August 9, 2013

Request to be a delegation before Council on August 15, 2013

Dear Paul Ens and Council,

Subject: Re: Requested amendment to Open Air Bum Permit

I would like the opportunity to speak before Council regarding proposed changes to the existing guidelines of the Open Air Bum Permit. While the distance from a burning to a building

In the month of August, the police attended my home at 11 857 ElUott Road, stood with me and observed both visually and by smell, the saturation of the smoke coming from a burning at 11887 Elliott Road. The smoke filled up my home and burned my lungs/throat, and the police, while sympathetic, noted that because the neighbours were technically and legally following the bylaw requirements for an Open Air Bum that I would have to follow-up the issue with Council to change the bylaw. While my neighbours are technically following the bylaw requirements, they are being incredibly inconsiderate of me and my family by positioning their fire pit so the wind picks up the smoke and directly saturates our home, rendering it essentially unlivable for the duration of the bum.

I would like to request a change to the current Open Air Bum Permit to include a piece about considering common decency and human life when it comes to neighbours living adjacent to any bums. In this particular case, my neighbours are clearly aware of the common wind directions (west to east) and the fire pit is positioned exactly east behind our house so that smoke almost always drifts to our house during our neighbours' burnings. Additionally, while I recognize that we live in a commercially zoned area, my neighbours' business directly deals with timber wood shavings and they have many more bums than an average household. As a cancer survivor, I am concerned about any toxicity in the air, and I have no control over the contaminants in the smoke which also causes a great deal of anxiety.

Thank you for considering my request; I look forward to your response.

Sincerely,

Roselyne Chues

Dear Ms. Millard:

Thank you for writing on behalf of the Municipality of Bayham to support the Township of Wainfleet's resolution regarding proposed wind turbines.

Building clean, reliable and affordable energy in a way that respects communities is one of our top priorities. I have been clear in stating that municipal input on the siting of renewable energy projects is important. Now we're making significant changes that will engage municipalities at the beginning of the process to identify appropriate locations and siting requirements for future large renewable energy projects.

As setbacks and municipal input on the siting of wind projects fall under the purviews of the Ministry of Energy and the Ministry of the Environment, I have shared a copy of your correspondence with my colleagues, the Honourable Bob Chiarelli and the Honourable Jim Bradley, for their consideration. I am also sharing a copy with my colleague, the Honourable Jeff Leal, Minister of Rural Affairs, for his information.

Once again, thank you for bringing your municipality's concerns to the attention of the government.

Sincerely, ^^(\J!jUU^LLU^-^

A Joint Statement from the Elgin Area Water Supply System, the Middlesex-London Health Unit, and Elgin'St. Thomas Public Health

August 8, 2013

The Elgin Area Water Supply System, Elgin St. Thomas Public Health and the Middlesex-London Health Unit are advising that recent routine water quality monitoring has detected slightly elevated sodium levels in the water produced by the Elgin Area Water Supply System. For healthy individuals, the sodium concentrations that have been found do not pose a health risk, however provincial legislation requires water system operators to advise local Medical Officers of Health when a sodium sample result exceeds 20 milligrams per litre (20mg/L). Elgin St. Thomas Public Health and the Middlesex-London Health Unit are therefore advising local physicians of the situation. Patients on sodium restricted diets are being made aware so they can consider all potential sources of sodium, including municipal drinking water.

Elgin Area Water Supply System regularly monitors and tests municipal drinking water quality and as noted above/ recently found sodium levels in the treated drinking water has at times exceeded the reporting requirement. Based on sample results in 2013 to date, the average sodium level in the treated drinking water is 19.8mg/L, ranging between 18.8mg/L and 21.2mg/L

The naturally occurring sodium levels found in Lake Erie can range between 8mg and 14mg per litre. As much as three quarters of the sodium in treated drinking water can come from lake water, with the remainder coming from the water treatment process.

