LRT Network Expansion Projects Summary.Pdf Attachment 2 LRT Network Expansion Projects Summary This attachment outlines the status of LRT network expansion projects currently underway in the design, build, and operate phases. Design Phase Capital Line LRT - South Extension (Century Park to Allard/Desrochers) Capital Line LRT - South Extension is a total of 7.3 kilometres in length and consists of two segments. First is an update to the preliminary design for the segment from Century Park to the Heritage Valley Park & Ride at Ellerslie Road and 127 Street Southwest (originally completed in 2010). Second is completion of concept planning and development of preliminary design from the Heritage Valley Park & Ride to the Allard/Desrochers Station. The project includes development of a Neighbourhood Area Structure Plan (NASP) for Heritage Valley Neighbourhood #14, being developed jointly between the City of Edmonton and the Government of Alberta. These are provincially owned lands—home to the new hospital scheduled to be opened in 2026—that will be serviced by LRT. In addition to specifying land uses, road network, servicing strategy and so on, the NASP will also finalize the station location and LRT alignment through these lands. Project Status ● Preliminary design for the first segment of the Capital Line (Century Park to Heritage Valley Park and Ride) is currently being finalized. ● Concept validation and preliminary design work has begun on the second segment of the Capital Line (Heritage Valley Park and Ride to Allard/Desrochers). This work included an assessment of the future LRT crossing at Ellerslie Road, in accordance with the Council-approved CR_4512: LRT Crossing Assessment ​ Framework. The assessment is complete and recommends a grade ​ separation over Ellerslie Road. The preliminary design will be brought forward to City Council for approval in Q1 2020. ● The NASP report is expected to be brought forward for City Council approval in Q1, 2020. The recommendation for the Ellerslie Road crossing grade separation will be brought forward to Council at the same time. Page 1 of 6 Report: CR_7512 Attachment 2 Communications, Consultations and Public Engagement ● A Public Information Session is scheduled for mid-October 2019 to present the results of the NASP work to date. Metro Line LRT Northwest Extension (Blatchford to Campbell Road) The Metro Line Northwest Extension is divided into two separate Public Transit Infrastructure Fund (PTIF-funded) projects that will ultimately bring the Metro Line all the way to Campbell Road. The first phase, which will extend the Metro Line into Blatchford, is currently in procurement. The second phase, which will extend the Metro Line from Blatchford to Campbell Road, is currently in design. More specifically, the second phase of the Metro Line Northwest includes a 10-kilometre extension from north Blatchford Station to the proposed Campbell Road Station, which will be integrated with the future City of St. Albert Park & Ride. The project scope includes validation of the existing concept plan and preliminary design. Project Status ● The preliminary design is 90% complete and is scheduled for completion in Q4 2019. Communications, Consultations and Public Engagement ● A public information session is being planned for November 2019 at the Castledowns YMCA to showcase the final approved preliminary design. Ridership Projections ● The existing Metro Line carries approximately 35,000 passengers per day. ● The completion of the Metro Line extension (Blatchford Gate to Campbell Road) is projected to increase daily ridership demand to 110,000 by 2047. Build Phase Metro Line LRT Northwest Extension (NAIT to Blatchford) The Metro Line Northwest Extension, from NAIT to Blatchford, includes approximately 1.6 kilometres of track, replacement of the temporary NAIT Page 2 of 6 Report: CR_7512 Attachment 2 Station with the permanent NAIT/Blatchford Market Station, and the addition of the Blatchford Gate Station in north Blatchford. The project scope includes validation of the concept plan, preliminary design, determination of the optimal delivery method, development of a construction procurement package and development of a business case for construction funding. Construction for this project has now received support from all levels of government and the Capital Profile has been approved. ​ Project Status ● The preliminary design for the first stage of the Metro Line (NAIT to Blatchford) is being finalized. ● Procurement is currently underway for a Construction Manager to provide preconstruction services during detailed design and to ultimately manage the construction of the extension. The prequalification for these services closed in August 2019 and three shortlisted candidates (Graham Construction, Ellis Don and PCL Construction Management) have been invited to participate in the Request for Proposals (RFP) stage. Communications, Consultations and Public Engagement ● A public information session for the first stage of the Metro Line (NAIT to Blatchford) was held at the Aviation Museum on May 8th, 2019, with more than 100 attendees. This session showcased the final approved preliminary design concept to the public. ● Regular, ongoing discussions occur between the project team and key stakeholders such as NAIT, Department of National Defence officials located at the Jefferson Armoury, and the Blatchford Redevelopment Office. Ridership Projections ● The existing Metro Line carries approximately 35,000 passengers per day. ● The Metro Line between Health Sciences/Jubilee and Blatchford Gate stations is projected to have a daily ridership demand of approximately 43,000 passengers by 2027. Valley Line West LRT (Downtown to Lewis Farms) The Valley Line West LRT is a 14-kilometre extension from Downtown (102 Street) to Lewis Farms. The scope of work currently funded through the Public Transit Infrastructure Fund (PTIF) includes an update of the preliminary design; assessment and identification of the recommended Page 3 of 6 Report: CR_7512 Attachment 2 project delivery method; development of a business case for construction funding; land acquisition; and early works as required. Project Status: ​ ● The project is fully funded, including: ○ $948 million from the Government of Canada (March) ○ $444 million from the City of Edmonton, City Council (April) ● The project is currently in the procurement phase. The RFQ process was completed in May 2019, with three shortlisted proponents announced in early June 2019. Over the summer, two of the shortlisted proponents withdrew for unrelated reasons, triggering a temporary pause in the procurement process. Administration is currently conducting additional market sounding and procurement assessments to validate next steps. An update regarding the status of procurement activities will be brought forward to Council in Q4, 2019. ● Administration is moving forward with early works to prepare for construction, including land acquisition, building removals, pre-construction building condition assessments and utility relocations. This work is scheduled to continue through 2020. ● Administration is currently developing an Operations and Maintenance Procurement Strategy. Communications, Consultations, and Engagement ● Preliminary design wrap-up events were held on April 9 and18, 2019 to share final preliminary design and to celebrate this major project milestone with citizens of Edmonton. Ridership Projections ● Valley Line West is projected to have a daily ridership demand of approximately 40,000 passengers in 2027, with a forecast to increase to 60,000 by 2047. ● The full Valley Line LRT (west and southeast) is projected to have a daily ridership demand of approximately 80,000 passengers in 2027, with a forecast to increase to 130,000 by 2047. Valley Line Southeast LRT (Downtown to Mill Woods) Valley Line Southeast LRT is a 13-kilometre extension from Downtown (102 Street) to Mill Woods Town Centre. The design, construction, vehicle supply, financing, operations and maintenance are being delivered through a Public-Private Partnership (P3) Agreement, with a 30-year operating and maintenance period following construction completion. Page 4 of 6 Report: CR_7512 Attachment 2 Project Status ● Construction activities are underway along the entire corridor including excavation for the Churchill Connector in Churchill Square; construction of 102 Avenue and river bank tunnel portals; final tunnel liner construction; Tawatina Bridge and elevated guideway construction in the river valley; elevated guideway girder construction and installation at Davies site; Davies Station construction; Gerry Wright Operations and Maintenance Facility (OMF) construction; stop construction for Grey Nuns Stop and Millbourne/Woodvale Stop; overhead catenary installation along 66 Street; track slab/rail installation/roadway construction along the entire corridor; and Light Rail Vehicle (LRV) final assembly in Kingston, Ontario. ● TransEd has achieved several significant milestones, including the installation of the Whitemud Drive LRT Bridge girders; completion of the steel roof structure for Davies Station; completion of full 102 Avenue intersections at 101 Street, 100 Street, and 97 Street; LRV testing and commissioning on the test track in Kingston; and delivery of two LRVs to Edmonton. ● Construction on the Valley Line Southeast is trending late and the City is continuing to cooperate with TransEd as they work to improve their schedule. ● Administration has tendered and awarded Construction of the Mill Woods Transit Centre separately from the rest

