1. EXECUTIVE SUMMARY

1.1 INTRODUCTION

Shri K. K. Shastri Government Commerce College is located in Maninagar, in the Eastern part of Ahmedabad. Eastern Ahmedabad had historically lagged behind the western region in terms of development and access to basic amenities including avenues of higher education. The college was established on 6th September, 2005 by then Hon’ble Chief Minister of Shri Narendra Modi as part of the efforts to provide the students of Eastern part of the city with quality education leading to Bachelor degree in the discipline of commerce and also as a part of the larger strategy to mitigate the divide between the two regions of the same city. The college had its humble beginning in the premises of Ramkrishna Krishna Vidyalaya, Maninagar with just 45 students and a few faculties deputed from other Government colleges. Soon, realising that a college in the school premises would not be feasible in the long run, the college got shifted to our present location which was formerly known as Bihari Mill Compound. As a preliminary arrangement, the college started functioning in a small building which was formerly the mill owners house. The foundation stone of the present college building was laid on 29th June, 2006 by Shri Narendra Modi. The college got affiliated to in the academic year 2005-06, and was subsequently named as Shri K. K. Shastri Government Commerce College after the name of Padma Shri Dr. Keshavram Kashiram Shastri, an eminent literary scholar who has distinguished works in multiple languages including Sanskrit, Gujarati, English and Hindi to his credit. The college got its PG Center in the academic year 2017-18. Beginning with just forty-five students in 2005, today our student strength is around 2000 with B. Com and M. Com put together. The college aims to reach the zenith of its potentiality and scale new heights in future. With a dedicated teaching and non-teaching staff and a bright student base we are sure to scale new heights in future.

Institutional Strength

Centralized Admission Procedure:

The college follows centralized admission procedure conducted by Gujarat University for admission in the First Year B. Com and M. Com. This ensures that the entire procedure is fair and transparent.

Location

Our Institute is located just 1.5 Kilometers from Maninagar Railway Station which makes it accessible to students coming from the peripheral regions of the city and even outside. Its proximity to the Ahmedabad Railway station and ST bus stand gives it an edge in terms of location.

GPSC Appointed Regular Faculties:

Being a Government college, all the regular faculties are appointed through Gujarat Public Service Commission, even the appointment of the contract faculties is done through a proper procedure carried out by Commissionerate of Higher Education, Government of Gujarat.

Good Infrastructure

The college is endowed with good physical infrastructure and has enough number of classes, seminar hall and auditorium

Career Guidance, Placement and Finishing School

We have a separate Career Guidance and placement cell where students are provided with all requisite information about jobs in private and public sector. Every year we give trainings to our final year students with regards to personal grooming, facing the interview, resume writing and we also conduct campus placement. We have a separate Finishing School Programme for the same

ISO Certification

We are an ISO 9001:2015 Certified institute and this is a testimonial towards our commitment towards maintaining high standards of quality. Abiding by the set standards under the ISO certification we are in a better position to cater better quality teaching and learning environment to our students

Green Audit

Getting Green Audit done for our institute shows our commitment towards environment and sustainable development. The college has solar panels for satisfying a part of our energy requirements.

Institutional Weakness

Lack of Sports Ground within the campus

The campus does not have enough space for a sports ground.

Lack of a full time Physical Training Instructor (PTI)

We don’t have a full time PTI and have to manage with a visiting PTI which does impair the quality that we would have perhaps been able to provide to our students in case we had a regular faculty.

Lack of sufficient faculties with PhD degree and Research

Very few of our faculties are Phd. And almost none have Major or Minor Research Projects to their credit

Lack of sufficient number of ICT enabled class rooms

Very few class rooms are ICT enabled, this definitely will contribute to our list of weaknesses.

Student teacher ratio and Student Computer Ratio

The college does not perform well in terms of student teacher ratio and student computer ratio

Institutional Opportunity

The GPSC appointment to be conducted in near future is being viewed by us as an excellent opportunity for to get the required number of regular faculties

There is a scope for our faculties to complete their Phds and carry our more research work in future

There is scope to introduce more value added and skill-based courses

Institutional Challenge

There is lack of sufficient faculty

Being affiliated to Gujarat University we have to strictly follow the syllabus prescribed by the University

1.3 CRITERIA WISE SUMMARY Curricular Aspects

Shri K. K. Shastri Government Commerce College being an affiliated college of Gujarat University follows the prescribed syllabus of the University. For the purpose of effective curriculum delivery, the college follows the Annual Academic Calendar prepared by the IQAC at the inception of each academic year. The Annual Academic Calendar of the college follows the pattern of University exam dates and other schedules prescribed by the University. To ensure effective curriculum delivery each teaching department prepares their own lesson plan and distributes teaching responsibility among the faculties as per the work load and Time Table requirements.