The amount ofsodium consumed from drinking water represents a very small percentage of the total amount of sodium consumed by the average person in a day. Most Canadians consume approximately 3400mg of sodium per day, with the main source being processed foods and beverages. At a sodium level of 20mg/L, drinking two litres of water from the Elgin Area Water Supply System each day would contribute about 40mg of sodium to the total daily intake.

The Elgin Area Water Supply System serves the municipalities of Southwold. Central Elgin, Malahide, and Bayham, as well as the Town of Aylmer, the City of St. Thomas and portions of south London, To find out if your munlcEpal drinking water comes from the Elgin Area Water Supply System, please contact your local municipality.

August 2013

What is sodium?

Sodium is a naturally occurring mineral in food and water, and is a necessary element of human nutrition. Typically the consumption of sodium from food is much higher than from drinking water.

How does sodium get into the drinking water? Sodiumis a min®Tal_that occurs naturally in raw water sources. At the Elgin Area Primary Water Supply System (EAPWSS), naturally occurring sodium in Lake Erie can contribute as much as three quarters of the sodium in the drinking water. The lake water's naturally occurring sodium levels range between 8 mg/L and 14 mg/L. with the remainder of the sodium in the treated drinking water coming from the water treatment process.

How much sodium is acceptable in drinking water? The Guidelines for Canadian Drinking Water Quality and Ontario Drinking Water Quality Standards set an aesthetic objective for sodium in drinking water at 200 mg/L, at which point it ??n-b^d?Tct?

I^..^?_ ^^S wat?r.^?tl. the ontario linking Water Systems Regulation (Ontario Regulation 170/03). requires that a report be made to the local Medical Officers) of Health if a sodium result exceeds 20 mg/L in a sample of drinking water. When a sodium sample result in drinking water exceeds 20 mg/L, the Medical Officer of Health informs physicians and other health professionals to help people following sodium restricted diets control their sodium intake.

How much sodium is in drinking water supplied from the EAPWSS? Recently the EAPWSS has found that, at times, the sodium levels in treated drinking water exceed the 20 mg/L reporting threshold. Based on 2013 test results, the EAPWSS "treated drinking water has an average sodium level of 19.8 mg/L, ranging between 18.8 mg/L and 21.2mg/L

How often Is sodium testing conducted in the EAPWSS drinking water?

!J^d?-r^h^-(?nlarlio.P?nkln9,wsltersystems Re9ulation (°- Re9-170/03), drinking water systems are required to test for sodium once every five years. Starting in July 2013, the EAPWSS will test for sodium four times per year (quarterly) in treated drinking water All samples are sent to an external accredited laboratory for analysis. To see the test results for sodium, please visit our water quality reports page at: httD://www.watersuDDlv.london.ca/reDorts.html

Dear Mr. Kruger: RE: ELGIN COUNTS OPP - CHANGES TO PAID DUTY POLICY

The Elgin County O.P.P. Detachment is committed to working collaboratively with all of our municipal partners and community stakeholders.

Historically, members of the Elgin County O.P.P. have provided security/policing roles at Stag & Does, held in community owned facilities. These members execute their duties in a professional manner and are compensated in accordance with 0.P.P. Paid Duty Policy.

Unfortunately, some privately arranged functions involve activities that contravene the Liquor License Act and Gaming Control Act. The presence of O.P.P. members gives an inference police condone unlawful actions and thus place the O.P.P. in a negative position with respect to liability.

Subsequently, in consultation with the Elgin Group Police Services Board, Elgin County O.P.P. will no longer provide Paid Duty officers at Stag and Doe licensed events. This letter is being provided in anticipation of necessary amendments to current by-laws and/or municipal alcohol policies.

Please be aware of practical alternatives available to municipalities to continue these functions, such as employing private security firms or municipalities obtaining liquor licenses for municipal/community buildings. I am available for further consultation or discussion if you have any further inquiries with respect to this change in our policy.

Kind Regards, /Sf^JV^ Insp. Brad Fishleigh Detachment Commander Elgin County Detachment, OPP
