Newsletter 2018-13 March 30, 2018 WEST VIRGINIA ADDS HIGHEST PERCENTAGE OF NEW CONSTRUCTION JOBS IN NATION The Associated General Contractors (AGC) of America’s latest analysis of U.S. Department of Labor data shows West Virginia had the highest percentage of new construction jobs in the nation in 2017, ranking the Mountain State number one. For the past number of years, the state has ranked last or next to last in construction employment. The ranking correlates with increased construction activity in highway and bridge, oil and gas, coal operations, manufacturing, as well as the multi-state pipeline projects. West Virginia added the highest percentage of new construction jobs during the past year (14.3 percent, 4,300 jobs), followed by Nevada (10.9 percent, 8,900 jobs), California, Idaho (9.3 percent, 4,100 jobs), Arizona (9.2 percent, 13,000 jobs) and New Mexico (9.0 percent, 4,000 jobs). Governor Jim Justice announced West Virginia’s job growth in construction during a news conference at the West Virginia Construction and Design EXPO, which was held last week at the Charleston Civic Center. MAJOR IMPROVEMENT PLAN FOR STATE PARKS UNVEILED AT STATE MEETING West Virginia’s parks and wildlife areas will see nearly $100 million in improvements and upgrades according to Stephen McDaniel, director of the WV Division of Natural Resources, who was the guest speaker at the CAWV State Meeting which was held Wednesday at the Charleston Civic Center in conjunction with the West Virginia Construction and Design EXPO. Director McDaniel shared with 175 CAWV members his agency’s plan to design and construct new facilities and upgrade existing structures over the coming year. The West Virginia Legislature this session passed S.B. 438 which will provide $80 million in revenue bonds for construction and maintenance projects at West Virginia’s state parks. With the new revenue bonds and existing funding sources, the director plans over $90 million worth of improvements. About $11 million will be for water and sewer facilities upgrades. Director McDaniel has made upgrading and modernizing decades old park facilities a high priority. He told CAWV members he would like their input on how best to package the projects to maximize participation by West Virginia construction firms. The CAWV Joint Architects Committee will be meeting with the director in the coming weeks to further discussion on the proposed construction program. CAWV ON “INSIDE WEST VIRGINIA POLITICS” The Sunday, April 1, “Inside West Virginia Politics” with host Mark Curtis will feature the CAWV and the recent AGC of America report that shows West Virginia ranked first in the nation in the number of construction workers added in a year. West Virginia added the highest percentage of new construction jobs over the last year at more than 14%, or 4,300 jobs. “Inside West Virginia Politics” will air Sunday, April 1 on the following stations: WBOY TV 12 in Clarksburg, 8:30 a.m.; WVNS TV 59 in Beckley, (check local listings); WTRF TV 7 in Wheeling, 8:30 a.m.; WDVM TV 25 Eastern Panhandle. 7:00 a.m.; and WOWK TV 13 in Charleston- Huntington, 11:30 a.m. GOVERNOR JUSTICE APPOINTS DAVID ROACH AS EXECUTIVE DIRECTOR OF SCHOOL BUILDING AUTHORITY Governor Jim Justice announced today that he has appointed David L. Roach as executive director of the School Building Authority effective April 1, 2018. Roach replaces Frank L. Blackwell who submitted his resignation earlier this month. A resident of Huntington, Roach has served as Superintendent of Schools for Cabell, Lincoln, Mingo and Wayne counties and is a former assistant superintendent, principal, assistant principal and biology teacher. He is a graduate of Marshall University with a B.A. in Biological and General Science and an M.A. in School Administration. GOV. JUSTICE APPOINTS MALCOLM TO HOUSE OF DELEGATES SEAT IN 39TH DISTRICT Governor Jim Justice has appointed Sharon Lewis Malcolm to the House of Delegates seat in District 39 representing Kanawha County. Malcolm fills the vacancy created by the resignation of Del. Ron Walters. Ms. Malcolm, a resident of Charleston, is a retired auditor for the state of West Virginia and was the first female to serve as a doorkeeper and as Sergeant at Arms for the West Virginia House of Delegates. CAWV / BRICKSTREET OSHA: ISSUES, INSPECTIONS AND COMPLIANCE SAFETY TRAINING - APRIL 13 Join the CAWV and BrickStreet Insurance for OSHA: Issues, Inspections and Compliance safety training on Friday, April 13, from 8:00 a.m. to 12:00 p.m. at the BrickStreet headquarters in Charleston. This seminar will offer an overview of OSHA hot topics including, Dart Rate explanation, Emod, record keeping, reporting, and OSHA inspections (what to do and how to handle). This training is for business owners, safety managers, equipment operators, employees and anyone who needs to learn how to prevent the loss of life around excavation sites and avoid OSHA fines. This seminar fulfills one of the CAWV/BrickStreet Safety Program seminar requirements. The fee is $35 for CAWV members and $50 for future members. Annually, the committee recognizes contractor and associate members who have exhibited excellence in safety at the workplace. Allen Company 2018 CAWV SCHOLARSHIP FOUNDATION AWARDS $17,000 TO FURTHER CAREERS IN CONSTRUCTION The 2018 scholarship award winner, Thomas Smith, was recently announced at the CAWV State Meeting in conjunction with the West Virginia EXPO. The civil engineering student from Marshall University was awarded $6,000. “Thomas is a non-traditional student who originally went to Marshall and graduated in 2009 with a bachelor’s degree in marketing. After graduation Thomas started a landscaping business in Huntington. He said that the designs and proposals for such things as retaining wall, drainage and hardscapes peaked his interest in engineering. He took several years off from college in which time he got married and had daughter. Thomas returned to school but continues to run his landscape business and works for CAWV member Martin Engineering. “Working with Martin Engineering has allowed me to get a lot more onsite experience before graduation,” Thomas said during his acceptance speech. “It was a difficult decision to return to school but with the support of my family I have been able to make the decisions that will help me achieve my goal of obtaining my engineering degree.” In addition to Thomas, the Foundation presented six other scholarships totaling $11,000. Students receiving scholarship awards were: Hannah Workman, Fairmont State University; Brian Nestor, West Virginia University; Cody Jones, WVU Institute of Technology; Dakota Smith, WVU Institute of Technology; Ben Costello, Fairmont State University; and Lauren Johnson, Fairmont State University. CYNTHIA SNYDER MEMORIAL CAWV BLOOD DRIVE SUCCESSFUL FOR SIXTH YEAR The Cynthia Snyder Memorial Blood Drive held on March 21 and 22 in conjunction with WV EXPO was again a successful event this year. This was the sixth year that CAWV has hosted the two-day event. The twelve drives have produced 412 units for the American Red Cross. This year we had 44 units received. We would like to thank the staff of BB&T Carson Insurance for providing volunteers again this year to assist with the blood drive. Thanks to our members, vendors, presenters and the public for their participation. SAVE THE DATE: CAWV FAMILY NIGHT AT THE POWER PARK MAY 3 The CAWV will host a family event at the Appalachian Power Park on Thursday, May 3. Association members, employees and families are invited to cheer on the West Virginia Power.