The institute ensures that the Curriculum delivery is done in such a manner that the Elements of Environment and Sustainability, Gender, Human Values and Professional Ethics are embedded in it. As part of the Foundation Course and Soft Skill courses the college has introduced courses on Environmental Study and Pollution Control, Service Management, Business Ethics, Company Secretary, General Insurance, Indian Constitution, Yoga and meditation and . Apart from that our students get exposure to various Social Outreach activities through our Samudaik Seva Dhara and our thriving NSS unit since academic year 2017-18. Our students are actively engaged in a multitude of events throughout the year like Voter awareness programmes, Visit to orphanage and old age homes, SwachhataAbhiyan which creates in them a sense of accountability towards the society. As part of the CWDC activities our students get an opportunity to be benefit from the expert lectures on varying subjects related to legal rights of women, nutrition requirements of women, Female health and hygiene and Self defence.

The Finishing School Initiative as part of our efforts to introduce a much needed value added course works as a tool for the soft skill enhancement and enhance their level of confidence, language skills and soft skills and thereby overall personality development.

We have always been taking informal feedback from our stakeholders, but in recent times we have standardized this procedure.

Teaching-learning and Evaluation

Shri K. K. Shastri Government Commerce College follows the reservation policy prescribed by the University at the time of Admission to the college. This ensures that the college has students belonging to various socio- economic strata of the society. The institution sees to it and makes every effort to ensure that the special needs of the students with varying learning abilities are catered to. The Slow and the Advanced Learners are given special treatment so that both are able to reach the maximum of their potentialities. Special remedial classes are arranged for the slow learners and the advanced learners are given special individual attention by the faculty members. We provide ample of opportunities to our students through Cocurricular and extra-curricular activities, Field trips, Workshops and training programmes, Extension activities that are Participative in nature. The latent talents of our students are brought out through the Seven bands of the ‘Saptadhara’ initiative. The college organizes various workshops and training programme for our students in a variety of areas are to give them exposure to a wide range of skills. The college organizes various training programmes like handicraft workshops, Karate training programme, Hotel Management Programme, Certificate course in Beauty care in association with ORANE , Theatre Training and Folk dance training. The element of innovation and creativity are imbibed in each and every aspect of the teaching learning process.

The college follows the Continuous Internal Evaluation (CIE) format prescribed by the Gujarat University. The semester system was adopted by the Gujarat University since the academic year 2011-12 and since then the college has followed suit. The college follows a well managed and transparent system to see to it that the internal examinations are transparent and fair in nature. We make every possible effort to see to it that in the pre- determined Program Outcomes, Program Specific Outcomes and in the course outcomes are achieved through our Effective Curriculum delivery, our internal evaluation comprising of weekly tests/exams, assignments and objectives tests.

Research, Innovations and Extension

The college encourages its faculties to do research work, present papers in conference seminars, write research papers and do their Phd. The college invites speakers from across various fields for the purpose of transfer of knowledge to the students. In the academic year 2018-19, the institute has conducted a seminar on Intellectual Property Rights for the faculties and the students. The institute tries to see to it that the students and the staff has access to knowledge and information by subscribing to online resources like Nlist. The Namo wi-fi is made accessable to the students which help them to download various study materials like epathshala

Activities like Blood Donation Camp, Thalessemia and Aids awareness, Rally for environment protection, Swatch Bharat Abhiyan, Tree Plantation in the college visit to old age homes and orphanages are part of our yearly activities. We also conduct activities and programmes for tobacco eradication, plays on the issues of gender equality. This kind of activities sensitizes the students about the role they ought to play in giving back to the society and helps in them turning to be responsible citizens of the country.

Infrastructure and Learning Resources

The institute has access to adequate infrastructural facilities for carrying out the teaching-learning process in an effective manner. We have 16 classrooms including a Seminar Hall, out of which 4 are IT enabled with Projectors. Students have access to a separate computer room. There is a seminar hall with a capacity of 250 for seminars and presentations. Our BISAG room is equipped with LED projector where students are shown prerecorded SANDHAN CDs. The Principal and each of the faculty members have access to a separate computer thus enabling them in their teaching, learning and research. The College also has a photocopy machine, used by the staff for teaching and administrative purposes. Separate computers for teaching faculty, enough no. of computers for non teaching staff, computer lab, computers in the library, printers, internet including wifi facility. Our college uses the sports ground of the Gujarat University to practice for various events. The college has a gymnasium with many equipment. A room for indoor games with facilities of table tennis, chess, carom, this room is also utilized for organizing Yoga camps both for faculty and staff. We provide the students with Yoga Mat, Skip rope, Weight lifting rod, Rubber Plates, Rubber Hexa Dumbell, Rubber round Dumbells, Table tennis, Badminton, Chess Set, Carom Board, Cricket set, Twister and Shot put.

