1 Introduction

1.1 Overview In November 2018, Wicklow County Council, supported by Kildare National Roads Office (KNRO), appointed Arup as technical consultants for the N11/M11 Junction 4 to Junction 14 Improvement Scheme (hereafter referred to as the N11/M11 Scheme ). The N11/M11 Scheme is a transportation project aimed at alleviating congestion, improving safety and optimising the efficiency and function of the N11/M11 as a transport corridor. The N11/M11 Scheme is being implemented in accordance with Transport Infrastructure Ireland’s Project Management Guidelines (PMGs). These guidelines provide a framework for the management, development and delivery of national road and public transport capital projects. The project is currently progressing through Phase 2 (Option Selection) of the TII PMGs. This phase involves the identification of key constraints, the development of feasible transport options, and the systematic assessment of these options leading to the selection of a preferred option.

1.2 Scheme Context The N11/M11 route is comprised partly of motorway, dual carriageway and single carriageway sections over a distance of approximately 126km, connecting Dublin in the east of the county to Wexford in the south east, where the route terminates. The section under consideration for this commission, i.e. the N11/M11 Scheme , is approximately 22km in length, extending from the existing N11/M50 junction west of Shankill, Co. Dublin, to the N11/M11 junction at Coyne’s Cross, Co. Wicklow.

1.3 Public Consultation In line with the TII PMGs and Aarhus Convention, a key attribute of project development is the facilitation of stakeholder engagement by the Sponsoring Agency. To be effective and informative, such stakeholder engagement must be open, engaging and continuous. Public consultation during the options development phase is non-statutory in nature but aims to engage the public in the scheme delivery process, inform the public of the statutory process and likely time scales, seek the public’s cooperation and understanding of the project and capture local knowledge as part of the EIA process. Statutory submissions and observations can be made to the Competent Authority once the statutory processes commence. The Public Consultation for Phase 2 of this N11/M11 Scheme comprised of an initial public display of information under consideration, a supporting information brochure and comment sheet, and a subsequent period of stakeholder engagement.

The feedback received from this period of consultation has been reviewed by Arup and will be used to inform the development of options for the N11/M11 Scheme. This report details the consultation process undertaken and summarises the key themes and commentary received from the public.

2 Public Consultation Process

2.1 Informing the Public Prior to the commencement of the public consultation process for Phase 2 of this N11/M11 Scheme and the public display of information, the following measures were undertaken to inform the public of this event. Measures undertaken included: • Advertisements for the public consultation event were placed in local media, including the Wicklow People and Dublin Gazette in advance of the consultation. A copy of these adverts is included in Appendix A. • Notification of the public consultation was placed on the project website (www.n11m11.ie) on 1 November 2019. A copy of this notification is included in Appendix B. • Wicklow County Council issued a press release to major local media outlets, both newspaper and radio-based media, on 6 November 2019. • In addition, letters were issued to any landowners or property owners within one of more of the corridors developed where ownership details were obtainable from the Property Registration Authority. Notification of the consultation was issued by email to members of the public who had previously provided email addresses to the project team.

2.2 Public Display A public display session was held on Tuesday 12 November at the Glenview Hotel, Glen of the Downs, Co. Wicklow. The consultation event ran from 12.00pm to 8.00pm. On arrival at the display event, attendees were invited to sign their name and contact details on the sign-in register. Copies of the information brochure and comment sheet were made available for people to take and a submission box was made available for those who wished to return the comment sheet on the day. The attendance register was signed by 582 people at the event.

2.3 Public Display Information

2.3.1 Information Posters Public consultation attendees were initially directed towards a number of information posters which were developed to provide some context and explanation on scheme progress and options assessment. This included a summary of the following: • Introduction: presented the existing problems along the N11/M11 corridor and the resulting need for scheme;

• Progress to Date: presented an overview of the type of studies and stakeholder engagement undertaken and ongoing; • Objectives: presented the key objectives of the N11/M11 Scheme; • Possible Transport Options: highlighted that a multi-component solution (i.e. Public Transport, Road Improvement, Demand Management) would likely be needed to achieve objectives; • Possible Corridor Options: presented a number of corridors under consideration within which transport options may be developed; • Possible Public Transport / Demand Management Component: presented an overview of measures which are under consideration, including bus lanes, park and ride, rail improvements and intelligent transport systems; • Project Timeline .

2.3.2 Constraints Study Maps Constraints information obtained from ongoing studies was displayed on five large maps at a scale of 1:50,000, with a mixture of aerial photography, discovery mapping and vector mapping backgrounds. The display maps included details of constraints under the following environmental topics: • Biodiversity; • Soils, Geology and Hydrogeology; • Human Beings/Socio Economics; • Engineering and Utilities; • Air Quality and Climate; • Noise and Vibration; • Archaeological, Architectural and Cultural Heritage; • Landscape and Visual; • Hydrology; and • Agriculture.

