This peace-enforcement force entered Kosovo on June 12, 1999 under a United Nations mandate, two days after the adoption of UN Security Council Resolution 1244. While continuing to maintain and develop a climate of safety and security, KFOR is also here to support the United Nations Mission in Kosovo (UNMIK). UNMIK and KFOR work together in promoting the transfer of increased responsibility to civil authorities, in order to facilitate the withdrawal from large-scale framework operations in Kosovo. KFOR contingents are grouped into four multinational brigades. Although the brigades are responsible for specific area’s of operations, they all fall under the single chain of command of Commander Kosovo Force (COMKFOR). This means that all national contingents pursue the same objective, which is to maintain a safe and secure environment in Kosovo. They do so with professionalism and in an even-handed manner towards all ethnic groups.     Major General (DEU) Richard Rossmanith Chief of Staff Deployable Joint Staff Element 1 Major General Richard Rossmanith was born on March 16 th , 1955, and spent his youth in Bavaria. In July 1973 he joined the Bundeswehr, Light Infantry Battalion 561. In 1977 he graduated from the Bundeswehr University in Munich with a Bachelor of Science Degree in Electrical Engineering. From 1977 to 1981 he served as Platoon Commander in Light Infantry Battalion 112, Regen, before be- coming Company Commander in 2 nd and 4 th Company of Mechanized Infantry Battalion 112, also sta- tioned in Regen, from 1981 to 1985. Between 1985 and 1987 he attended the German Command and General Staff Officer Course in Ham- burg. After that he was appointed to his first NATO position as Desk Officer for Politico-Military Affairs to the German Military Representative to the Military Committee in Brussels, Belgium. In 1989 he became the G3 of Armoured Brigade 6 in Hofgeismar, Germany, and in 1990 he was sent to Erfurt to serve as Chief of Staff of 4 th Motorized Rifle Division (former National Peoples Army). In April 1991 he was assigned to his second NATO position as Branch Chief in Headquarters BALTAP, Karup, Denmark, and served there until 1993. Returning to Germany he was next posted to the Ministry of Defence, initially as Desk Officer in the Armed Forces Staff (Bundeswehr Operations), before becoming Deputy Branch Chief (Policy) and G3. From June 1995 to March 1997 he commanded Mechanized Infantry Battalion 212 in Augustdorf, Ger- many, followed by a deployment to SFOR, where he became the G3 of the German National Contingent in Rajlovac, Bosnia, in April 1997.

    One of the great benefits of participating in the KFOR mission is the opportunity to interact with Soldiers of many nations. During my time in Kosovo, we have transformed from Task Force - East to a Battle Group East. While both of these titles were preceded by "Multinational," this has not been the case at the headquarters until just recently. MNBG E headquarters now has a true multinational leadership staff. Maj. Andrzej Glowacki, of Poland, is now the Assistant Deputy Commander Maneuver under U.S. Col. Robert Fode. Capt. Tomasz Golis, of Poland, will serve as Assistant Chief of Operations for the Joint Operations Center under U.S. Maj. Brad Brown. Soldiers from Greece, Poland, Romania, Turkey and Ukraine will also be assuming positions of responsibility on the headquarters staff. With the addition of Turkey in March, units in MNBG E now include KFOR peacekeepers from Turkey, Greece, Poland, Romania, Ukraine, Armenia and the United States. As part of the new partnership, Turkish, Polish, and Greek Soldiers will be traveling to the U.S. to provide a multinational training environment for the next rotation of U.S. Soldiers preparing for their role in supporting KFOR. This multinational training will make for a seamless transition to U.S. KFOR 13 later this summer. With the move to Deterrent Presence phase of KFOR, we have also increased the opportunities to work with other Battle Group headquarters and Soldiers across Kosovo. This has been a rewarding experience, and we have learned and benefitted from each of those encounters. At Camp Bondsteel, Battle Group East Soldiers have recently welcomed troops from Hungary and Sweden for cross- training events, familiarization patrols of the Battle Group area of operations and medical training.

It will also be a challenging time for our headquarters, as we perform critical framework tasks, begin to transition Land Competency ex- pertise to the new Land Command Izmir, and maintain a force package on NATO Response Force ( NRF) Standby. We have realigned the HQ according to func- tional staff directorates, posturing Force Com- mand Heidelberg to fully achieve the Command priorities and all assigned missions. Maj. Gen. Richard Rossmanith will be the Chief of Staff Transition, and Maj. Gen. Hubert De Vos will be Chief of Staff Operations. There will be four As- sistant Chiefs of Staff ( ACOS ) : Brig. Gen. Reconnaissance team conducted crisis Olivier Rittiman, ACOS Transition; Brig. Gen. Wojciech Grabowski, ACOS Training and Exer- response exercise cises; Brig. Gen. Leo Beulen, ACOS Operations; and Brig. Gen. Salvatore Albore, ACOS Support. All FCHD personnel will work in a team or group within one of these functional areas. Realignment will enhance our ability to begin a methodical “ l eft seat, right seat ” transition of Land Competency expertise in the summer. This is a complex task, one that requires the active participation of all FCHD personnel within their respective fields. While we focus on the transition process, we must also plan and execute several critical framework tasks. In mid-March we will co-chair the Bi-Force Command Corps Commanders Conference in Lille, France.
