INTRODUCTION 1.1 Background Goba Pty Ltd was appointed by Zitholele Consulting on behalf of Eskom to undertake a traffic/transportation impact study as part of the Environmental Impact Assessment for the proposed Ash Disposal facility development at the Kendal Power Station. Kendal Power Station is located near Emalahleni in the Mpumalanga Province. A regional locality plan is shown in Figure 1 in Annexure A: Kendal Power Station is a coal fired power station located south west of the Ogies Town. It has an indirect dry-cooling system that uses a cooling tower and water. The power station has a life span of 60 years beginning in 1993 when the first coal was fired. Kendal has six 686 megawatt (MW) units that generates 4 116 MW. 1.2 Problem Statement The current ash disposal facility of the Kendal Power Station is running out of space due to the poor quality coal accessible for combustion, which produces more ash than was planned. In addition the life span of Kendal has also been extended to 2053, which would render the available ash disposal space inadequate to accommodate continuation of disposal. Eskom has two options in solving this problem: o Continue disposing ash onto the existing facility but extend the footprint of the facility or o Seek an alternative disposal facility site with a lifespan of 30 years. This report will investigate the former and determine the impact of traffic onto the immediate road network surrounding the site. 1.3 Warrants and Extent of study In order to identify the relevant input, the following guidelines taken from the Manual for Traffic Impact Studies of the Department of Transport were followed: o Threshold Value (in terms of trips generated) for Traffic Impact Studies: For this development less than 150 trips will be generated in the Peak Hour, therefore a Traffic Impact Study is warranted. o Extent of Analysis : For a Traffic Impact Statement, the operation of the first intersections on either side of the access has to be evaluated. o Assessment Years : The development is generating less than 150 trips in the peak hour; therefore a Base Year assessment is required. \\roadsrv1\roads_data$\022210.R Kendal Ash Plant 1\01 Design Records and Calculation Files\04 Road 1 Calculations\Traffic\Report\Traffic Impact Study R2.doc Kendal Power Plant Ash Disposal Facility 1.4 Study Area The locality and roads surrounding the power station and the ash disposal facility are shown in Figure 1-1 below. The site is bounded by Road D1390 and D686. D1390 is a gravell road running north south linking local mines onto the D686 which subsequently intersects with the N12 national Road. RETENTION The Mpumalanga Provincial Government has further resolved that the deduction of retention monies from progress payments should remain in place as a security against any defaulters or in lieu of poor workmanship: 5.1 BUILDING CONTRACTS IN GENERAL 10% retention shall be deducted on any progress payment certificate, until the total deducted retention value equal 5% of total contract/ project value. The money shall be released at the expiry date of the retention period, which is normally a three-month period. 5.2 ENGINEERING CONTRACTS 10 % retention shall be deducted on any progress payment certificate, until the total retention value equals 10% of the total contract/ project value.

E-mail: [email protected] and [email protected] ABSTRACT The use of the more commonly used traffic calming measures, such as speed humps and mini- circles, has mostly been restricted to Class 4 and 5 streets. Inappropriate high speeds and driver behaviour, which cannot fully be addressed by law enforcement, do however also often occur on higher order roads. Application of traffic calming measures suitable to higher order urban roads or even rural roads is not addressed in existing guideline documents, and research and investigation into this issue is required. The case of Tafelberg Road in Middelburg, Mpumalanga has offered the opportunity to investigate and implement traffic calming on a higher order road. The two-lane road is constructed to very high standards, almost completely straight over more than 2 kilometres, with pavement width in excess of 11 metres and wide verges. Tafelberg Road has multiple functions in the road network - it has a through traffic function, connecting regional roads, while also serving as an access road for an adjacent residential area. The road also carries relative high volumes of heavy vehicle traffic. High speeds and perceived high noise levels lead to numerous complaints from the public. This paper describes the traffic study that was done to quantify problem areas, including speed, volumes and noise measurements and the methodology used to identify and refine measures to address the problem and an after study that was done, and its results.

E-mail: [email protected] ABSTRACT Roads and railways are in a sense the arteries that keep the lifeblood of the economy flowing. Approximately 70 percent of freight moves by road in South Africa and it is growing by approximately four percent per annum. Data and information on heavy vehicle (HV) volumes and axle masses are therefore indispensable to road authorities for design and maintenance purposes. Heavy vehicle data from three sources, namely 11 weigh-in-motion (WIM) scales at Traffic Control Centres (TCCs) on national roads N3 and N4, 34 WIM scales on some of the main national roads and 35 continuous traffic counting stations, was analysed. Heavy vehicles were classified into 22 classes and average axle masses and spacings were calculated for these based on the N3 TCC data. Typical E80 values for the 22 classes were calculated using the average axle masses as well as the measured mass of each individual axle. It was found that the E80-values from the latter method correspond well with the average values recommended in the TRH 16 (1991). The composition of the HV population, i.e. percentage of 2-, 3-, 4-, 5-, 6- and 7+-axle HVs, was used to classify the main road network in SA into Low, Medium and High HV roads. On Low HV roads more than 55 percent of HVs are 2-axle HVs whereas on High HV roads less than 35 percent are 2-axle HVs.