The college library is situated on the first floor which provides easy access to the students and staff. Students and staff entering the library register their names in the accession register. The library timings is from 8.00 am to 1.00 pm. The library has access to books, Journals, Newspapers and periodicals. The library is partially automated with SOUL-2.0 software. The Library automation was initiated with the purchase of SOUL software version 2.0. Barcoding of the books was done and the data was entered in SOUL Software. User can easily search the books using OPAC, thus saving the time and making the library services more user friendly.

Student Support and Progression

The students of the college benefit from the scholarships provided by the Government both at the central and the state level for which the college helps them in making them aware about the scholarships for which they are eligible and assists them in filling up the forms and clear the doubts if any. The college thus plays the role of a facilitator in availing these scholarships . Apart from that as part of the students support and progression the college conducts a wide variety of capability enhancement programmes for the students pertaining to preparations for competitive exams, Career Counselling, Soft skill development, Yoga and meditation and Personal Counselling. The college has a very active student council which ensures representation of students in various committees. The SRC members play an active role in the various activities. The General Secretary (GS)

SHASTRI GOVERNMENT COMMERCE COLLEGE is at the helm of the SRC and in case of any issues or problems faced by the students of the college the matter is brought forward to the administration by the GS of the college. Apart from that the SRC has a Lady Representative who is appointed to specifically address the issues pertaining to the female students of the college. The SRC members play an active role Youth Festival committee, CWDC, Newsletter committee, Eco club we have students as committee members. The SRC members play a vital role in the planning and execution of college days, teachers day, Independence day, FY Orientation day functions. In case of grievances, it is the student’s representatives that bring it to the notice of the faculties and the Principal. Our core strength is our student representatives of SRC, NSS, Committee members and our student volunteers who play an active role in the planning and organization of college events and programmes. Our NSS volunteers are an asset who oversees the discipline related matters during the college events. The college has been taking benefit from their expertise at various levels.

Governance, Leadership and Management

The Governance of the college is reflective of the effective leadership in tune with the vision and mission of the institution. The college envisions the holistic development of the students, a majority of whom belong to the lower socio-economic strata of the society. The programmes like Earn while you learn, Career Counselling cell, Finishing School Initiative, Saptadhara, Training Provided under RUSA component XII and the like go a long way in providing multitude of opportunities to our students and also assist in shaping their future careers. Every year the college organizes campus placement for its final year students in which prominent companies and Banks also participate.

Decentralization of power and participative management is ensured by the designation of faculties as coordinators of various committees and also through the well-functioning of SRC proper representation of student members is ensured.

As far as the rules and policies are concerned the college follows the directions of the Govt. of Gujarat and Gujarat University. The college being a State Government College under the Government of Gujarat, follows the Government rules and regulations in terms of procedures, recruitment and promotional policies. The selection process of the permanent faculties is done through Gujarat Public Service Commission (GPSC). All the welfare measures of the Government are applicable to our teaching and non-teaching staff. Internal and External Financial Audit is conducted regularly in the institute as per the norms of the government.

The IQAC of the college was formed in the year 2016-17. Ever since its inception the IQAC has worked incessantly towards quality assurances strategies and processes in the institute. The institute had gone for the State Level Academic and Administrative Audit (AAA) during the academic year 2013-14. The college had received certain Recommendations for Quality improvement and we had taken positive steps to incorporate that changes and recommendations, thus leading to many incremental improvements in the last five years.

Institutional Values and Best Practices

Safety and Security our students are indeed one of our top priority. The campus is under the surveillance of CCTV cameras installed at various strategic locations. We have adequate no. of watchmen in the campus at different places in the campus and also on each floor. The college has a well-functioning Anti Ragging cell, Women’s cell and we also have designated mentors whom the students can contact in case they face any kind of problems. The college does provide a separate common room for girls with a nearby ladies’ toilet and

Keeping up with our commitment towards environmental conservation, the college conducts Green Audit of the campus and facilities through a regulated mechanism. The college has installed solar panels which helps in meeting a part of our power requirements. SKKSGCC has a well-functioning eco-club with an active participation of both staff and students.

To inculcate among the students a sense of National Unity, every year the college celebrates the National festivals with great fervour and enthusiasm.

The institute being an affiliated College of Gujarat University follows the prescribed curriculum and incorporates changes when directed by the University. The college takes the following steps to see to it that the curriculum is effectively delivered through a well planned and documented process:

At the beginning of each Academic year, an Annual Academic Calendar is prepared by the IQAC as per the Gujarat University calendar. The institute follows the number of the working days as prescribed by the University/Government of Gujarat (GoG). The Annual Academic Calendar mentions the dates of Internal and External Examinations, the start and end dates of summer and Diwali breaks and tentative dates of various significant college activities, thereby ensuring a smooth and efficient functioning of the teaching learning activities and evaluation process.

Each of the Departments of the college holds regular meetings to plan an effective delivery of the curriculum. The Department Heads in consultation with other Faculty members prepare the Course Outcomes in each of the subjects and all the faculties collectively see to it they are strictly adhered to in the classroom and in preparation of the question papers. Each department prepares a lesson plan for each of the subjects. The lesson plan clearly delineates the distribution of teaching responsibility between the faculties and the faculties in turn prepares teaching plan for each unit and topics mentioning the teaching methodology to be used in the delivery of the curriculum.