2.3.3 Corridor Options The large display maps also presented details of the corridors under consideration for the development of scheme transport options. A total of seven corridor options were displayed, coloured Red, Yellow, Green, Blue, Orange, Pink and Cyan. The red corridor, the online corridor, was centred along the existing N11/M11 route for the full 22km length of the scheme. At the northern end of the scheme (Points A-B) and at the southern end of the scheme (Points J-K), only the red corridor option was presented as no alternative had been identified to better meet the project objectives.

The shorter offline corridor segments were developed along certain sections of the scheme in response to specific deficiencies or constraints encountered at specific locations along the existing N11/M11 – such that an offline section may be preferable to re-using the existing N11/M11 at that location.

2.4 Information Brochure A colour information brochure was prepared in both Irish and English versions in order to provide a brief overview of the scheme and option development progress to date. The brochure highlighted the purpose of Phase 2 of the project and provided an overview of the possible components of the transportation solutions for the N11/M11 corridor, including a public transport component, a demand management component and a road improvement component. In addition, the brochure presented a number of possible corridor options, within which possible multi-component transport solutions may be developed. The brochure also informed members of the public on how to make a submission and invited the public to inform the project team of any constraints to the development of transportation options, in addition to those constraints that were on display at the event. A copy of the information brochure is included in Appendix C.

2.5 Comment Sheet A comment sheet / feedback form was prepared in both Irish and English versions and made available at the consultation event. Members of the public were invited to complete this comment sheet/feedback form at the event, with assistance from the project team if required, or to take away and complete at a later date. A return date of 13 th December was included as part of the information brochure, intended to promote a prompt return of relevant information to the Design team. A copy of the comment sheet is included in Appendix D.

2.6 Project Email and Phoneline The dedicated N11/M11 Scheme email address ([email protected]) and phoneline (086 7901803) were advertised on the project website and all consultation advertisements. Both were used during and after the public consultation event to answer queries and receive submissions. These means of communication will remain available to the public through the planning and design phases to enable the ongoing public engagement.

2.7 Project Website All material displayed at the public consultation event, including the information brochure and comment sheet, was also published on the project website (www.n11m11.ie) on 12 November 2019. The website also included an online submission portal.

3 Feedback from Public Consultation

3.1 Submissions Received As of 9 March 2020, a total of 3,607 submissions have been received in response to the information presented at the Public Consultation on 12 November 2019. This includes submissions received from private individuals, families, resident and community groups, businesses, elected representatives, statutory and non- statutory bodies and other interested parties. This figure includes all individual submissions received through a variety of channels, including email, phone, letter, comment sheet, website comment form and online petition. The breakdown of submission by type is presented in Figure 1 below and is summarised as follows: • 966 unique submissions received including comment sheets, emails and letters. • 130 unique submissions received via the ‘contact us’ portal on the N11/M11 scheme website. • 2,511 template or petition submissions received by email, by post or by hand delivery. These petitions covered several topics and are discussed in more detail below. In addition, 3 of the submissions included in the overall figure above directed the project team to online petitions related to aspects of the N11/M11 Scheme. At the time of writing of this report, these online petitions had been signed by 3,829 individuals.

4 Analysis of Submissions Received

The information presented below provides a representation of the feedback received. Feedback is not presented in order of importance. For the purposes of analysis, unique submissions were assessed separately to petition submissions as issues raised within these covered a very broad spectrum of issues, whereas petition submissions focussed on more specific local or community topics. Furthermore, in the case of submissions received via petition, the exact origins of the submission received was not always certain as names or addresses were not always disclosed.

4.1 Distribution of Submissions The geographical distribution of unique submissions received by townland is presented in Figure 2 below.

4.2 Comment Sheet Analysis Of the 1,096 unique submissions received by the project office, a total of 461 of these included N11/M11 template comment sheets. Some comment sheets were accompanied with more detailed submissions and others were partially completed. The comment sheet asked respondents a number of questions related to the N11/M11 Option Selection study. Question 2 asked respondents if they lived or had property/land on or adjacent to one of the proposed corridor options. Table 1 below presents the breakdown of responses received.

4.3 Analysis of Unique Submissions All unique submissions received were reviewed as part of the consultation process. The submissions received raised particular issues and topics across a very broad spectrum, including inter alia environmental concerns, local and community issues, amenities, property and land impacts and personal matters. It is not intended to convey particular personal concerns raised within this report and instead, submissions have been reviewed to establish principal themes and topics identified therein. 4.3.1 Scheme Need Submissions were assessed to determine whether or not respondents supported/acknowledged the need for a scheme to improve the N11/M11 corridor. It should be noted that support or opposition for the scheme was not deemed to represent support for the scheme proposals presented at the public consultation, but rather as support or opposition to an improvement scheme of some description. Of the 1,096 unique submissions analysed, the opinions expressed regarding scheme need are summarised in Figure 4 below.

