WEST VIRGINIA ADDS HIGHEST PERCENTAGE OF NEW CONSTRUCTION JOBS IN NATION

The Associated General Contractors (AGC) of America’s latest analysis of U.S. Department of Labor data shows had the highest percentage of new construction jobs in the nation in 2017, ranking the Mountain State number one. For the past number of years, the state has ranked last or next to last in construction employment. The ranking correlates with increased construction activity in highway and bridge, oil and gas, coal operations, manufacturing, as well as the multi-state pipeline projects. West Virginia added the highest percentage of new construction jobs during the past year (14.3 percent, 4,300 jobs), followed by Nevada (10.9 percent, 8,900 jobs), California, Idaho (9.3 percent, 4,100 jobs), Arizona (9.2 percent, 13,000 jobs) and New Mexico (9.0 percent, 4,000 jobs). Governor Jim Justice announced West Virginia’s job growth in construction during a news conference at the West Virginia Construction and Design EXPO, which was held last week at the Charleston Civic Center. MAJOR IMPROVEMENT PLAN FOR STATE PARKS UNVEILED AT STATE MEETING

West Virginia’s parks and wildlife areas will see nearly $100 million in improvements and upgrades according to Stephen McDaniel, director of the WV Division of Natural Resources, who was the guest speaker at the CAWV State Meeting which was held Wednesday at the Charleston Civic Center in conjunction with the West Virginia Construction and Design EXPO.

Director McDaniel shared with 175 CAWV members his agency’s plan to design and construct new facilities and upgrade existing structures over the coming year. The West Virginia Legislature this session passed S.B. 438 which will provide $80 million in revenue bonds for construction and maintenance projects at West Virginia’s state parks. With the new revenue bonds and existing funding sources, the director plans over $90 million worth of improvements. About $11 million will be for water and sewer facilities upgrades.

Director McDaniel has made upgrading and modernizing decades old park facilities a high priority. He told CAWV members he would like their input on how best to package the projects to maximize participation by West Virginia construction firms. The CAWV Joint Architects Committee will be meeting with the director in the coming weeks to further discussion on the proposed construction program. CAWV ON “INSIDE WEST VIRGINIA POLITICS”

The Sunday, April 1, “Inside West Virginia Politics” with host Mark Curtis will feature the CAWV and the recent AGC of America report that shows West Virginia ranked first in the nation in the number of construction workers added in a year. West Virginia added the highest percentage of new construction jobs over the last year at more than 14%, or 4,300 jobs.

“Inside West Virginia Politics” will air Sunday, April 1 on the following stations: WBOY TV 12 in Clarksburg, 8:30 a.m.; WVNS TV 59 in Beckley, (check local listings); WTRF TV 7 in Wheeling, 8:30 a.m.; WDVM TV 25 Eastern Panhandle. 7:00 a.m.; and WOWK TV 13 in Charleston- Huntington, 11:30 a.m.

GOVERNOR JUSTICE APPOINTS DAVID ROACH AS EXECUTIVE DIRECTOR OF SCHOOL BUILDING AUTHORITY

Governor Jim Justice announced today that he has appointed David L. Roach as executive director of the School Building Authority effective April 1, 2018. Roach replaces Frank L. Blackwell who submitted his resignation earlier this month. A resident of Huntington, Roach has served as Superintendent of Schools for Cabell, Lincoln, Mingo and Wayne counties and is a former assistant superintendent, principal, assistant principal and biology teacher. He is a graduate of Marshall University with a B.A. in Biological and General Science and an M.A. in School Administration.

GOV. JUSTICE APPOINTS MALCOLM TO HOUSE OF DELEGATES SEAT IN 39TH DISTRICT

Governor Jim Justice has appointed Sharon Lewis Malcolm to the House of Delegates seat in District 39 representing Kanawha County. Malcolm fills the vacancy created by the resignation of Del. Ron Walters. Ms. Malcolm, a resident of Charleston, is a retired auditor for the state of West Virginia and was the first female to serve as a doorkeeper and as Sergeant at Arms for the West Virginia House of Delegates.

CAWV / BRICKSTREET OSHA: ISSUES, INSPECTIONS AND COMPLIANCE SAFETY TRAINING - APRIL 13

Join the CAWV and BrickStreet Insurance for OSHA: Issues, Inspections and Compliance safety training on Friday, April 13, from 8:00 a.m. to 12:00 p.m. at the BrickStreet headquarters in Charleston. This seminar will offer an overview of OSHA hot topics including, Dart Rate explanation, Emod, record keeping, reporting, and OSHA inspections (what to do and how to handle). This training is for business owners, safety managers, equipment operators, employees and anyone who needs to learn how to prevent the loss of life around excavation sites and avoid OSHA fines. This seminar fulfills one of the CAWV/BrickStreet Safety Program seminar requirements. The fee is $35 for CAWV members and $50 for future members. 2017 CAWV SAFETY AWARDS ANNOUNCED AT STATE MEETING