The Time Table Committee allots the teaching responsibility to the faculties on the basis of their respective subjects and work load requirements. The time table is prepared keeping in mind the allocation of classes to each of the subjects and the teachers on the basis of the workload statement

Four of our classrooms are equipped with Overhead projectors . As far as access to learning resources is concerned, the college library has books, Journals, Magazines and Newspapers for aiding the process of effective curriculum delivery. Apart from that students are encouraged to use e-pathshala for detailed reading material in various subjects. The college also has a repository of SANDHAN BISAG lectures which are used as per the students needs. The college has subscribed to N-List The syllabus is made available to the students in the college website and is also imparted

The college identifies slow learners and advanced learners in each subjects and make special arrangement for both in terms of remedial for slow learners and personalized attention is offered to the advanced learners. The Advanced Learners are encouraged to solve University question papers for improving their performance.

2.5 Evaluation Process and Reforms 2.5.1 Reforms in Continuous Internal Evaluation(CIE) system at the institutional level

The college follows the Continuous Internal Evaluation (CIE) format prescribed by the Gujarat University. The semester system was adopted by the Gujarat University since the academic year 2011-12 and since then the college has followed suit. As per Gujarat University norms Thirty percent marks in each of the subjects are based on Internal Evaluation. This is further subdivided into fifteen marks of Internal Tests and Assignment, Attendance and Presentation carrying five marks each.

Since the Academic Year 2018-19 reforms have been introduced in the internal evaluation pattern by the Government of Gujarat.

The college has followed this directive and since the current academic year we conduct at least two tests for each of the subjects. The better marks of the two would be considered for their internal evaluation

This has helped to reduce the burden of the students are they are well prepared and better equipped to face the University examinations by bringing a sense of discipline and consistency in studies.

In order to test the comprehension, reasoning and memory of the facts and concepts objective type questions are administered. Students have to read and understand the concept fully to be able to answer the objective type questions.

Thus through the various methods stated above an effort is made to see to it that the examination system is robust and frequent. Through the long questions that the students are supposed to write in the weekly tests, they get the practice of writing long answers, which proves to be a necessary exercise helpful for their university examinations. At the same time the increase in the periodicity of the tests see to it that the students and consistent and persistent in the matters of study. The objective type tests actually assess the level of their deeper understanding of the subjects.

2.5.2 Mechanism of internal assessment is transparent and robust in terms of frequency and variety

The college follows the directives of the Gujarat University and the Govt. of Gujarat in case of the pattern, timings, and schedule of the internal assessment. To see to that the internal examinations are transparent and fair in nature the college has appointed the following committee who is responsible for conducting the Internal assessment

1.Examination Chairperson 2.In charge of First Year Exams 3.In charge of Second Year Exams 4.In charge of third Year exams 5.Exam Grievance Committee 6.Head of Departments of each subject take care of the assignments in their respective subjects

At the onset a well planned Time Table of the examination is displayed on the College Website, College Notice Board and conveyed in the class rooms at least 15 days prior to the commencement of the examination. Till the academic year 2017-18, the college was following the exam pattern and schedule as prescribed by the University. But since the academic year 2018-19 we follow the internal evaluation pattern prescribed by the Govt. of Gujarat which is as per the common calendar for the entire state. It’s the responsibility of the Head of each of the departments prepare the questionnaires and submit it in advance to the Exam Committee Head.

During the tests we allot one invigilator per 30 students in order to see to it that no unfair means are practiced. We also allot one senior supervisor per 200 students for better conduct of the entire examination

Any unfair practice reported is taken very seriously and is handed over to the Unfair Means Committee. In case of such an eventuality, disciplinary actions are taken against the student and such students and counselled by the mentors.

2.5.3 Mechanism to deal with examination related grievances is transparent, time-bound and efficient

In case of any corrections in the University exam marks the students are supposed to apply to the University within 15 days of the declaration of the results. Whenever any student approaches the faculties with such a problem the faculties guide the students about the procedure to be followed. In case there are any errors in the marksheet for example Absent being shown though the student had appeared for the exam the college takes swift action and writes to the University with the requisite documentary proofs.

The case of the internal exam the college tries that the results are timely displayed. The results are displayed both on the college Notice Board as well as on the college website. In case the students have any Grievances related to their respective subjects they can contact the concerned Head of the Department for the same. The matter is looked into and if needed they are shown the answer scripts as well.

