Rutten Date : March 2010, Nijmegen Marieke van Seeters European influences in Moldova Page 2 Summary The past decades the European continent faced several major changes. Geographical changes but also political, economical and social-cultural shifts. One of the most debated topics is the European Union and its impact on and outside the continent. This thesis is about the external influence of the EU, on one of the countries which borders the EU directly; Moldova. Before its independency from the Soviet Union in 1991, it never existed as a sovereign state. Moldova was one of the countries which were carved out of history by the Molotov-Ribbentrop pact in 1940 as it became a Soviet State. The Soviet ideology was based on the creation of a separate Moldovan republic formed by an artificial Moldovan nation. Although the territory of the Moldovan Soviet Socialist Republic was a former part of the Romanian province Bessarabia, the Soviets emphasized the unique and distinct culture of the Moldovans. To underline this uniqueness they changed the Moldovan writing from Latin to Cyrillic to make Moldovans more distinct from Romanians. When Moldova became independent in 1991, the country struggled with questions about its national identity, including its continued existence as a separate nation. In the 1990s some Moldovan politicians focussed on the option of reintegration in a Greater Romania. However this did not work out as expected, or at least hoped for, because the many years under Soviet rule and delinkage from Romania had changed Moldovan society deeply. -

Petroleum – Gas University of Ploiești, Romania [email protected] Abstract: According to the Law for the Organization of Local Public Administration of 1929, August 3rd, rural communes were large administrative units, with a minimum of 10,000 inhabitants. They consisted of one or more villages that were considered sectors of the commune. Both the commune and its sectors had legal personality. Villages were considered small or large depending on the number of their inhabitants, the threshold of this division being the number of 600 inhabitants. All the villages of the commune, as well as the commune itself, were headed by elected mayors. Keywords: administrative law, rural commune, village 1. Introduction The Law for the Organization of the Local Public Administration of 1929 was promulgated on July 29th 1929 and it was published in the “Official Gazette” of Romania, no. 170, of August 3rd 1929. This law was voted by the Assembly of Deputies on July 22nd, with 271 votes in favour and 7 votes against, and by the Senate on July 25th, with 159 votes in favour and 4 votes against. The position of President of the Chamber of Deputies was held at that time by Ștefan Ciceo Pop, and that of President of the Senate by Traian Bratu. On behalf of King Mihai I, a minor at that time, there signed Prince Nicolae, Patriarch Miron Cristea and Gheorghe Buzdugan, President of the High Court of Cassation and Justice. -

Introduction The military represented an important component of the connections between London and Bucharest in the interwar period, Romania being interested in developing its military potential with a view to defending its national borders. Examining the political and military circumstances in the area, the Romanian army’s General Staff reached the following conclusion: “Reunited Romania is in a much more difficult situation than in the past, as all its frontiers are threatened by the surrounding states. This threat comes from either a desire for retaliation on the part of Hungary or Bulgaria, who cannot accept being dispossessed of certain territories they owned, or from the propaganda tendencies of the Bolshevik regime, eager to expand its influence as far west as possible”. -
