Job Description The candidate will work closely with the Vice President – Corporate Risk and Compliance (CRC) to build a strong second line for successful implementation of the Corporate Compliance initiatives which includes: a) Procurement b) Contracting; c) Risk Management and Duty of Care.

The candidate will be working with the key stakeholders, Finance, Human Resources, Business and key stakeholders in the IPE Global Group to develop sourcing strategy, negotiation tactics and manage contract terms and conditions while minimizing IPE Global’s liability/exposure.

The incumbent would support the Vice President – CRC to create an environment in the organization where codes of conduct and policies are adhered to and complied by all its personnel by deploying interventions like compliance training, communicating the policies, independently and neutrally capturing all reported policies breach cases and proactively finding such cases, analyzing, investigating and recommending appropriate sanctions.

Procurement and Contracts:  Prepare solicitations and managing the contracting process in accordance with organizational and donor guidelines and in a timely fashion.  Review, approve and manage sub-contracts being issued under different projects.

 Coordinate with project staff responsible for procurement on a regular basis and review the procurement process/contracts prepared by the project staff before they are approved.  Participate in evaluation process as a team member for key procurements (at Corporate & Project level).  Participate the procurement function to provide complete integrity and transparency in the way vendor lists are maintained, enquiries sent and orders placed, so that the best value is obtained.  Perform periodic review/audit of the procurement files and records maintained under different projects.  Process contract closure, extension or renewal as per the needs of the projects.  Participate in the mentoring/training of the project staff involved in procurement on processes and record keeping.  Participate in preparation annual Procurement Plans and work with the Project managers for regular review and updating the same.  Ensures the legality of corporate contracts and their proper commissioning.  Participate in Pre and Post award Due Diligence of various contracts and awards by the organization keeping in view the organizational and donor regulations.

Policies and Procedures:  Ensure the organization has appropriate ethics and compliance related policies and procedures in place, which are communicated to and easily accessible by the IPE Global personnel.  Participate in periodic review of the existing organizational policies and suggest new policies as required.  Keep the key stakeholders updated for the regulatory requirements and ensure compliance in due course.  Oversee accurate and complete records are kept, especially as they relate to risk assessments, due diligence, incidents, communications and training.  Ensure that adequate internal controls are in place to prevent and detect instances of bribery and fraud.  Support the compilation of quarterly and annual reports summarizing key ethics and compliance issue in order to ensure the Division meets the Program requirements in India. Offer timely, practical and effective advise to employees.  Identify training opportunities and take an active role in training employees in ethics and compliance related policies and procedures. Ensure that training is documented and up to date at all times.

Risk Assessments and Risk Mitigation:  Proactive, systematic and structured identification, assessment and mitigation of Compliance Risks.  Take an active role in preparing and maintaining on-going and annual risk assessments for the IPE Global Group. Manage due diligence requirements for new and existing third parties, complete best practices and process improvements, and coordinating between business and functions.

 Implement risk assessment programs and policies towards ensuring that risks and potential red flags are assessed on all projects, managed on contracted projects and reported as directed by policy.  Monitor the implementation of Duty of Care Policy and ensure its full compliance.  Act as a Focal Point for matters relating to the safety and security of IPE Global Group staff and consultants required to travel to fragile and conflict affected areas both domestic and globally.  Participate in review and regular updating of risk registers in coordination with Project team leaders and Project managers.  Advising the businesses and facilitating and monitoring the process in managing risk mitigation applicable compliance checks, support risk mitigation measures, and liaise with project managers to obtain and file appropriate documentation. Training and Communication  Provide training support to the business on aspects of the Company’s Procurement Guidelines, Corporate Policies, Duty of Care, Risk Assesesment and Mitigation and any other regional and business policies, regulatory excellence and other compliance initiatives and issues, including, for example due diligence, on-boarding, training and auditing. Any other responsibilities that may be identified by the business and/or managers from time to time Qualification & Essential qualifications and experience: Experience . Post Graduate in Finance or Commerce. . At least 8-12 years of relevant experience in handling procurement/ risk & compliance at national & international level. . An expertise in administration and/or project management and/or financial management. . Relevant experience, preferably in a management consulting /NGO setup. . Proficient in Microsoft Office (Outlook, Word, Excel, and Power Point). Essential skills: . Excellent written and spoken English with excellent verbal, written and interpersonal skills with the ability to work with all levels of management and staff, including executive leadership. . Highly organized and able to communicate effectively and collaborate with team members and other cross-divisional colleagues. . Discrete and trustworthy as required to work with sensitive and confidential information. . Ability to adapt to a diverse range of situations and surroundings. . High personal integrity and excellent judgment . Attention to detail. . A positive, flexible attitude to work including the ability to multi-task. . Excellent IT skills (including data analysis and presentation, presentation of reports etc.).
