Monetary policy in Iceland during the nineties Már Gu∂⁄ mundsson and Yngvi Örn Kristinsson* Introduction Iceland is a small open economy with a natural resource based export sector. It has a population of 270,000 people and a GDP of around 1 US$ 7.3 billion (1996) or around 40% of that of Luxembourg and 2 ⁄2 times that of Malta,1 both small countries but with somewhat bigger populations than Iceland.2 Living standards are relatively high. GDP per capita in 1996 was US$ 25,400 at current PPPs, which was the fifth seat among OECD 1 countries. Exports of goods and services amount to just over ⁄3 of GDP. 3 More than ⁄4 of merchandise exports are fish products and an additional 15% are the products of two metal smelters using Iceland’s ample energy sources. More than 90% of merchandise exports and 65% of total exports are natural resource based, if agricultural products are included. External shocks and economic fluctuations have been bigger than in most OECD countries, with a relatively large asymmetric component. Inflation was, until recent years, much higher than in other OECD countries but unem- ployment lower. Exchange rate policy did play an important role in adjusting the economy to external shocks, with relatively good success on the real side of the economy but at the cost of high and variable inflation. A stability oriented policy has been pursued in recent years, with the important result that inflation has been below or at the level of that among trading partners since 1994. The definition of foreign official institutions is: "FOREIGN OFFICIAL INSTITUTIONS (FOI) include the following: 1. Treasuries, including ministries of finance, or corresponding departments of national governments; central banks, including all departments thereof; stabilization funds, including official exchange control offices or other government exchange authorities; and diplomatic and consular establishments and other departments and agencies of national governments. 2. International and regional organizations. 3. Banks, corporations, or other agencies (including development banks and other institutions that are majority-owned by central governments) that are fiscal agents of national governments and perform activities similar to those of a treasury, central bank, stabilization fund, or exchange control authority." Although the attached list includes the major foreign official institutions which have come to the attention of the Federal Reserve Banks and the Department of the Treasury, it does not purport to be exhaustive. Whenever a question arises whether or not an institution should, in accordance with the instructions on the TIC forms, be classified as official, the Federal Reserve Bank with which you file reports should be consulted. It should be noted that the list does not in every case include all alternative names applying to the same institution. -

No. 92/2019 1 July 2019 ACT on the Central Bank of Iceland THE PRESIDENT OF ICELAND makes known: The Parliament of Iceland has approved this Act, and I ratify it with my assent: CHAPTER I General provisions Article 1 The institution The Central Bank of Iceland is an independent institution owned by the State and operating under the auspices of the Minister. All obligations of the Central Bank are guaranteed by the National Treasury. The domicile and venue of the Central Bank is in Reykjavík. Article 2 Objectives and tasks The Central Bank of Iceland shall promote price stability, financial stability, and sound and secure financial activities. The Bank shall also undertake such tasks as are consistent with its role as a central bank, such as maintaining international reserves and promoting a safe, effective financial system, including domestic and cross-border payment intermediation. With the approval of the Minister, the Central Bank may declare a quantitative target for inflation. The Central Bank is authorised, with the approval of the Minister, to declare a target for the exchange rate of the Icelandic króna versus foreign currencies. The Central Bank shall undertake those tasks that are entrusted by law and Governmental directives to the Financial Supervisory Authority, and the Financial Supervisory Authority shall be part of the Central Bank. The Bank shall monitor supervised entities to ensure that their activities are in compliance with the law and with Governmental directives, and that they are in other respects consistent with sound and appropriate business practice; cf. -

In particular: (i) the Notes are undated and deeply subordinated; (ii) principal and accrued interest in respect of the Notes may be converted into conditional capital contributions as described in Condition 3; (iii) conditional capital contributions may only be reconverted and reinstated as provided in Condition 3; (iv) the Issuer shall not pay accrued interest in certain circumstances as provided in Condition 4; and (v) the Notes may be redeemed at the option of the Issuer, in whole but not in part (a) on 25 June, 2011, on 25 June, 2031 or on any Interest Payment Date thereafter or (b) (subject as provided herein) in the event of certain tax or regulatory changes affecting the Issuer, in each case subject to prior approval of the Icelandic Financial Supervisory Authority and provided that any conditional capital contributions have been reconverted and reinstated as provided in Condition 3, all as further described in Condition 6. -

The Welfare Cost of the Emu for Transition Countries
DOI: 10.18267/j.pep.493 THE WELFARE COST OF THE EMU FOR TRANSITION COUNTRIES Alexandra Ferreira-Lopes* Abstract: The Czech Republic, Hungary, and Poland are set to join the Economic and Monetary Union (EMU) in the near future. This paper offers a framework for the quantitative evaluation of the economic costs of joining the EMU. Using an open economy dynamic general equilibrium model with sticky prices, we investigate the economic implications of the loss of monetary policy fl exibility associated with EMU for each of these economies. The main benefi t of this general equilibrium approach is that we can directly evaluate the effects of monetary policy in terms of welfare. Our fi ndings suggest that the Czech Republic and Poland may experience sizable welfare costs as a result of joining the EMU. Results for Hungary are less striking as welfare costs in this country seem to be negligible in the benchmark economy. Nevertheless, costs of joining the EMU are higher if government shocks are important and when the trade share with the EMU is small. In this paper we construct a model to evaluate the economic costs of the loss of monetary policy associated with joining the EMU for each of these countries, the largest economies that joined the European Union (EU) in May of 2004. Our focus is on the loss of autonomy of monetary policy and its implications for business cycle synchronization.