During this year’s CAWV State Meeting, the Safety Committee presented the 2017 Safety Awards. Annually, the committee recognizes contractor and associate members who have exhibited excellence in safety at the workplace. 2018 CAWV SCHOLARSHIP FOUNDATION AWARDS $17,000 TO FURTHER CAREERS IN CONSTRUCTION

The 2018 scholarship award winner, Thomas Smith, was recently announced at the CAWV State Meeting in conjunction with the West Virginia EXPO. The civil engineering student from Marshall University was awarded $6,000. “Thomas is a non-traditional student who originally went to Marshall and graduated in 2009 with a bachelor’s degree in marketing. After graduation Thomas started a landscaping business in Huntington. He said that the designs and proposals for such things as retaining wall, drainage and hardscapes peaked his interest in engineering. He took several years off from college in which time he got married and had daughter. Thomas returned to school but continues to run his landscape business and works for CAWV member Martin Engineering. “Working with Martin Engineering has allowed me to get a lot more onsite experience before graduation,” Thomas said during his acceptance speech. “It was a difficult decision to return to school but with the support of my family I have been able to make the decisions that will help me achieve my goal of obtaining my engineering degree.”

In addition to Thomas, the Foundation presented six other scholarships totaling $11,000. Students receiving scholarship awards were: Hannah Workman, Fairmont State University; Brian Nestor, West Virginia University; Cody Jones, WVU Institute of Technology; Dakota Smith, WVU Institute of Technology; Ben Costello, Fairmont State University; and Lauren Johnson, Fairmont State University.

CYNTHIA SNYDER MEMORIAL CAWV BLOOD DRIVE SUCCESSFUL FOR SIXTH YEAR

The Cynthia Snyder Memorial Blood Drive held on March 21 and 22 in conjunction with WV EXPO was again a successful event this year. This was the sixth year that CAWV has hosted the two-day event. The twelve drives have produced 412 units for the American Red Cross. This year we had 44 units received. We would like to thank the staff of BB&T Carson Insurance for providing volunteers again this year to assist with the blood drive. Thanks to our members, vendors, presenters and the public for their participation.

The annual CAWV Scholarship Golf Outing will be held Friday, June 1, at Berry Hills Country Club in Charleston. We are limited to 20 "Sixsomes" for both the 7:30 a.m. and 1:30 p.m. starting times. For morning golfers, a luncheon will be held immediately after play. For the afternoon golfers, dinner will be held immediately after play. Awards will be presented at the luncheon for the morning flight and at dinner for the afternoon flight. All proceeds from the golf outing benefit the CAWV Scholarship Foundation. SCHOOL BUILDING AUTHORITY TO SELL WHAT MAY BE LAST NEW REVENUE BONDS

The West Virginia School Building Authority’s board approved Monday selling up to $48 million in bonds, which SBA Finance Director Garry Stewart says are planned to be the agency’s last taking on of bond debt to generate new revenue. Following the bond sale, the agency intends to shift to a fully “pay-as-you-go” system that won’t require taking on debt and will avoid the associated interest costs. He said the new bonds are meant to raise money for the “needs” grants for the public-school construction and renovation projects the SBA board chose to fund in December. The SBA distributes about $50 million in “needs” funding each year to county school systems, which compete with one another to persuade SBA board members that their projects are deserving of the limited funding. Stewart said he expects that the SBA will, relatively soon, have about $50 million for needs projects provided annually through existing state law, without the need to take on more debt. He said that annual number is set to reach about $90 million annually 15 years from now, when this new bond debt is paid off. The funding sources in the future will include excess lottery, regular lottery and other money. Much of that currently goes to paying off debt.

STATE COLLEGES, UNIVERSITIES TO RECEIVE FUNDING FOR CAMPUS IMPROVEMENTS

Public colleges and universities throughout the state will be receiving a combined total of over $8 million in funding to make campus improvements, according to the West Virginia Higher Education Policy Commission. The funds will be given to eight higher education institutions to pay for the most pressing deferred maintenance and safety needs, such as elevators, roofs and climate control systems. Funding came from the refinancing of the West Virginia Economic Development Authority Lottery Refunding Revenue Bonds, Series 2017 — also called “the East Bonds” — made possible by the office of Gov. Jim Justice. The total funding that will be given is just over $8.3 million. The funds will be distributed to Bluefield State College, Fairmont State University, Glenville State College, Marshall University, Shepard University, West Liberty University, West Virginia State University and West Virginia University.

APRIL IS NATIONAL SAFE DIGGING MONTH- SPREAD THE WORD

This April marks the tenth annual National Safe Digging Month. WVUCA is reminding contractors to always contact Miss Utility of West Virginia before beginning any digging project. National Safe Digging Month is formally recognized by the U.S. House of Representatives and Senate and has traditionally earned the support from more than 40 state governors across the country.

