Canberra Showground (NATEX) identified as suitable venue for congregation
initial estimate indicates capacity for expected attendance (12..0 - 1 5o, coo)
good transport access
convenient sites for parking/bus and coach facilities
existing or potential camping areas with suitable facilities.
16 hectares is the estimated venue size requirements for congregation

outer zone containing public parking areas restricted to Papal traffic
consideration of special traffic arrangements for adjacent suburbs e.g. Mitchell, Watson
Appropriate arrangements for temporary signs, road closures, personnel to direct traffic will need to be made.
2 . ESTIMATED ATTENDANCE
(a) Origin/Basis for estimate
Approximately 90,000 Catholics in Canberra/Queanbeyan area
some 60,000-80,000 expected to attend - 3 -
200,000- 250,000 Catholics in surrounding hinterland
60,000- 70,000 expected to attend
in addition some 10,000-20,000 non- Catholics may attend.
Total estimated crowd between 120,000 and 150,000.
(b) Estimated mode split
Majority of local people can be expected to use cars or ACTION
interstate visitors predominantly car or hire coach
also rail and air
many interstate visitors expected to a~rive early (either Sunday or before) and camp
will therefore already be on-site or within walking distance on the Monday
coaches can operate or shuttle buses from camping grounds to Mass.
Based on above assumptions expected mode split as follows
85,000 by car (approx. 36,000 vehicles) 36,000 by hire coaches 26,000 by ACTION 3000 by other modes (c) Pattern of arrival/departure

3. VENUE FACILITIES
(a) Parking-Cars
Cars will require access from three main directions via
Federal Highway (interstate and N. suburbs)
Barton Highway (interstate and Belconnen)
Northbourne Avenue and Majura Lane (§. suburbs, Queanbeyan,Cooma etc)
intention to facilitate easy access, minimise traffic congestion and optimise parking facility utilisation by balancing supply of parking to expected demand on each major approach route.
Estimated approximately 110 hectares required to accommodate 36,000 cars
based on requirement of 30m2 space per car
majority of cars can therefore be located at the racecourse and its environs or Wells Station Road parking area
attached map details main access routes and appropriate parking destinations
Wel~ Station Road is the major area of parking implying need to divert some traffic to Majura Lane/Federal Highway approach. - b ·-
Space requirements will be reduced as camping areas will have on-site parking, plus shuttle bus to Mass.
Estimated total space available for parking is 230 hectares
detailed breakdown at Attachment A
exceeds estimated requirements however some sites may be unavailable or unsuitable
(b) Bus/coach facilities
Estimated total of 8-10 hectares required
10-13 hectares tentatively identified (see Attachment A)
bus set-down and turnaround facilities could be provided by using Stirling Avenue entrance leading back on to Flemington Road
and Flemington Road in front of Natex entrance
= also current racecourse arrival point off Randwick Road.
Estimated total of 40 hectares required
potential sites will require adequate washing/toilet facilities

(d) Special facilities
Precise requirements to be determined following advice from relevant organisations
general principle that most requirements
could be catered for within 'inne~ zone' of parking
and be broadly based on past practice at public events held at the Natex centre.

avoids crowds most indirect route - (3) Morshead, Parkes Way, Northbourne marginally less direct than preferred route potential for greater traffic disruption/ restriction of public access Attached map illustrates preferred route and alternative route (1) other routes considered to be less convenient however there may be other factors e.g. security (4) Helicopter from Airport to Natex showjumping arena saves time avoids crowds (c) Venue to Government House Pope's vehicle would exit via Northbourne Avenue and move on to Adelaide Avenue will precede other vehicles leaving the venue unlikely to cause problems providing no restrictions are imposed until after the afternoon peak period would not appear necessary for road closures major escort and temporary halting of traffic flow ? - 5 . TRAFFIC ARRANGEMENTS FOR CROWD (a) Routes (1) Federal Highway serving interstate visitors and northern suburbs residents entering highway from Antill Street incoming vehicles (other than coaches) could be 'drawn off' into Wells Station Road carpark can be fed by Majura Lane or Limestone/Majura Avenue into Antill Street for southern traffic (2) Barton Highway serving interstate and Belconnen and some cross- town traffic interstate and north Belconnen would be encouraged to enter Randwick Road and avoid 'feeding in' to Northbourne Avenue other vehicle may be encouraged to park at Bruce Stadium/National Sporting Complex area and shuttle to venue. (3) Northbourne Avenue serving S. suburbs Queanbeyan and Cooma etc - lo - vehicles would use racecourse area parking space visitors shuttle from other parking areas further away e.g. Southwell Park. supplemented by Majura Lane or Limestone/ Majura Avenue into Antill St. (b) Road Closures To be determined as details of transport and traffic arrangements are finalised any closures will require close liaison between AFP, Director(Traffic) Dept. of Territories and sub-committee may require additional media coverage (c) Co-ordination Detailed co-ordination of traffic movements possible using Catholic Church administration different parishes assigned car parking areas before event maximum use of buses/hire coaches use of hired coaches to provide shuttle services from camping areas - It- )7 ( cl) C i v i! Work~ Civil Works which may be required include footbridges across Sullivan's Creek temporary acess points to Federal Highway, Barton Highway, Northbourne Avenue, Bellenden Street some works may be required to provide all-weather parking surfaces in open space areas b . USE OF CURRENTLY LEASED SITES There are a number of areas that will or may be required for parking and/or camping including grasslands off Wells Station Road Canberra racecourse Yowani Golf course Sou -:_ 1-}well Park Ellenborough Streeet horse paddocks Drive in theatre National Sports Complex RAAF Transmitting Station NATEX and associated areas - Jl.- need to approach leaseholders to clarify which areas may be unavoidable what conditions may need to be met e.g. onus of liability, insurance etc. security arrangements on Natex site may preclude use of certain areas for parking, camping, bus operations these constraints need to be clearly identified 7 ALLOCATION OF TASKS It is necessary to prepare a detailed proposal of traffic arrangements for the Papal visit for submission to next Task Force meeting on 17 April ? plan identifying parking areas, camping areas, bus standing and turnaround areas, hire coach areas,~~c plans of security zones, access control zones, roads to be closed or controlled timetables of when various transport arrangements implemented To achieve this task in the most efficient manner requires allocation of tasks and identification of overall co-ordination responsibility suggested the following tasks be undertaken by the following organisations - 13- 1. ACTION Identify ACTION bus requirements turnaround/stopover facilities fleet requirements driver requirements operation centre on-site 2. CATHOLIC CHURCH liaise with sub-committee on requirements/ schedule changes etc preparation of advance information to visitors on traffic/transport/camping facilities details of requirements/size/number of vehicles in papal entourage 3. A.F.P. advise on requirements for special vehicles/communications (e.g. two- way radio) traffic arrangements need for marshalls in parking areas 4. Dept. P M & C liaise with media and other organisations on media requirements including: vehicle requirements media centre site and access requirements advice on special parking facilities VIPs liaise with Dept. of o~F~~~~ on any special transport arrangements at RA-rt F F 5. DEPT.