2.5.4 The institution adheres to the academic calendar for the conduct of CIE

The institute being affiliated to Gujarat University follows the academic calendar of the university. The admission process and the university examination being centralized, is followed as it is. Since the academic year 2018-19, Commissionerate Higher Education (CHE), Government Of Gujarat (GOG) has circulated the schedule for internal examination as well which has to be followed by all the colleges in the state of Gujarat. At the inception of each academic year the IQAC of the college prepares an institutional plan and an Academic Calendar of the particular academic year in tune with the academic calendar of the university or the CHE as the case may be. The Academic Calendar includes the tentative dates of the tests/exams, assignment submission, college ‘days’ celebration, short term training programmes and various departmental activities. This academic calendar is widely circulated among the staff and the students via departmental meetings, college notice board and the college website. In each of the departmental meetings and in the meetings of the IQAC it is ensured that the dates of various curricular/co-curricular and extra- curricular activities are followed as prescribed in the Academic Calendar. The Academic calendar also ensures that the Teaching-learning process and the completion of the syllabus are carried out as per the plan across each of the subjects. To see to it each of the Department heads ensures that the faculties complete the syllabus in time, submit the question papers, evaluate the answer scripts and collect and submit the assignment marks within the stipulated time period.

3.4 Extension Activities 3.4.1 Extension activities in the neighbourhood community in terms of impact and sensitising students to social issues and holistic development during the last five years

Extension activities are conducted in the college as part of the NSS activities and the activities of Samudaiksewadhara. TheNSS unit of our institute conducts extension activities in the nearby areas.Activities like Blood Donation Camp, Thalessemia and Aids awareness, Rally for environment protection, Swatch Bharat Abhiyan, Tree Plantation in the college visit to old age homes and orphanages are part of our yearly activities. We also conduct activities and programmes for tobacco eradication, plays on the issues of gender equality. Our students organize a food stall in the college campus each year and the revenue generated from the same is used in donation of books for the students of a nearby Government school. This kind of activities sensitizes the students about the role they ought to play in giving back to the society and helps in them turning to be responsible citizens of the country. The NSS unit of the college does extensive Social activities in our adopted village of Fagvel. The student volunteers of the NSS organized a rally on Swatch BharatAbhiyanin the village area. Students also arranged street plays and drama pertaining to social issues in the secondary school of the village. Our students based in the city got a chance to experience the village life and in their feedback about their experience they stated unequivocally that they got to learn a lot from the spirit of the people in the village and promised to imbibe the same in their own lives. The college is situated in a region which is largely surrounded by the population belonging to lower socio-economic strata of the society, the area in our vicinity is also susceptible to diseases owing to mosquito infestation. Keeping the same in mind our volunteers personally meet the neighbouring houses and educate the people about malaria and dengue, distribute pamphlets and inform them about the preventive measures to be taken.

At the inception of each academic year the college forms the Student Representative Committee (SRC). The SRC is selected on the basis of academic merit. The General Secretary (GS) is at the top followed by the Co-GS. We appoint a lady representative to address to the issues pertaining to the female students of the college. The subordinate post of the LR is the Co-LR who can assist the LR in various activities and can take her place in her absence. The college appoints a Debate General Secretary and Co-DGS. Under the Saptadhara initiative each year we organize activities under the Knowledge Band (Gyandhara), Creative Expression Band (Sarjanatmak Abhivyakti dhara), Fine Arts Band (Rangkala Kaushalya Dhara), Theatre Band (Natya Dhara), Music and Dance Band (Geet Sangeet Nrutya Dhara), Yoga and Sports Band (Vyayam, Yog, Khel-kud Dhara), Community/Social Service Band (Samudaya Seva Dhara). These activities give our students a chance to participate in events according to their taste and liking and thereby provides them a platform to find out their true potential. Such events also reduce their stage fright and at the end of their graduation we find that our students turn out to be much more confident individuals.

Round the year the college organizes various seminars and guest lectures for our students which give them an exposure to a wide variety of subjects. Many of our students come from economically backward strata of society and have the added responsibility of supporting their families along with their studies. We encourage and provide opportunities to such students to work part time after college hours so that they don’t have to drop out of college due to lack of funds. The students get themselves registered for part time work with the college placement cell. The college placement cell in turn provides them with the latest information on part time job opportunities. We are happy to share that many of our students have been employed through our ‘Earn while you learn’ programme.

Under the Finishing School Initiative, the final year students of the college are given soft skill training including basic manners and etiquettes, interview skills, resume writing and much more through well trained faculty members. The college has also provided three months training programme on beauty and wellness to our students under RUSA component XII (Vocationalisation of Higher Education).

Apart from the above programmes the college conducts various activities round the year for the holistic development of our students which includes Guest Lectures and seminars by experts in various fields, Various activities under CWDC round the year, provision of training programmes for Folk dance, handicrafts, drama and sports events.

6.1.2 The institution practices decentralization and participative management

Response:

The college firmly believes that for the successful functioning of any educational institute decentralization of power and participative management plays a pivotal role. At the onset of each academic year the Principal, forms the various committees with one of the faculties as the Co- ordinator and three to four faculties as the members of the committee. While the committee is formed the Principal takes care to delegate the work according to the interest of the faculty members. Once the committee like the Examination committee, Time Table Committee, Youth Festival Committee, Sports Committee is formed, it is the responsibility of the committee members to carry out the activities successfully. Thus ensuring complete decentralization and delegation of power to faculties as per their interest and aptitude.

