An update to the Official Plan is required by law to ensure the Plan is: 1) consistent with the Provincial Policy Statement; and 2) Conforms to the County of Frontenac Official Plan, 2016.

 What is an Official Plan? An Official Plan is a legal document containing goals, objectives, and policies intended to guide land use, development and growth in a municipality. The Official Plan will guide development in the Township over the next 20 years.

Area

Central Frontenac Central Frontenac Plan Official Update  Designation The Waterfront Area designation shall generally be defined as those lands extending inland 150 meters from the high watermark of any waterbody and includes all islands.

The Waterfront Area is a unique resource and asset. On this basis, development – including lot creation – should take place only after careful consideration of recreational, environmental, socio- economic and aesthetic qualities.

 Lake Trout Lakes Lakes which have suitable quality of water to be managed for lake trout are a limited and non-renewable resource that are sensitive to development. Special policies apply for development within 300 meters of lake trout lakes that are at capacity for development. At capacity lake trout lakes include: (West Basin), Hungry Lake, Silver Lake, Crow Lake and Eagle Lake.

Area

Central Frontenac Central Frontenac Plan Official Update  Designation The Settlement Area is the built-up settlements that provide the focus for basic community services required to serve the needs of area residents and visitors. Within the Settlement Area a mix of land uses will be permitted including residential, public service, commercial and light industrial.

The boundaries of the Settlement Area are considered to be suitable for a 20- year time horizon.

Rural Area

Central Frontenac Central Frontenac Plan Official Update  Designation The Rural Area designation contains policies that will help the Township deliver a sustainable living, working rural area that supports existing and future residents who wish to live and work in Central Frontenac. The Rural Area designation covers the majority of lands in Central Frontenac.

The Plan recognizes the economic value of renewable and non-renewable resources within the Rural Area including forestry, mineral aggregates, minerals, agriculture and water and the need for  Agriculture stewardship of these resources. Although there are no prime agricultural areas as defined in the 2014 Provincial Policy Statement in Central Frontenac, the intent of the Plan is to permit agricultural uses in the Rural Area. Where livestock operations are part of an agricultural use, the Minimum Distance Separation (MDS) Formulae will apply to development as a means to reduce incompatibility concerns about odour.

Sharbot Lake

Central Frontenac Central Frontenac Plan Official Update  Special Policy Sharbot Lake is the largest community in Central Frontenac and its central location in the upper half of Frontenac, as well as being adjacent to Provincial Highway 7, will allow the community to thrive.

The goal of this special policy section is to create a cohesive plan for the future development of Sharbot Lake which takes into consideration the sustainability of the existing village, its connection to Highway 7, existing and future transportation connections, and economic development.  Destination Sharbot Lake The Draft Plan identifies five key policy areas that are intended to work together to move Sharbot Lake towards becoming a destination, while strengthening the overall economy. The key policy areas include: First Impressions: Highway Arrival; Re-Establishing a Core: The Village; A Central Attraction: The Waterfront; Highway 7 Parkway Concept; and High Frequency Rail Project: Welcoming Rail Travel Back to Sharbot Lake.

Sharbot Lake

 Plan Objective To recognize that the village of Sharbot Lake and the intersection of Highway 7 and Road 38 be considered a special policy area and that over the timeline of this Plan the Township will work to make the area a destination for travelers and tourists, including leading efforts to make the lands around this intersection more pedestrian friendly.

Transportation

Central Frontenac Central Frontenac Plan Official Update  Roads & Trails In Central Frontenac, transportation infrastructure is made up of Provincial Highway 7, railways, Township roads, private lanes, resource access roads and snowmobile and hiking trails, while transportation infrastructure corridors consist of the hydroelectric power transmission lines.

The Plan requires that accessible, cost- efficient and effective infrastructure be provided commensurate with the planned growth and development within the Township.  Active Transportation The Frontenac Regional Active Transportation Plan was developed by the County of Frontenac in 2019 with support and advice from member municipalities. Central Frontenac Central Frontenac Plan Official Update

 Food Trucks We’ve heard that Central Frontenac is interested in permitting food trucks in Settlement Areas and along arterial roads in the Township. There are recommendations that there should be 300-500m separation distances from schools, restaurants, and other food trucks.

 Trailers and Recreation Vehicles The Township is looking for feedback as to whether or not trailers/recreational vehicles should be permitted on vacant lots of record through a licensing bylaw. Should there be minimum distances from neighboring properties? A licensing bylaw would ensure setbacks are met and appropriate water and sewage systems in place.

 Affordable Housing What type of planning tools should the Township use to increase affordable housing? Do you think tiny homes provide a solution for affordable housing? Where do you see affordable housing fitting within the Township?

 Backyard Chickens

The Township is considering allowing backyard chickens for lots that that don’t meet the zoning provisions to permit agricultural uses. Is this something you would be interested in? What types of livestock would you like to see permitted and what should be the minimum lot area and setback?

Central Frontenac Central Frontenac Plan Official Update  What’s Next? The Township is holding three Open Houses throughout August 2019 to hear from members of the public.

Under the Planning Act, the Township will be required to hold a formal public meeting prior to adoption of the Plan.

There is still lots of time to review the draft available on the Township website and to provide written comments or participate in an upcoming engagement session.  How to be Notified?
