5 miles distant. Birmingham Airport is located approximately 29 miles to the North East.

A location plan is attached at Appendix 1. The site can be accessed off Middle Lane.

3. THE SITE The land at Gaudet Luce Golf Club is outlined in red for identification purposes only on the site plan attached at Appendix 2.

The land holding extends to 58 ha (143 acres) and lies to the north of Middle Lane, running parallel with the M5, to the east of settlement of Droitwich. Gaudet Luce Golf Club has varying levels of undulations, hedges, small water features and trees that you might typically

expect on a golf course. There are several small businesses that operate also within the complex, where rolling agreements are in place.

The site has one landowner.

5. PLANNING CONTEXT The land available comprises approximately 58 hectares and currently falls under D2 use class (leisure).

An Initial desk-based assessment indicates that the site is not at risk of flooding and is not located within a sensitive landscape designation. There are therefore no significant constraints which would impact upon the principle of development.

The direction of Droitwich’s future growth is highly constrained due to the Green Belt designation to the north and south and areas of flood risk to the west.

To the south of Droitwich there is a pending planning application at land north of Pulley and Newland Lane for the erection of 500 dwellings and a 200-unit care facility. If the scheme is approved on this land, there will be no buffer left in place between existing development and the Green Belt.

Development to the east of Droitwich (where the land is situated) presents possibly the only viable option for the future provision of residential and employment uses.

6. THE HOUSING & EMPLOYMENT REQUIREMENT The relevant development plan for the land is the adopted South Worcestershire Development Plan (SWDP) (February 2016).

An initial plan review and consultation on the Issues and Options took place in November- December 2018.

With regards to the provision of employment land, the latest South Worcestershire Economic Development Needs Assessment (September 2018) sets out that the available supply of allocated employment land has been estimated at 131.9 hectares.

The demand for additional land (including five-year buffer) has been forecast to be 294.8 hectares, suggesting a deficit of approximately 162.9 hectares over the forecast period.

This deficit is due to the high demand projected for Wychavon District, which has a deficit of some 164 hectares.

Findings therefore suggest that additional employment land needs to come forward within the boundary of Wychavon and the subject site offers a viable option to accommodate part of this deficit.

When considering the provision of residential land, Wychavon’s latest Five-Year Housing Land Supply Report (July 2018) suggests that they able to robustly demonstrate, in excess of five years housing land supply, at 7.81 years, against the Plan requirement of 10,600 dwellings set out in the SWDP.

Since the above report was published, this 7.83-year figure has not yet been challenged. The next major counter to Wychavon’s position is expected later this year when Beechcroft Land Ltd and Trustee of Wimbush Droitwich Settlement are set to appeal the refusal of an outline application for the erection of 144 dwellings at Land to the east of Kidderminster Road, Droitwich Spa (appeal reference 3218814).

7. PLANNING SUMMARY The land situated between junctions 5 and 6 of the M5 motorway offers an exciting opportunity to provide an urban extension to Droitwich.

Although not currently allocated for development, the land is unconstrained, available for development and is sustainably located.

The early stages of the local plan review indicate that there is currently a need for the provision of employment land and the Issues and Options report sets out that there will be a future need to allocate housing within Droitwich’s HMA.

The emerging planning context provides an appropriate and timely opportunity to promote the new community as a sustainable and deliverable means of addressing a significant proportion of the immediate employment requirement and future housing need within the Droitwich HMA area. If Wychavon District become unable to demonstrate an adequate five- year housing land supply later this year, there will be an immediate opportunity to promote the land for a residential use.

9. TERMS The landowner acknowledges that interest and terms submitted will be on a mid-long term promotion, with the initial term likely to be circa 10 years.

The landowner will consider proposals from interested parties on the following bases:

• Promotion Agreement • Option Agreement • Hybrid Promotion/Option Agreement

Interested parties should provide full details of the type of structure they propose for taking the site forward and should incorporate the following in their proposals;

• Purchase Price – Percentage of Market Value (If Option Agreement) • Percentage of sale price to the retained by the landowner (If Promotion Agreement) • Deductible costs and any caps • Minimum price per gross acre within a consent • Term of Agreement • Premium

• Confirmation that our client’s professional costs, including surveyor’s and legal fees, incurred in negotiating the agreement and subsequent monitoring fees will be paid in full by the proposed purchaser.
