As a result of a close partnership, the annual Global China Business Meeting is regarded as one of the foremost annual gatherings of Chinese business leaders and their global counterparts. A select group of global leaders will gather to create a powerful platform for cooperation between China and the rest of the world. Senior executives from around the world will discuss Chinese firms’ growing impact on global business. Participants will also examine the state of the global economy and China’s role in shaping the post-crisis world. Last year the People’s Republic of China and the Republic of Latvia celebrated 20 years since the establishment of diplomatic relations. In that time we have come to know each other better through contacts at all levels and in all fields. Over the past years I have visited China several times and witnessed its impressive economic development. I am pleased that the GCBM in Riga will give our visitors a chance to learn more about the many advantages of doing business in Latvia. As Prime Minister since 2009, I have taken a personal interest in making Latvia a safe and attractive destination for foreign investment and trade. I sincerely welcome you to the 2012 Global China Business meeting in Riga, Latvia! For many of you this is the first time in our capital city and country. I can assure you that our first meeting hap- pens just at the right time and in the right place. In recent years the world has witnessed serious and profound events. To a various degree, the financial crisis influenced all of us. Yet Latvia has emerged from the crisis as a stronger and much more efficient player in the global economy. While many other countries are still struggling with the crisis, Latvia is ahead of the economic cycle in Europe. Our economy grew by 5.5 percent in 2011 and is likely to reach a healthy 5 percent growth this year. Our exports and industrial output have exceeded their pre-crisis levels. As “an island of stability in the restless waters of Europe”, Latvia is an excellent destination for your visit and your business. Latvia is well positioned in many ways. We hold a unique and excellent geographic location in the heart of Northern Europe, between the East and West. Being deeply integrated into the Western business culture, Latvia’s market and logistics networks offer you a bridge to Eastern European countries, CIS, Central Asia and further to China. There is no doubt that small, flexible, well-run countries like Latvia are the best partners to build business with in an increasingly interconnected world. And Latvia is ready and willing to become your partner in Europe. Riga has always been a city with strong potential for development, and today it remains the driving force of the Latvian economy concentrating 77% of foreign direct investment, as well as strategically important cooperation partner and one of the largest cities in Northern Europe, which is recognized as one of the most important regions of the world for business development. Being the centre of well-developed transport infrastructure, today Riga ful - fills the functions of main transportation hub between East and West markets. We are looking for answers why all EU initiatives for more available funding for SMEs still haven’t resulted positively and loan growth rate is more than modest. Introduction Access to finance for SMEs during the past 3 years in general has improved, nevertheless remains wide divergences across the euro area countries. In 2016 access to finance remained the dominant concern for SMEs in Greece (31%,), while 13% of SMEs in Italy and 12% in both Ireland and the Netherlands named access to finance as the most important problem, compared with only around 6% of SMEs in both Austria and Germany and 8% in Finland (European Central Bank, 2016). In Latvia in 2016 the most important problems faced by SMEs were finding customers (20%), availability of skilled staff or experienced managers (15%), competition (13%), costs of production or labour (12%) and finally access to finance with 10% as the fifth most pressing obstacle (Kwaak and Zeijden, 2016).
