STASIS AMONG POWERS: YUGOSLAV DESTRUCTION AFTER THE COLD WAR A dissertation presented by Mladen Stevan Mrdalj to The Department of Political Science In partial fulfillment of the requirements for the degree of Doctor of Philosophy in the field of Political Science Northeastern University Boston, Massachusetts December 2015 STASIS AMONG POWERS: YUGOSLAV DESTRUCTION AFTER THE COLD WAR by Mladen Stevan Mrdalj ABSTRACT OF DISSERTATION Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in Political Science in the College of Social Sciences and Humanities of Northeastern University December 2015 2 Abstract This research investigates the causes of Yugoslavia’s violent destruction in the 1990’s. It builds its argument on the interaction of international and domestic factors. In doing so, it details the origins of Yugoslav ideology as a fluid concept rooted in the early 19th century Croatian national movement. Tracing the evolving nationalist competition among Serbs and Croats, it demonstrates inherent contradictions of the Yugoslav project. These contradictions resulted in ethnic outbidding among Croatian nationalists and communists against the perceived Serbian hegemony. This dynamic drove the gradual erosion of Yugoslav state capacity during Cold War. The end of Cold War coincided with the height of internal Yugoslav conflict. Managing the collapse of Soviet Union and communism imposed both strategic and normative imperatives on the Western allies. These imperatives largely determined external policy toward Yugoslavia. They incentivized and inhibited domestic actors in pursuit of their goals. The result was the collapse of the country with varying degrees of violence. The findings support further research on international causes of civil wars. -

MACEDONIA UPDATE: Challenges and Choices for the New Government ICG Balkans Report N°60 Skopje-Brussels, 29 March 1999 Foreword This latest ICG report on Macedonia was written during March, as the new humanitarian catastrophe in neighbouring Kosovo unfolded and reached a new scale. Because of the recent events in Kosovo and the region at large, parts of this report have been overtaken by new developments. In particular, this concerns issues relating to the amount of aid reaching Macedonia, actions taken to alleviate the refugee situation in Macedonia and, most importantly, the Government’s ability to deal with the increasing number of refugees. Indeed, events in the last few days may well have reached a point beyond the Government’s capacity to respond. On the whole however, the analysis and conclusions of this report are still valid and still merit consideration despite the fact that local and international attention is now focusing on developments in Kosovo and their effect on neighbouring countries. They constitute one third of the continent’s 450 million people.1 This population is not the same. Thus, a black person from the USA has cultural differences regarding another contemporary from El Salvador, Bahia, in Brazil, or from Asuncion in Paraguay. The black groups spread throughout the continent are diverse. Blacks from the Americas have fought with indigenous and Europeans. The mutual influence gave rise to a new culture, as Manuel Zapata Orivella said the “Mestizaje cultural etnico”. According to the different historical processes, one race will predominate over another, but generally the different roots are simultaneously present.2 The American Societies must value their multi-ethnic character. In the case of Afro descendents, Roger Bastide would differentiate between “Afro-American Cultures”, generally marked by African elements, and “negroamericanos” , who have suffered more intense aculturization process. There is no doubt that the cultural “supervivencias ” of these “sincretismos”have resisted for centuries the white race domination.3 The afrocultures do not express only in the dance and in music, as Mr. -

Conflict Studies Research Centre ISBN 1-903584-36-1 July 2001 G98 James Pettifer Introduction Among all the Republics of the second Yugoslavia, FYROM was generally praised by the international community for many years as an example of a fairly successful multiethnic and multicultural state that managed its exit from socialist Yugoslavia without significant violence. It seemed to be a beacon of hope in a difficult region. The Yugoslav Federal Army left the Socialist Republic of Macedonia by voluntary agreement, peacefully, although virtually all equipment was also removed, leaving the new state without any defence force. Under its elderly President, Kiro Gligorov, FYROM had achieved independence in a national referendum from FRY by a large majority in September 1991, and was able to survive the difficult period of the Greek economic boycott that followed and also the serious pressures resulting from United Nations economic sanctions in the 1993 to 1995 period against FRY. -

Public Opinion Polls 2 Last Change of "Concordia" Command At the end of 2003 officially ceased to exist "Concordia", the EU military mission in Macedonia, which was replaced by the civilian police mission "Proxima". On the occasion spoke Mr. Solana who pointed out that "the main threat for the country's stability is crime, and not the armed conflict anymore, which stresses that the support must be a police one and not military". His estimation was that "the process of stabilization and normalization has reached the point in which the country is in a position to say goodbye to foreign troops". Prime Minister Crvenkovski described Macedonia as a "completely stabilized country in the security sense", whose main priority presently is the economic development and solving social problems. Former Conflict Consequences Repeated disarmament campaign summarized its results at the end of 2003 by informing the public that in the frames of the action for illegal weapon's collection citizens gave 7571 pieces of weapons, 100.000 pieces of ammunition, 1257 pieces and 165 kilograms of explosive, 1001 pieces of accompanying weaponry and 497 meters of wick and cables. -

Ewe Country Boundaries The boundaries of the new African nations are those of the old British, Belgian, French, German, and Portuguese colonies. They are essentially artificial in the sense that some of them do not correspond with any well-marked ethnic divisions. Because of this the Ewes, like some other ethnic groups, have remained fragmented under the three different flags, just as they were divided among the three colonial powers after the Berlin Conference of 1844 that partitioned Africa. A portion of the Ewes went to Britain, another to Germany, and a small section in Benin (Dahomey) went to France. After World War I, the League of Nations gave the Germans- occupied areas to Britain and France as mandated territories. Those who were under the British are now the Ghanaian Ewes, those under the French are Togo, and Benin (Dahomey) Ewes, respectively. -