When calling 811 (or 1-800-245-4848), contractors are connected to Miss Utility of West Virginia, the one-call center, which notifies the appropriate utility companies of their intent to dig. Locate tickets can also be submitted electronically through www.muwv.org. Professional locators are then sent to the requested digging site to mark the approximate locations of underground lines with flags, paint or both.

A utility line is damaged by digging once every three minutes nationwide, and one-third of these incidents are caused by failure of the professional excavator or homeowner to call 811 before beginning their digging project.

The Common Ground Alliance’s (CGA) 1,400 members have proclaimed April as National Safe Digging Month as a way to bring extra attention to the issue and reduce the risk of unnecessary infrastructure damage.

As part of National Safe Digging Month, CGA and WVUCA encourages homeowners and contractors to take the following steps when planning a digging project this spring:

1. Always call 811 a few days before digging, regardless of the depth or familiarity with the property. 2. Plan ahead. Call on Monday or Tuesday for work planned for an upcoming weekend, providing ample time for the approximate location of lines to be marked. 3. Confirm with your local one call center that all lines have been marked. 4. Learn what the various colors of paint and flags represent at www.call811.com/faqs. 5. Consider moving the location of your project if it is near utility line markings. 6. Don’t allow work to begin if the lines aren’t marked.

MU 2018-13 March 30, 2018 PRESIDENT PROMOTES INFRASTRUCTURE IN OHIO

President Trump traveled to Richfield, Ohio Thursday to promote his $1.5 trillion infrastructure plan at an event that included participation from members of the International Union of Operating Engineers Local 18. At the event the President touted a report just released from the White House Council of Economic Advisers that says the Administration’s infrastructure plan could add between 290,000 and 414,000 infrastructure jobs over a decade. A White House statement said these jobs pay workers without any college education median hourly wages that are 14 percent higher than other occupations and that many skilled trade jobs in infrastructure provide a wage premium of 32 percent. The event’s objective was to keep pressure on Congress to take up an infrastructure package when it returns from the current recess.

The report also highlights a key component of the plan to reduce the time it takes for environmental permits to be issued. According to the report, the average time to complete an environmental impact statement rose to more than five years in 2016 increasing project costs and reducing potential economic benefits. "A key component of the president's vision is taking permitting from 10 years down to two, and possibly even one," a senior administration official said.

WV DIVISION OF HIGHWAYS GETS OK FOR HIGHER ENGINEER SALARIES

State Personnel Board members last week approved a higher starting salary for Division of Highways engineer trainees, a raise the division said is needed to try to compete with other states and private-sector firms for new engineering school graduates. Highways general counsel Jonathan Storage said the timing is critical, as the division needs to fill 60 engineer trainee vacancies immediately, in advance of a state highways construction boom prompted by the pending sale of some $80 million in state road bonds. Prior to the board’s action last Tuesday, the starting salary for engineer trainees was $39,372. That’s considerably lower than the $55,000-$60,000 starting salary range for engineer trainees in private sector firms, and among the lowest for divisions of highways in bordering states. The board approved a new starting salary of $44,244, effective April 1, which the division hopes will be sufficient to attract May graduates, given the state’s benefits package and potential for advancement in Highways. Highways representatives have been participating in job fairs at state colleges and universities to recruit students into the industry.

TURNPIKE AUTHORITY STARTS DISCUSSION OF HIGHER TOLLS AND FLAT RATE OPTION

The West Virginia Parkways Authority is preparing to consider new proposed tolls for the state Turnpike. The Parkways Authority is also moving toward offering the $25 flat fee for unlimited use for passenger cars first proposed by Gov. Jim Justice. And it also will soon consider millions of dollars in new bonding. Right now, passenger vehicles pay $2 at each tollbooth along the Turnpike. West Virginians with E-ZPass have their rate lowered to $1.30. Authority members got the first taste of what’s ahead during a finance committee meeting this week at the Parkways Authority headquarters in Charleston. Consultants broadly described how travelers may react to the flat rate possibility. And more consultants talked about the authority’s bonding capacity and how it may be affected by higher tolls and travelers’ reactions to changing costs. A follow-up meeting will be next Thursday morning at Tamarack, where the finance board will propose a new toll schedule. A full Turnpike Authority board meeting after that may take up preliminary approval of the proposed tolls.

DEADLINE APPROACHING FOR SECOND SET OF 2018 CAWV/WVDOH TECHNICIAN AND INSPECTOR COURSES

The CAWV is pleased to announce that due to demand a second set of Technician Certification Training Courses has been added to the training schedule. The courses, which are offered annually to help individuals prepare for WVDOH certification examinations required under their Quality Assurance Program, have seen greater demand this year due to the passage of the “Roads to Prosperity Bond Amendment”. Thousands of individuals have attended courses in Compaction, Aggregates, Asphalt and Portland Cement Concrete over the last several years. Test comparisons prove that those persons who attend the CAWV/WVDOH courses have a higher success rate for passing the exams.

* NEW FOR 2018: All certification testing has been moved to an online format that will require the attendee to have a laptop, tablet or iPad type device to take the test. The use of smart phones during the test is prohibited.