4.3.2 Transportation Solutions Submissions were analysed to determine what transportation solutions respondents felt should be implemented to best address the problems along the existing N11/M11 corridor. Figure 5 below presents the opinion expressed on the theme of transportation solutions.

Figure 5: Submission Response on Topic of Transportation Solutions The following points were particularly evident with respect to the theme of transportation solutions: • Many submissions recognised that a multi-component transport solution would be required to meet the objectives of the scheme. • Support for improvements to public transport within the study area was very strong. This included the enhancement of the rail system along with the prioritisation of public transport on the N11/M11 through the provision of dedicated bus lanes and park and ride. • Many submissions were opposed to solutions which focus solely on road capacity enhancement, noting that this would simply facilitate additional commuting and provide no more than a short-term unsustainable solution.

4.3.3 Corridor Support/Opposition The 1,096 unique submissions were analysed to determine if support or opposition was expressed for any of the corridor options presented at the public consultation. While many submissions did not explicitly comment on particular corridor options, of those that did, 243 submissions expressed support for at least one of the corridors. The breakdown of the number of submissions expressing support for a corridor is presented in Figure 6 below.

Figure 6: Corridor Support in Submissions Received It is evident that where support was expressed, this overwhelmingly favoured the red (online) corridor. Submissions were also assessed to determine which corridors were explicitly opposed. A total of 868 submissions expressed opposition for one or more of the corridor options, with certain submissions opposing all corridors, or all offline corridors. The breakdown of the number of submissions expressing opposition for a corridor is presented in Figure 7 below.

4.3.4 Specific Issues Raised The submissions received raised particular issues and topics across a very broad spectrum, including inter alia environmental concerns, local and community issues, amenities, property and land impacts and personal matters. A summary of the type of specific issues raised within the 1,096 unique submissions is presented in Figure 8 below.

In addition, a number of submissions provided feedback on the following issues; • Several submissions noted that the N11/M11 is only congested during the school calendar and generally operates satisfactorily outside of the school period. • A number of submissions stated that the information presented at the consultation lacked sufficient detail on the proposals and that the quality of the public consultation was inadequate. • Several submissions expressed concern that the proposals were contrary to the objectives of the Climate Action Plan. • Submissions were received from many local residents expressing concern that their property may be devalued during the development of the scheme and they were effectively ‘on hold’ until decisions were made by the project team. • A number of submissions expressed a view that the offline corridor proposals were unexpected in light of previous studies that had been undertaken along the corridor.

4.3.5 Constraints Study Information One of the primary aims of the consultation process during Phase 2 (Option Selection) is to offer the public an opportunity to identify additional constraints that the project team should be aware of when investigating transportation options. A large number of submissions identified additional constraints which will be assimilated and processed by the project team and will feed into the consideration and refinement of scheme options. Figure 9 below presents a summary of the number of submissions in which constraints across a variety of environmental topics were mentioned.

4.4 Petition Submissions As noted above, 2,511 individual template or petition submissions were received via email, post or delivered by hand. These submissions focussed on specific local issues including the following; • 135 petition submissions were received regarding the proposed upgrade of the N11 between Junction 8 (Kilmacanoge) and Junction 11 (). The submissions specifically opposed the development of offline options in the vicinity of the Glen of the Downs and sought further clarity on the proposed online option. • 135 petition submissions were received opposing the development proposals, specifically the Pink, Orange and Cyan corridors. These petition submissions also requested planners to focus on improving public transport, upgrading the existing N11 and to consider the issues of noise, air pollution, local farms, homes, businesses and leisure facilities. • 2,241 submissions were hand delivered to the project offices covering a number of specific subjects and concerns within the area of Kilmacanoge and the Little Sugar Loaf. These submissions focussed on issues relating to the following; • Desecration of panoramic views; • Potential loss of existing cycling and walking amenities; • Potential loss of natural habitat and local species and wildlife; • Destruction of equestrian facilities with associated impacts on tourism, commerce and employment; • Environmental and Landscape concerns; • Impacts on the Dargle Valley, existing public amenities, including schools and a nursing home.

4.4.1 Online Petitions During the period of consultation, the project team were directed to 3 online petitions which at the time of writing had been supported by 3,829 people. These online petitions related to the following topics: • Opposition to any proposed closure of Herbert Road • Opposition to the proposed Pink, Orange and Cyan routes east and west of the Glen of the Downs • Opposition to ‘Ecocide in Ireland’ and support for adequate public transport, contraflow systems and incentives to carpool.

5 Next Steps

All submissions received as part of this non-statutory public consultation have been reviewed and any additional constraints identified by the public have been documented as required. The feedback received will be considered within the Option Selection assessment process and project options will be reviewed and revised as necessary. The N11/M11 Project Team would like to sincerely thank all members of the public, stakeholders, community groups, businesses and other interested parties for the submissions received by our office following the public consultation in November 2019.