    Media Release For Immediate Release January 22, 2018 Public Art and Artists Announced for the Valley Line LRT Edmonton – The Edmonton Arts Council and City of Edmonton announced the 14 public artworks for the Valley Line Southeast LRT today at City Hall. The artworks are commissioned through Edmonton’s Percent for Art policy. Four Edmonton artists, and three additional Alberta artists, were selected as well as two Indigenous artist teams, and one international artist. The artworks range from intimate, community-focussed glass art and sculpture at the neighbourhood stops to large-scale sculpture, paintings, mosaic, and glass, at the Churchill Connector, Tawatinâ Bridge, Davies Ramp, and Davies Station. Artworks were chosen from a total of 260 proposals by a series of selection committees comprising community members, local artist representatives, City of Edmonton and project personnel. “The diverse scope of genres and subjects within the Valley Line collection means Edmontonians can expect to find something they connect with and enjoy” says Sanjay Shahani, Edmonton Arts Council Executive Director. “As the artists move forward with their community engagement activities, we encourage Edmontonians to contribute their ideas, stories, and thoughts to add further meaning to the public art in their neighbourhoods.” Edmonton’s Erin Pankratz will create Intervolve, two 47-meter-long mosaics for each side of the Davies Ramp. The artwork, an interweaving of colours, will echo the path of Mill Creek Ravine. Her proposal was selected through an international call to artists. “Beautiful cities are artful cities. I feel that artistic diversity is important – works by international artists balanced with giving local artists the opportunity to gain experience while creating something wonderful here in Edmonton.

Along the Tawatinâ Bridge deck, crews have installed the rails (Figure C) and continue to install conduit. Fabrication of the bridge’s 102 St Stop Canopy and OCS Pole Installation (TransEd) shared-use path (SUP) is underway off site. South of the river, electrical work, deck joint installation, and rail installation is taking place on the elevated guideway.

    Attachment 2 LRT Network Expansion and Renewal Projects Summary This attachment outlines the status of LRT network expansion and renewal projects currently underway in the design, build and operate phases. Design Phase Capital Line LRT - South Extension (Century Park to Allard/Desrochers) The Capital Line LRT - South Extension is a total of 7.7 kilometres long and consists of two segments. The first segment is an update to the preliminary design for the 4.5 kilometres between Century Park and the Heritage Valley Park & Ride at Ellerslie Road and 127 Street Southwest (originally completed in 2010). The second segment is the completion of concept planning and development of preliminary design for the 3.5 kilometres between the Heritage Valley Park & Ride and the Allard/Desrochers Station. The project includes completion of a Neighbourhood Area Structure Plan for Heritage Valley Neighbourhood #14, which was developed jointly between the City of Edmonton and the Government of Alberta. The plan is for provincially-owned lands — home to the new South Edmonton hospital scheduled to be opened in 2030 to be serviced by LRT. In addition to specifying land uses, road network, and servicing strategy, the Neighbourhood Area Structure Plan finalized the station location and LRT alignment through these lands. Project Status ● The preliminary design for the first segment of the Capital Line (Century Park to Heritage Valley Park and Ride) is complete. ● Concept validation and some preliminary design work is complete on the second segment of the Capital Line (Heritage Valley Park and Ride to Allard/Desrochers). This work included an assessment of the future LRT crossing at Ellerslie Road, in accordance with the Council-approved CR_4512: LRT Crossing Assessment Framework.