To see to it that the activities of the college has a good representation of the students the institute selects the Student Representative Council (SRC) at the initiation of each academic year on the basis of merit. The SRC has one of the faculties as the head and around 26 student member. These SRC members make sure that there is required representation of the students in the academic, co-curricular and extracurricular activities of the college. Apart from that in committees like Newsletter, college clubs, CWDC etc. students play an active role as members.

The college follows the directives of the Government of Gujarat and Gujarat University in terms of the quality initiatives. The strategic plan documents are sent by the Commissionerate of Higher Education, Government of Gujarat or by the Gujarat University. Rest of the policies regarding academic quality is prepared by the Principal and is implemented through various committees under his leadership.

The Admission Committee

Since the Academic year 2014-15 the college has been following Centralized Admission Procedure of the Gujarat University. This is an online admission procedure carried out through the admission portal of the University. Students are allotted the college as per their choice and cut off marks. Students, who have been allotted Shri K. K. Shastri Government Commerce College, come to college for document verification. The documents are verified by our faculties and the same is indicated on the University portal.

The Time Table Committee

The Time Table Committee of the college, at the beginning of every semester, prepares the time table. The time table is prepared both for the UG and the PG classes. The Time Table is then put up on the college Notice Board.

The Examination Committee prepares the examination schedule and uploads it on the College website college Notice Board. The successful completion of the exam and the display of the results are the responsibility of this committee.

The college has various committees for the several activities- (academic, support and administrative), taking place. All the committees maintain their strategic plan/deployment documents.

6.3.5 Institution has Performance Appraisal System for teaching and non-teaching staff

Response:

At per the directions of Commission of Higher Education, at the end of each academic year all the faculties have to submit a Confidential Report comprising of a comprehensive account of all the curricular, co- curricular and extra-curricular activities done by them in the concerned academic year. This ensures of the documentation of the activities carried out by the faculties/non-teaching staff in each academic year. The faculties submit the duly filled in CR to the Principal. The Principal in turn notes down his review/remarks in each of the CR and forwards it the Comissionerate of Higher Education.

The faculties eligible for the higher grade through Career Advancement Scheme (CAS) fill their API forms and get it attested by the Principal and move it further towards the Commissionerate of Higher Education, wherein the documents are scrutinized and they are provided the Higher grade and career advancement as per the eligibility.

Internal and External Financial Audit is conducted regularly in the institute as per the norms of the government. The college undergoes three different kinds of audit.

Every three to four years Commissionerate of Higher Education, Government of Gujarat conducts external audit to verify and check the accuracy in terms of accounting standards laid down by the Government. The college receives grants from the Knowledge Consortium of Gujarat for specific Govt. Programmes and initiatives like Udisha, Saptadhara (The Seven Bands for overall development of the students), Finishing School, NAAC etc. The funds are used for the specific programmes for which it is alloted and at the end a utilization certificate is submitted to the KCG.

The Scholarship received by the students from the Government is directly credited to the student’s account. The college also avails funds from RUSA which is used for various activiteis under RUSA components. The College sees to it that the grants are used for the purpose for which it is sanctioned.

The IQAC of the college was formed in the year 2016-17. Ever since its inception the IQAC has worked incessantly towards quality assurances strategies and processes in the institute.

It was at the behest of the IQAC that the institute has got ISBN and ISSN numbers. Thus giving encouragement to the faculties to go ahead and excel in the field of research IQAC put forward the process of Green Audit done for our institute, thus moving a step forward in the direction of our commitment towards environmental protection and sustainability It was the relentless efforts of the IQAC that we got our ISO Certification IQAC prompted the college to begin the NSS unit. We are exceptionally proud of the fact that since its inception the NSS unit of the college has got tremendous support from the students, who in great numbers were willing to be NSS volunteers. The interest level among the students is so stupendous that in just in the second year we are going to put forth our demand for one more unit of NSS It is at the suggestion of the IQAC that the college has started two new clubs: The reading club and the Eco club For the purpose of well documentation of the six monthly activities of the college and for putting it out to the world, the IQAC has started the College Newsletter, the first edition of which was out in April, 2018. The IQAC of the college is well aware of its primary responsibility of maintaining the standards in the matters of teaching, learning and evaluation.

Organization for seminars, Guest lectures and training programme for the students are encouraged. This is done by the various committees constituted for this purpose. The college has the Saptadhara Committee which conducts various co-curricular and extra- curricular activities in the college, the Youth Festival committee which takes care of the training and participation of the students in various Youth festival events at the zonal and the inter-zonal level, the CWDC committee which looks after various activities for the training, capacity building and sensitization of the female students.

The faculties are encouraged to intensify the use of ICT in the teaching and learning process. This we feel encourages experiential learning process. Instead of using the regular chalk and duster mode if the teacher introduces a new topic to the class with a small 5-minute video it helps the faculty in garner more undistracted attention to the subject matter and make the topic more real and participative for them and to keep their interest alive. The IQAC has followed a two pronged strategy for the same. On one hand the IQAC asks each department head to see to it that a greater number of their overall faculties start using ICT in their regular teaching process and the IQAC also sees to it that the college makes provision for more number of ICT related equipments so that more number of classrooms can be made IT enabled.

The institute had gone for the State Level Academic and Administrative Audit (AAA) during the academic year 2013-14. The college had received certain Recommendations for Quality improvement and we had taken positive steps to incorporate that changes and recommendations.

Recruitment of Permanent Librarian

The AAA peer team had recommended the appointment of a Permanent Librarian to ‘empower and manage the learning resource’. The college was not having a permanent librarian prior to that, which proved to be a hindrance in the progress and maintenance of the college library. Ours being a Government college, the appointment of staff including the librarian is carried out by the Govt. of Gujarat. The college finally received a Permanent Librarian in the academic year 2015-16.

One of the other important recommendations by the AAA peer team was the need for more faculties. Prior to academic year 2013-14, the college was functioning with only three permanent teaching faculties. But since academic year 2013-14, the Govt. had conducted permanent recruitments as a result of which we received more number GPSC appointed permanent faculties. At present the college has a total of seven permanent faculties and six faculties on Contract basis also appointed through Govt. procedure. Thus we have a total of thirteen full time faculties which helped in reducing the work burden and left some room for quality improvement in teaching learning and co-curricular activities.

Centralized Admission Procedure

The college is an affiliated institute of Gujarat University and so follows the prescribed procedures and rules of the University, especially in matters of Admission and Examination. Since academic year 2014-15 Gujarat University has been carrying out Centralized Admission Procedure in its affiliated colleges, wherein the students apply for admission in the Gujarat University portal. The students are allotted colleges on the basis of their merit based on reservation and their preference.

Post-Graduation Centre

It was a long term demand from our UG students that the college should start a PG Centre as well. We are happy that we had applied to the University to allow us to start a PG Centre at our college, we finally got the permission in the academic year 2017-18.

NSS Unit

The college got an NSS unit of 100 students in the year 2017 which has played a vital role in bringing our students into a cohesive group and helped to direct their energy in a positive manner.

ISO Certificate

We received ISO certification on July 2017. Abiding by the set standards under the ISO certification we are in a better position to cater betting quality teaching and learning environment to our students.

Green Audit

Ours is a Green Audit certified college since February 2018. This shows our commitment towards environmental conservation.

Apart from the above some of the other incremental improvements in the last five years has been the installation of solar panels, CCTV cameras, Library automation and Gymnasium and indoor games facility.

Safety & Security: Safety and security of our female students is our top priority. The campus is under the surveillance of CCTV cameras installed at various strategic locations. Yes, rain water harvesting is being practiced in the college building in three separate tanks. The college shares the campus with four other colleges in the same building. The college celebrates National Festivals like Independence Day, Republic day, Gandhi Jayanti, Death Anniversary of Shahid Bhagat Singh, Birth Anniversary of Swami Vivekananda, Birth Anniversary Shri K. K. Shastriji with great fervor and enthusiasm.

We organize an elaborate program on the 15th of August every year. We invite an eminent personality from the society as our chief guest for the occasion. The preparations for these events are done by the collaborative efforts of SRC, NSS and the cultural committee. The SRC takes the responsibility of management of the event, the NSS takes care of student discipline and the cultural committee manages the stage performance, patriotic songs and compering. Thus Every year the entire college along with the staff and the students come together to make the event a grand success.

The college conducts Internal and external audit regularly. The external is also conducted periodically by Commissionerate of Higher Education, Govt. of Gujarat and also by the Controller and Auditor General. This ensures complete transparency in financial matters.

The Context

The college conducts a variety of activities round the year starting with Orientation of the first year students, various seminars, guest lectures, College day celebration, Annual day and Farewell of the final year students. The SRC of the college plays a pro-active role in the Planning and Organizing of these college activities. Thus students being at the core of these activities help in honing the organizational skills among the students and the college is able to know the concerns of the student community through the SRC members

The practice

At the inception of each academic year the SRC is selected on the basis of the previous year’s academic performance. The students are selected for various posts like General Secretary, Co-GS, LR, Co-LR and various class representatives. Each member of the committee has a specific task to perform. The SRC members are Oriented by the Faculty coordinator about the activities and functions that they need to perform for that academic year. The activities begin with the planning of various college events and their smooth execution. The SRC members are able to mobilize a large student base for the success of the college activities and functions. Many times the student related grievances and complains are brought to the college authorities through the SRC

We have been consistently witnessing since the past couple of years that the students who were visibly reserved nature at the beginning of the college, once being SRC members turn out to be more vivacious and confident. We have observed the development of tremendous leadership skills among the students. The SRC members become more exuberant and a complete metamorphosis is witnessed in their personality.

Problems encountered

By rule SRC members are selected on the basis of academic merit. It happens those students possessing genuine leadership skill are sometimes left out of SRC due to not meeting the required standards in terms of academic performance.

The Context

The ultimate aim of education is to develop the young generation into responsible citizens of the country and the world at large. The classroom environment many times is not able to familiarize our students with the real problems and issues crippling the society and their surroundings. In spite of the great strides that our country has taken in terms of Growth, we are still facing hiccups at various developmental goals in terms of Education, Health and Sanitation. Our college is situated in Khokhra area in the Eastern part of Ahmedabad, belonging to the lower socio-economic strata of society. The college regularly conducts various community outreach activities in the surrounding areas. Most of these activities are carried out under the ‘Samudaik Seva - -Dhara’ of the Saptadhara initiative. The college got its NSS unit in 2017-18, since then these activities are carried out under the NSS unit.

The Practice

The college has an effective Social Outreach activities cell initially under the Samudaik Seva Dhara and later under the NSS unit since academic year 2017-18. Every year multitude of events are conducted under the ambit of Social Outreach Activities. The college regularly organizes Blood Donation Camps in the college Campus in collaboration with the Indian Red Cross Society. This activity is conducted since Academic year 2010-11 with great regularity. Most of the Social Outreach activities are carried out around the periphery of the college campus. We regularly organize various social outreach programmes among which our students spend time at the Old age homes and orphanages. The students organize Food Stall day in our college campus, wherein the students take part in large numbers and the revenue so generated is used to donate books in the nearby Municipal School. Apart from that our students also visited the nearby Khokhra areas and do awareness campaigns regarding health issues and Swine flu. Our students collected and donated Rs. 8500/- for KERALA FLOOD RELIEF FUND. Under the Swachh Bharat Abhiyan our students conducted massive cleaning activities in the nearby localities. The students of the college also do an extensive extension work in the Fagvel Village Panchayat.

Evidence of Success

The regular conducting of these activities have instilled a sense of responsibility among our students and they are now more empathetic towards their surroundings. The college got its NSS unit as recent as academic year 2017-18, but the unit has been very successful and have been able to conduct a great number of social activities due to the active participation and enthusiasm of our students.

7.3 Institutional Distinctiveness 7.3.1 Describe/Explain the performance of the institution in one area distinctive to its vision, priority and thrust

Response:

The institute was set up by the Government with a vision to provide to the students of the Eastern region of Ahmedabad quality higher education in the discipline of commerce. Most of the reputed colleges of Ahmedabad are situated in Western Ahmedabad. Eastern part of Ahmedabad has historically lagged behind the western region in terms of access to basic amenities including access to Higher education. The college has actually made a concrete effort in bridging the east west gap. Most of students come from the peripheral areas of Khokhra which was earlier the ghetto of textile mills in Ahmedabad. Our students come from the family of mill workers and so most of them belong to the lower socio economic strata of the society. Many of them are the first in their entire family to have access to higher education. Our vision and mission stresses on the holistic development of such students for whom college education is actually a dream come reality for the students and the parents as well.

In each of our endeavours we keep the above sentiment in mind. Our college is among the very few selected Govt. colleges wherein all the govt. programs are introduced. We are very proud of the fact that we see to it that We encourage and provide opportunities to such students to work part time after college hours so that they don’t have to drop out of college due to lack of funds. The students get themselves registered for part time work with the college placement cell. The college placement cell in turn provides them with the latest information on part time job opportunities. The college further provides them with all other help and guidance in terms of taking up the job. We are happy to share that many of our students have been employed through our ‘Earn while you learn’ programme.

The college has an active Career Counselling and Placement Cell. Each year the final year students of the college are given training on various aspects like Resume writing, Personality development, Facing the Interview, Training for GPSC and UPSC etc. We regularly organize placement programmes for our Final Year students in which we have reputed employers like TCS, ICICI, HDFC and Reliance among others.

5. CONCLUSION

Additional Information :

The college has initiated its PG center in the Academic Year 2017-18. Our Center is still in the stage of infancy which we further aim to develop and bring out incremental improvements in the near future.

Concluding Remarks :

SKKSGCC aims to provide a stimulating environment to the students, so that they have a wide range of avenues and opportunities to realize the areas of their potential and excel in the same. We have designated Initiatives like Saptadha - aimed to bring out the best in their potentialities, earn while you learn – to help them to support their families along with their studies, Samudaik Seva Dhara and NSS- to make them empathetic towards fellow human beings, Finishing School- to hone their soft skills and Career Guidance and Counselling/ Placement cell- to help them to find out credible job opportunities.
